HomeMy WebLinkAbout2013-104-02/18/2013Prepared by Carol Failor, Deputy City Clerk, City of Waterloo, 715 Mulberry Street, Waterloo, IA 50703, (319) 291-4323: RESOLUTION NO. 2013-104 RESOLUTION FIXING THE TIME AND PLACE OF HEARING TO ADOPT AN ORDINANCE AMENDING THE NATURAL GAS FRANCHISE AGREEMENT WITH MIDAMERICAN ENERGY COMPANY CLARIFYING THE INTENT OF THE PARTIES AND REVENUE PURPOSE STATEMENT OUTLINING THE PURPOSES FOR WHICH THE CITY SHALL USE THE FRANCHISE FEE REVENUES THAT WILL BE RECEIVED IF THE PROPOSED ORDINANCE IS ADOPTED, IN THE CITY OF WATERLOO AS FEBRUARY 18, 2013, AT 5:30 P.M. AT CITY HALL COUNCIL CHAMBERS, AND INSTRUCTING THE CITY CLERK TO PUBLISH THE NOTICE OF HEARING. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, AS FOLLOWS: Section 1. That the Council of the City of Waterloo, Iowa, shall meet at the City Hall Council Chambers in the City of Waterloo, Iowa, at 5:30 p.m. on the 18th day of February, 2013, for the purpose of holding a public hearing to adopt an ordinance amending the Natural Gas Franchise Agreement with MidAmerican Energy Company clarifying the intent of the parties and Revenue Purpose Statement outlining the purposes for which the City shall use the franchise fee revenues that will be received, in the City of Waterloo. Section 2. That the City Clerk is hereby directed to publish notice of the time and place of said hearing in the Waterloo Courier. Section 3. That the Statement of Revenue Purpose -Utility Franchise Fees as set forth be approved as follows: The City of Waterloo proposes to amend the ordinances by which MidAmerican Energy Company was granted franchises to sell and deliver electric energy and natural gas within the City of Waterloo. Franchise fee revenue will be used for inspecting, supervising, and otherwise regulating franchises approved by the City; wages, benefits and training of public safety personnel, technical and professional personnel, and other City employees; acquisition, maintenance and replacement of vehicles and equipment for public safety, streets, sanitation, building inspection, code enforcement and other City departments; acquisition, maintenance, upgrades and replacement of hardware, software, software licenses and related items for City computer systems, communications systems, and other technology-based systems; acquisition, maintenance and replacement of other equipment and supplies; providing services and programming of various types to the public; arts and culture; construction, maintenance and improvement of City buildings, parks, trees, athletic and recreational facilities, and other outdoor facilities and public grounds, and the acquisition of real estate for such purposes; maintenance and construction of streets, traffic signals and signage, bridges, pedestrian underpasses and overpasses, parking lots, recreational trails, storm water infrastructure, sanitary sewer infrastructure, and other public infrastructure; maintenance and improvement of airport buildings, grounds and taxiways; insurance; administration and enforcement of City ordinances and regulations; City administrative and financial services and operations; and other general City operating costs.
