RESOLUTION NO. 2026-081
RESOLUTION APPROVING PRELIMINARY PLANS,
SPECIFICATIONS, FORM OF CONTRACT, ETC., AND
SETTING THE DATE OF BID OPENING AS MARCH 26, 2026,
AND DATE OF PUBLIC HEARING AS APRIL 6, 2026, IN
CONJUNCTION WITH THE FY 2026 800 BLOCK, UPTON
AVENUE SANITARY AND WATER MAIN EXTENSIONS
PROJECT, CONTRACT NO. 1147 AND INSTRUCT THE CITY
CLERK TO PUBLISH NOTICE.
WHEREAS, the City of Waterloo has prepared preliminary plans, specifications, form of
contract in conjunction with the FY 2026 800 Block, Upton Avenue Sanitary and Water Main
Extensions Project, Contract No. 1147; and
WHEREAS, it is necessary to set a date for the opening of bids to solicit qualified
contractors who can meet the specified requirements, and subsequently, to hold a public hearing
to discuss the project details and receive public comments or concerns before proceeding with
the contract.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The preliminary plans, specifications, form of contract, in conjunction with the FY
2026 800 Block, Upton Avenue Sanitary and Water Main Extensions Project, Contract No. 1147,
as prepared and on file in the office of the City Clerk, are hereby approved.
2. The date for the opening of bids in conjunction with the FY 2026 800 Block, Upton
Avenue Sanitary and Water Main Extensions Project, Contract No. 1147is set for March 26,
2026, and the public hearing on the proposed contract and specifications is set for April 6, 2026.

3. The City Clerk is hereby directed to publish notice of said public hearing as required
PASSED AND ADOPTED this 2nd day of March 2026.
