RESOLUTION NO. 2026-134
RESOLUTION APPROVING THE FY 2025 CONSOLIDATED
ANNUAL PERFORMANCE AND EVALUATION REPORT
(CAPER) FOR CDBG AND HOME PROGRAM ACTIVITIES,
FOR THE PERIOD OF JULY 1, 2024, TO JUNE 30, 2025, AND
SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT.
WHEREAS, The City of Waterloo, Iowa, receives federal entitlement funds under the
Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME)
programs administered by the U.S. Department of Housing and Urban Development ("HUD");
and
WHEREAS, HUD requires the city to prepare and submit a Consolidated Annual
Performance and Evaluation Report (CAPER) documenting program activities and performance
for the program year; and
WHEREAS, The FY 2025 CAPER covers the period July 1, 2024, through June 30,
2025; and
WHEREAS, The City Council has reviewed the FY 2025 CAPER and finds it
appropriate to approve the report and authorize its submission to HUD.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The FY 2025 Consolidated Annual Performance and Evaluation Report (CAPER) for
CDBG and HOME program activities, for the period July 1, 2024, through June 30, 2025, is
hereby approved.
2. The Community Development Director is hereby authorized and directed to submit the
FY 2025 CAPER to the U.S. Department of Housing and Urban Development (HUD) and to
take any administrative actions necessary to complete the submission.
