RESOLUTION NO. 2026-142
RESOLUTION APPROVING A DEVELOPMENT
AGREEMENT WITH RYAN MEYERS, FOR THE
CONSTRUCTION OF TWO DUPLEXES, ON INFILL LOTS
LOCATED SOUTH OF 333 NORRIS COURT, INCLUDING AN
INFILL GRANT OF $20,000.00 UPON SUBSTANTIAL
COMPLETION, AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo supports infill housing development to strengthen
neighborhoods, increase housing supply, and promote reinvestment in established areas; and
WHEREAS, Ryan Meyers proposes the construction of two duplex residential structures
on infill lots located south of 333 Norris Court; and
WHEREAS, the City and the Ryan Meyers desire to enter into a Development
Agreement establishing the terms and conditions for the Project; and
WHEREAS, the Agreement provides for an infill grant in an amount not to exceed
20,000.00, to be paid upon substantial completion of the Project and satisfaction of the
Agreement's conditions; and
WHEREAS, City staff recommends approval of the Development Agreement and the
infill grant, and the city finds it is in the best interest to approve the Development Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1 . The City Council hereby approves a Development Agreement with Ryan Meyers for
the construction of two duplexes on infill lots located south of 333 Norris Court, including an
infill grant in an amount not to exceed $20,000.00.
2. The Mayor and City Clerk are authorized and directed to execute said document on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 16th day of March 2026.
