Slippy called a meeting of the Board of Health to order at 7:40 o'clock P. M., August 26th, 1940, in the council chambers in the city hall, Waterloo, Iowa. On roll call there were present: J. D. Burtner; T. E. Dolan; Earl B. Joder Stanley B. Shane and Dewey W. Strang. Absent: Warner J. Lang. The purpose of the meeting, as announced by Mgyor Slippy, was to consider what action, if any, should be taken by the Local Board of Health as a result of the outbreak of infantile paralysis in the city. City Health Physician Dr. R.W. Driver, Dr. E. W. Thielen, Dr. J. H. Butts, end Mr. Jack Logan ad Mr. Carleton Sias, Jr., representing the East and West Schools, spoke on the subject. The recommendation of the Waterloo Medical Society was that the public sch ools postpone opening until such time as the infantile paralysis epidemic appeared to have spent its course, but that theatres and entertainment centers of this character be not required to close at this time. The members of the Medical Fraternity sgid the reason for that recommendation is that the State of Iowa makes it mandatory for children to attend school, but that it does not make it mandatory for parents to send their children to theatres. Moved by Joder, seconded by Dolan that the foregoing recommendation of the Waterloo Medical Society and of the City Health Physician be approved. On roll call Burtner, Dolan, Joder, Shane and Strang voted Aye. Nays: None. Absent: Lang. Motion declared carried. On motion by Dolan, seconded by Shane the Local Board of Health adjourned. Council Proceedings Record, City of aterloo MATT PARROTT & SONS CO., WATERLOO, IOWA 080174 NUMBER TITLE REGULAR SESSION August 11, 1942 RECORD The City Council of the City of Waterloo, Iowa, met in Regular Sessionin the Council Chambers in the City Hall in said City at 8 o'clock P. M., August llth, 1941. Mayor. Ralph B. Slippy in the Chair. Present: Councilmen Burtner, Dolan, Joder, Shane, Strang and. Turner, Absent: None. 15740 - On motion by Joder, seconded by Burtner, the minutes of the Regular Session of July 26th, 1941, were received, placed on file and approved. Mayor Ralph B. Slippy announced that the time had arrived for consideration of the proposed budget for the fiscal year 1942-43. 15741 - On motion by -Joder, seconded by Burtner, the Proof of Publication of the proposed -budget for the City of Waterloo, Iowa for the fiscal year 1942-43 was received and placed on file. The City Clerk read the proposed budget for the City of Waterloo, Iowa, for the fiscal year beginning April 1st, 1942 and ending March 31st, 1943. The Clerk informed the Ylayor and Council that the only written objection received or filed in his office was the petition of George W. Dickinson, 500 West 5th St., et al, presented by R. E. Northey who has the garbage collecting contract for the current year, which objected to that part of the budget which Proposed to discontinue the Present garbage collection system in order to convert garbage into gas for sale to the Iowa Public Service Co. This object- ing petition was filed by rr. Northey and thirty-seven others. Mayor Ralph B. Slippy asked if anyone present cared to make oral objection. The Mayor stated that before receiving oral objections he wished to state that the night was hot and he doubted if the majority of those Present wanted to listen to anyone's oratory for more than five minutes. He asked citizens in the audience if they did want to listen to anyone speak for or against the budget for more than five minutes. No hand was raised. The Mayor then asked those who did not want to listen to any one speaker for more than five minutes to raise his or her right hand. An overwhelming majority of the citizens present raised their right hands; whereupon, the Mayor asked all speakers to govern themselves accordingly. Mr. Geo. D. Harris, attorney, said he was not only representing himself, but was representing fifteen or twenty other taxpayers. Mayor Slippy asked Mr. Harris who the fifteen or twenty taxpayers ;ere. Mr. Harris declined to give their names. The City Clerk informed Mr. Harris that for appeal purooses the names and addresses of his clients should be given to become a part of the budget hearing record. Thereupon, Mr. Harris said he would later file with the Clerk a list of names of the taxpayers whom he was representing. Mr. Harris, in brief, objected to all increases in the budget and complained because he had been limited in time in presenting his talk. . W. W. Beck voiced objection to parking meters and parking lots. Li.. Frank Schrader talked principally upon how residents in the vicinity of Gates Park could secure a uarantee from the Council that the independent Park Board would spend the increase in their budge for improving Gates Park. Yr. Wm. H. Whitelock simply remarked, "Let's not spend any money until we lick Hitler." Mr. R. L. Northey talked against spending money for a building, grinding machinery and digesters to convert garbage into gas, He frankly contradicted certain statements which the Mayor had made to the Council. Mr. Slippy informed Mr. Northey that he could not call him a liar in public and declared him to be out of order. Whereupon, Yr. Northey apologized, which apology was accepted by -the Mayor. Mr. Joseph McGlade, Secretary of the Central Labor Union, an affiliate of the American Federation of Labor, said his organization had studied this budget and had investigated the purposes for which the money was intended and that he was present to endorse the budget as it stood. rr. Edward ray spoke briefly in behalf of Gates Park improvement. A brief talk was also given along the same line by Mrs. ray. Mr. Russell Lamson said he did not think objections should be made as a whole against any budget. Neither did he think that because we had a federal armament program that city business should stand still. He said that he himself was especially interested in seeing park innrovement because he felt that park improvement was an aid to improving civic life in the community, particularly when economic conditions caused citizens difficulty in meeting their obligations. Mr. R. N. Cowin, the largest owner of property on East 4th Street, said that a city was no different from private business in that they must make investments SHEET NO. There are seventy-six seats in the Council Chamber besides those occupied by the Council, Mayor and Clerk. All were occupied. Several dozen other citizens ranged along, the side of the room, in the rear and out in the hallway adjacent to the Council Chamber. Following his objection to the Council, Mr. Farris circulated a sheet of paper arson the citizens present. An altercation followed between Mr. Farris and Yr. R. C. Eggert in which Mr. Harris called Yr. Eggert a liar and struck a blow at him which landed on the back of his shoulder. Other citizens rushed forward and siezed Er. Harris. The Mayor rapped for order and stated that order must be preserved in the Council Chamber. Later in the meeting Yr. Harris handed the Clerk a sheet of paper which contained, under the heading "Present August 11, 1941, Waterloo Budget Hearing ", the signatures of fourteen persons. He orally informed the Clerk that tbose people constituted the citizens whom he was representing who were objecting to the budget. Later Mrs. May, one of the signers, informed T:ayor Slippy that she was not objecting to the budget and had signed this paper upon the representation of Mr. Farris that by signing the paper she would be assured that the proposed expenditure for Gates Park, in which she was interested, would be assured. 15742 - On motion by Joder, seconded bi- Burtner, the proposed budget for the fiscal year beginning April lst, 1942 and ending March 31st, 1943, was received, placed on file and referred to the Council as a Committee of the Whole for consideration together with all objections. Mayor Slippy announced that the Council would •now proceed with the con- sideration of the regular order of business. 15743 - Moved by Dolan, seconded by Joder, that the co-runication from ayor Ralph B. Slippy regarding the complaints from citizens relative to garbage collection and recommending the termination of the contract with the Sanitary Garbage and Refuse Company, be received, placed on file and referred to the Council as a Commit tee of the Whole. Motion carried. 15744 - On motion by Joder, seconded by Burtner, the communication from Mayor Ralph B. Slippy regarding the conversion of g,arbag,e into gas at the sewage disposal niant, accompanied 1-0: letters fror C. F. Wyllie, Supt.
