RECORD The City Council of the City of Waterloo, Iowa, net in Special Session in the Council Chambers, Mayor's Office, in the City Hall in the City of Waterloo, Iowa, at 11:30 A. Strang: You and each of you are hereby notified that there will be and is hereby called a Special Meeting of the Council of the City of Waterloo, Iowa, to be held in the Council Chambers, Mayor's Office, of the above named city, on t he 27th day of November, 1940, at 11:30 A. On W. 7th Street, Mitchell Ave. to Easton Ave., Cornwall Ave, W. 7th St. to W. 6th St., Lorraine Street, W. 7th St., to 84' from W. 6th St., and Mitchell venue from W. 7th Street to 42' from W. 6th Street, has 100% signatures of the property owners, was received and placed on file. 14683 - Moved by Shane, seconded by Burtner that Resolution No. 8637, ordering the con- struction an0 awarding the contract to C. W. Shirey for sewers on and along cer- tain streets in Lincoln Heights Addition, Waterloo, Iowa, being Sewer Contract No. 43, be adopted. There being no objections, written or oral, the Mayor instruct6d the council to proceed with the regular order of business. 14687 - Moved by Burtner, seconded by Strang that Resolution No. 8638, making assessments . for the construction of sewers on Edison and Burton Avenue - Sewer Contract No. 39 - in the City of Waterloo, Iowa, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14688 - Moved by Joder, seconded by Dolan that Resolution No. 8639, directing the issuance of Special Assessment Certificates in payment for constructing sanitary sewer on Burton Avenue in the City of Waterloo, Iowa, Sewer Contract No. 40, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14689 - On motion by Dolan, seconded by Seger the communication from City Engineer, N. B. Barber, reporting completion of the sewers in Polk Street and Adams Street Sewer Contract No. 41 - and recommending the acceptance of the work, was received add placed on file. 14690 Moved by Dolan, seconded by Shane that Resolution No. 8640, accepting the work and ordering preparation of plat and schedule of assessments, Sewer Contract No. 41, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14691 - Moved by Strang seconded by Seger that Resolution No. 8641,- directing publication of notice of filing plat and schedule of assessments, Sewer Contract No. 41, be adopted. 0n Doll call Burtner, Dolan, Joder Seger, Shane and Strang voted Aye. Nays: None Mayor declared the resolution adopted. 14692 - Moved by Joder, seconded by Burtner that Resolution No. 8642, directing the issuan( of Special Assessment Certificates in payment for constructing sanitary sewer on Columbia Street in the City of Waterloo, Iowa, Sewer Contract #42, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14693 Moved by Strang, seconded by Dolan that the Contract and Bond of C. W. Shirey for Sewer Contract No. 43, be received, placed on file and that Resolution No. 8643, approving the contract and bond of C. W. Shirey of Waterloo-, Iowa, for the constructi( of sewers in Lincoln Heights Addition, be adopted. 0n roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14694 - Moved by Dolan, seconded by Shane that Resolution No. 8644, approving the contract of Hargrave Construction Company for the construction of the improvement oft Lafayette Street from Virden Creek Bridge to Fairview Avenue in the City of Waterloo, Iowa, being Paving Contract No. 35, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14695 - Moved by Burtner, seconded by Dolan that Resolution No, 8645, accepting the work and making assessments for surfacing Lafayette Street from Virden Creek Bridge to Fairview Avenue in the City of Waterloo, Iowa, Paving Contract No. 35, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14696 - Moved by Jodeti seconded by Shane that the Certificate of Insurance issued by the Globe Indemnity Company for Dobson & Robinson in connection with PWA Docket No. Iowa 1254-F, Waterloo Disposal Plant, Section 91" 1939, be received and placed on file. Zubrod, d/b$ Tiny Tavern, to transfer his Class "B" Beer Permit #999 to 219 West Sixth Street, be received, placed on file and that Resolution No. 8646, approving said applica- tion, be adopted. Mayor declared the resolution adopted. 14701 - On motion by Dolan, seconded by Seger the communication from Donald Van Bogart d/b/a Top Hat Tavern, 1229 East 4th Street, requesting that his Class "B" Beer Permit #944, be cancelled, was received, placed on file and cancellation approved. 14702 - Moved by Burtner, seconded by Seger that the applications of Floyd A. Watters, d/b/a Top Hat Tavern, 1229 East Fourth Street; and George Waddell, d/b/a Lafayette Tap, 611 Lafayette Street, be received, placed on file and that Resolution No.. 8648, approving said applications, be adopted. Mayor declared the resolution adopted. 14711 - An Ordinance amending Ordinance No. 1546 as amended by establishing parts of West Third, Jefferson, Commercial and Locust Streets as boulevards, prohibiting rking on Darts of Sumner Street, East Mullen Avenue and West Park Avenue, restricting Parking on part of Jefferson Street, establishing parking limits on parts of West Fourth and Fifth Streets and providing penalties for the violation thereof, was read by the Clerk. Moved by Joder, seconded by Shane that the rules be suspended for the purpose of plac- ing said ordinance on its passage. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Moved by Shane, seconded by Dolan that said ordiance be considered to have passed its first, second and third reading. Mayor declared the motion carried. 14736 - Moved by Shane, seconded by Burtner that Resolution No. 8651, accepting the offer of the East Park Presbyterian Church of Waterloo, Iowa, in the amount of 4100.00 in cash for Lot 113, Allen Heights Addition, and authorizing the Mayor and Clerk to give a quit claim deed upon receipt of payment, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted. Aye. Nays: None. Mayor declared the resolution adopted. 14737 - Moved by Strang, seconded by Burtner that Resolution No. 8652, directing the issuance of Special Assessment Bonds for Sewer Contract No. 39, be adopted.
