WATIRLOO, IOWA 080174 NUMBER TITLE RECORD REGULAR SESSION February 12th, 13304 - On motion by Lang, seconded by Shane the City Clerk was instructed to proceed with the sale of Bonds for Sewer Contract No. 26. The Clerk announced that these bon 1940 were special assessment sewer bonds in the amount of A13,131.80 backed by general tax levy and .bearing the maximum amount of 5% interest. Continued. Mayor Slippy informed the council that Contractor C. W. Shirey had offered to bid these bonds in at par with 5% interest. The only bidder present was Carleton D. Beh Company of Des Moines, Iowa. The Carleton D. Beh Company of Des Moines, Iowa, bid par on the bonds of Sewer Contract No. 26 plus e10.00 premium and accrued interest. 13305 - There being no other bidders, it was moved by Lang, seconded by Shane that Resolution No. 8288, accepting the bid of Carleton D. Beh Company of par plus pre- mium of 40.00 and accrued interest for. Sewer Contract No. 26 Bonds, be adopted. On roll call Burtner, Dolan, Joder, Lang, Shane and Strang voted. Aye. Nays: None. • Absent: None. Mayor declared the resolution adopted. 13306 - Mayor Slippy announced that the time having arrived for considering bids for the sale of Sewer Bonds for Sewer Contract No. 31, the Council would proceed with the sale of the same. ihe City Clerk submitted the proof of publication of the Notice to Pond Buyers in connection with Sewer Contract No. 31, and on motion by Burtner, seconded by Joder said Proof of publication was received and placed on file. 13307 - On motion by Lang, seconded. by Shane the City Clerk was instructed to proceed with the sale of bonds for Sewer Contract No. 31. The City Clerk announced that these bonds were special assessment sewer bonds in the amount of t18,500.15 and bearing the maximum amount of 5% interest. Mayor Slippy informed the council t!nt E. P. Spencer and C. W. Shirey, Contractors, has offered to bid these bonds ind par with 5% interest. The only bidder present was Carleton D. Beh Company of Des Moines, Iowa. The Carleton D. Beh Company of Des Moines, Iowa, bid par on the bonds of Sewer Contract No. 31 plus t4310.00 premium and accrued interest. 13308 - There being no other bidders, it was roved by Lang, seconded by Shane that Resolution No. 8289, accepting the bid of Carleton D. Beh Company of par plus pre- mium of A10.00 and accrued interest for Sewer Contract No. 31 bonds, be adopted. On roll call Purtner, Dolan, Joder, Lang, Shane and. Strang voted Aye. Absent: None. Mayor declared the resolution adopted. ivays: None. 13309 - Mayor Slippy announced that the time having arrived for considering bids for the sale of Sewer Bonds for Sewer Contract No. 32, the council would Proceed with the sale of the same. The City Clerk submitted the proof of publication of the Notice to Bond. Buyers in connection with Sewer Contract No. 32, and on motion by Lan, seconded by Burtner said proof of publication was received and placed on file. 13310 - On mction by Strang, seconded by Dolan the City Clerk was instructed to proceed with the sale of Bonds for Sewer Contract No. 32. The Clerk announced that these bonds were special assessment sewer bonds in the amount of 3,912.25 and bearing the maximum amount of 5% interest. Mayor Slippy informed the council that Contractor C. W. Shirey had offered to bid these bonds in at par with 5% interest. No other bids were offered for said Sewer Contract No. 32 Bonds ,in the sum of 13,912.25. Whereupon, it was moved by Joder, seconded by Dolan that the City Clerk be instructed to turn aforesaid Sewer Ponds over to the Contractor, C. W. Shirey, at par. On roll call Burtner, Dolan, Joder, Lang, Shane and Strang voted Aye. Nays: None. Absent: None. Mayor declared, the motion carried. 13311 - Mayor Slippy instructed the Council to proceed with the regular order of business and announced that anyone wishing to addr6ss the council, who did not have a written petition or communication on file with the Clerk, may appear at that time before the council. Mr. R. N. Cowin, local realtor and taxpayer, arose, approached the council rail and made certain and various representations and allegations to the Mayor and Council relative to the conduct of the City of waterloo Waterworks by the Waterworks Poard of Trustees, including the alleged purchase of a water pump sold by the officials of Iincoln, Nebr. for Y750.00 to W. Birch of Chicago, Ill., and bought from that person by the Waterloo Waterworks Trustees for $20,000. Yr. Cowin petitioned that the City Council take action to abate transactions of this character on the Part of the so-called Waterworks Board of Trustees. R. N. Cowin relative to the purchase of a certain second-hend pump from Wm. Birch of Chicago for the sum of .20,000, and to request the State Auditor to assign competent men to carefully investigate and report the findings relative to these aforesaid representations end allegations. Motion carried. 23312 - On motion by Lang, seconded by Dolan the supplemental petitibn of N. S. - Appleton, 305 French Street, et el, to the petition previously filed by Verona Reiter, 123 French Street, et al, for sewer on the corner of French and Colorado Street, was received, placed on file and ordered included in the next sewer program with the original petition. 13313 - On motion by Lang, seconded by Burtner the communication from R. Y. Cowin in connection with an offer made by him in behalf of the Illinois Central R. R. Company and Cole Rendering Works whereby the former will pay the City (t10.00 and the latter 7125.00 for closing of Dewar Street between Nevada and Glendale Streets, was received and placed on file. 13314 - On motion hy Dolan, seconded by Lang the petition of Herbert E. Lapole for per- mission to tap the city signal light for electricity to ligbt his news stand at the corner of East 4th and Sycamore Streets, was received and placed on file. 13315 - On motion by Joder, seconded by Strang the application of Phillip Carlson for a position with the maintenance staff for the sewage disposal plant was received and placed on file. 13316 - On motion by Dolan, seconded by Purtner the communication of C. T. Wilson, City Engineer, and revised plans and specifications for Sections "J" and "M" of the Sewage Disposal Plant, Docket No. Ia. 1254-F, bids for which were refused on December 29, 1939, were received and placed on file. 13317 - Moved by Dolan, seconded by Burtner that Resolution No. 8290, approving the revised proposed plans and specifications and proposed forms of contracts for Sections "J" and "M" of the Sewage Disposal Plant, Docket No. Ia. 1254-F, be adopted. On roll call Burtner, Dolan, Joder, Lang, Shane and Strang voted Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 13317-A - Moved by Burtner, seconded by Dolan that Resolution No. 8290-A, ordering con- struction of Sections "J" and "Mft of a Sewage Disposal Plant for the City of Waterloo, Iowa - Docket No. Iowa 1254-F, be adopted. 0n roll call Burtner, Dolan, Joder, Lang, Shane and Strang voted Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 13318 - 0n motion by Joder, seconded by Lang the communication from R. A. Redford, Regional Director, P. W. A., approving the contract of Dobson & Pobinson, Lincoln, Nebr., for the construction of Section "H" of the Sewage Disposal Plant, Docket No. Ia. 1254-F, in the City of Waterloo, Iowa, in the amount of A4,280.00, together with a copy of said contract, were received and placed on file. 13319 - Moved by Joder, seconded by Lang that Resolution No. 8291, approving the con- tract and bond of Dobson & Robinson, Lincoln, Nebr., Contractors, for the construc- tion of Section 'H' of the Sewage Disposal Plant in the City of waterloo, Iowa, Docket No. Ia. 1254-F, be adopted. 0n roll call Burtner, Dolan, ;Toder, Lanp, Shane and Strang voted. Aye. Nays: None. Absent:. None. Mayor declared the resolution adopted. 13320 - Moved by Shane, seconded by Purter that the petition of S. E. Turner for per- mission to operate a drive-in ice cream store at 902 Walnut Street, together with petition of consent of property owners in the immediate vicinity of 902 Walnut Street, and a communication from S. A. Dudley, Building Commissioner, stating he had checked said petition and found it as represented, be received, placed on file and permission granted. On roll call Burtner, Dolan, Joder, Lang, Shane and. Strang voted. Aye. Nays: None. Absent: None. Mayor declared the motion carried. 13321 - 0n motion by Shane, seconded by Strang the offer of Harry Lee Petersen, 801 Kern Street, in the amount of 145.00 for Lot 2, Block 13, Second Addition to Grandview Place, was received, placed on file and referred to the Finance Committee. ----\ ..../ ( , _
