RESOLUTION NO. 2026-150 RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES ARMY CORPS OF ENGINEERS, THE IOWA STATE HISTORIC PRESERVATION OFFICER, THE CITY OF WATERLOO, AND THE CITY OF WATERLOO HISTORIC PRESERVATION COMMISSION, IN CONJUNCTION WITH THE WHITE WATER AND HABITAT IMPROVEMENTS PROJECT ON THE CEDAR RIVER AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID DOCUMENT. WHEREAS, the City of Waterloo is participating in the White Water and Habitat Improvements Project on the Cedar River; and WHEREAS, the United States Army Corps of Engineers is undertaking and/or administering federal actions associated with the Project; and WHEREAS, as part of the Project, the parties have developed a Memorandum of Understanding among United States Army Corps of Engineers, the Iowa State Historic Preservation Officer the City of Waterloo, and the City of Waterloo Historic Preservation Commission to establish roles, responsibilities, procedures, and coordination related to historic preservation compliance and associated activities; and WHEREAS, City staff recommends approval of the Memorandum of Understanding in conjunction with the Project; and WHEREAS, it is in the best interests of the City to approve the Memorandum of Understanding and authorize execution thereof. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, 1. The City Council hereby approves the Memorandum of Understanding between the United States Army Corps of Engineers, the Iowa State Historic Preservation Officer, the City of Waterloo, and the City of Waterloo Historic Preservation Commission, in conjunction with the White Water and Habitat Improvements Project on the Cedar River, in substantially the form presented to the City Council. 2. The Mayor and City Clerk are authorized and directed to execute said document on behalf of the City of Waterloo, Iowa. PASSED AND ADOPTED this 16th day of March 2026.
