NOTICE OF PUBLIC HEARING AND
COMMENT PERIOD FOR WATER-
LOO'S CONSOLIDATEDANNUAL
PERFORMANCE
AND EVALUATION REPORT FOR
THE PERIOD JULY 1, 2D24 TO
JUNE 30, 2025
Notice Is hereby given that the City
of Waterloo has completed a perfor-
mance report for the Community De-
velopment Block Grant (CDBG) Pro-
gram for Fiscal Year 2025, The Draft
Consolidated Annual Performance
and Evaluation Report (CAPER) Is
available for public review and com-
ment prior to its submittal to the U.S.
Department of Housing and Urban
Development.
The CAPER represents and cov-
ers the accomplishments under the
CDBG and HOME programs for the
period July 1, 2024, to ,Tune 30. 2025.
It consists of specific program narra-
tives, an assessment of annual per-
formance, an assessment of progress
toward meeting goals and objectives
contained In the Consolidated Plan.
Public Review and Comment Peri-
od: The draft CAPER will be available
for public review and comment for a
15-day period, beginning an Wednes-
day, March 11, 2026, and concluding
at 5 00pm on Tuesday. March 25,
2026. Comments may be presented
orally at the public hearing or submit-
ted In writing to Rudy D. Jones, Direc-
tor, Community Development Board,
Carnegie Annex - Suite 202, 620 Mul-
berry Street, Waterloo, Iowa 50703.
Any comments received will then be
incorporated into the final document
submitted to the U.S. Department of
Housing and Urban Development.
Public Hearing: A public hearing
will be held on Monday March 16,
2026, in the City Council Cham-
bers, 715 Mulberry Street, Waterloo,
Iowa at 5:30PM during the regularly
scheduled City Council Meeting. The
purpose of the hearing is to receive
public comments on the draft CAPER
and Community Development Block
Grant progress and performance for
the past year. Input from this hearing
will be taken into account In preparing
future Community Development Block
Grant applications.
