The City Council of the City of Waterloo, Iowa, net in Special Session in the
Council Chambers, Mayor's Office, in the City Hall in the City of Waterloo, Iowa, at
11:30 A. M., November 27th, 1940, pursuant to the following call:
"To J. D. Burtner, T. E. Dolan, Earl B. ;Yoder, D. E. Seger, Stanley B.
Shane and Dewey W. Strang:
You and each of you are hereby notified that there will be and is hereby
called a Special Meeting of the Council of the City of Waterloo, Iowa, to
be held in the Council Chambers, Mayor's Office, of the above named city,
on t he 27th day of November, 1940, at 11:30 A. M. for the purpose of con-
sidering and acting upon the following:
1 - To consider and take action for sewers on and along certain streets
in Lincoln Heights Addition.

14682 - On motion by Shane, seconded by Strang the communication from City Engineer
Barber, reporting that the Petition & Waiver for sewers in Lincoln Eeights
Addition, viz. On W. 7th Street, Mitchell Ave. to Easton Ave., Cornwall Ave,
W. 7th St. to W. 6th St., Lorraine Street, W. 7th St., to 84' from W. 6th St.,
and Mitchell venue from W. 7th Street to 42' from W. 6th Street, has 100%
signatures of the property owners, was received and placed on file.
14683 - Moved by Shane, seconded by Burtner that Resolution No. 8637, ordering the con-
struction an0 awarding the contract to C. W. Shirey for sewers on and along cer-
tain streets in Lincoln Heights Addition, Waterloo, Iowa, being Sewer Contract No.
43, be adopted.
On roll call DulLner, Joder, Seger, Shane and Strang voted -Aye. Nays: None.
Absent: .Dolan, Mayor declared the resolution adopted.

Mayor Slippy announced that the time having arrived for considering objections to
assessments for Sewer Contract No. 39 that the Council would now proceed with the
consideration of the same. There being no objections, written or oral, the Mayor
instruct6d the council to proceed with the regular order of business.
14687 - Moved by Burtner, seconded by Strang that Resolution No. 8638, making assessments
. for the construction of sewers on Edison and Burton Avenue - Sewer Contract No. 39 -
in the City of Waterloo, Iowa, be adopted.

14688 - Moved by Joder, seconded by Dolan that Resolution No. 8639, directing the issuance
of Special Assessment Certificates in payment for constructing sanitary sewer on
Burton Avenue in the City of Waterloo, Iowa, Sewer Contract No. 40, be adopted.

14689 - On motion by Dolan, seconded by Seger the communication from City Engineer, N. B.
Barber, reporting completion of the sewers in Polk Street and Adams Street Sewer
Contract No. 41 - and recommending the acceptance of the work, was received add
placed on file.
14690 Moved by Dolan, seconded by Shane that Resolution No. 8640, accepting the work
and ordering preparation of plat and schedule of assessments, Sewer Contract No. 41,
be adopted.

14711 - An Ordinance amending Ordinance No. 1546 as amended by establishing parts of West
Third, Jefferson, Commercial and Locust Streets as boulevards, prohibiting rking
on Darts of Sumner Street, East Mullen Avenue and West Park Avenue, restricting
Parking on part of Jefferson Street, establishing parking limits on parts of West
Fourth and Fifth Streets and providing penalties for the violation thereof, was read
by the Clerk.
Moved by Joder, seconded by Shane that the rules be suspended for the purpose of plac-
ing said ordinance on its passage.

14718 - On motion by Burtner, seconded by Dolan the communication from District
Engineer, L. C. Crawford, of the United. States Department of the Interior,
Geological Survey, asking that a warrant be drawn in the amount of $100.00
in favor of the Iowa Institute of Hydraulic Research in accordance with pre-
vious agreement on the part of the city for the construction of a stream -
flow measurement station in Pioneer Park, was received and placed on file.
14719 - Moved by Dolan, seconded by Strang that the request of Donald Van Bogart
for refund on his cigarette Permit #1572, be received, placed on file and
refund granted. Motion carried.
14720 - On motion by Strang, seconded by Shane the following applications for taxi-

Steege, Radio Supervisor for the Federal Security Agency, National Youth
Administration for Iowa, soliciting radio work from the city of Waterloo, was
received and placed on file.
14723 - Moved by Joder, seconded by Burtner that henceforth payment of long distance
telephone calls for the N. Y. A., be not allowed.

14724 - 0n motion by Strang, seconded by Seger Legislative Letter No. 3 from the
League of Iowa Municipalities, calling the attention of municipal officials
to various Bills that will be submitted to the 1941 Legislature, was received,
and placed on file.
14725 - On motion by Joder, seconded by Burtner the Certificate of Insurance covering
Rynearson & Koch, Inc., Workmen's Compensation and. Public Liability Insurance
from May 10, 1940 until the completion of their contract on the Waterloo Sewage
Disposal Plant, 1254-F, PWA, was received, placed on file and approved.
14726 - Moved by Shane, seconded by Seger that the request of Harry Wisby, for re-
fund on his cigarette Permit #1557, be received, placed on file and refund granted

14727 - Moved by Seger, seconded by Shane that the request of Floyd R. Stoyles for
fund on his cigarette Permit #1531, be received, placed on file and refund
granted. Motion carried.
14728 - 0n motion by Burtner, seconded by Strang the petition for suspension of taxes
payable in the Year 1940 filed by Mayrae M. Furlong, R#4, Waterloo, Iowa, was
received, placed on file and referred to the Finance Committee.
14729 - On motion by Shane, seconded by Strang the application for taxicab license

having passed its second reading.

14736 - Moved by Shane, seconded by Burtner that Resolution No. 8651, accepting the
offer of the East Park Presbyterian Church of Waterloo, Iowa, in the amount of
4100.00 in cash for Lot 113, Allen Heights Addition, and authorizing the Mayor
and Clerk to give a quit claim deed upon receipt of payment, be adopted.

ized to issue a warrant in the sum of 1100.00 to the Iowa Institute of Hydraulic
Research as requested.
