Council Proceedings Record, City of aterloo MATT PARROTT & SONS CO., WATERLOO, I OWA amm NUMBER TITLE REGULAR SESSION December 8th, 1941 RECORD The City Council of the City of Waterloo, Iowa, met in Regular Session in the Council Chambers in the City Hall in said City at 8 o'clock P. M.1 December 8th,1941. Mayor Ralph B. Slippy it the Chair. Present: Councilmen Burtner, Dolan, Joder, Shane, Strang and Turner. .Absent: None. 16239 - On motion by Joder, seconded by Burtner the minutes of the Regular Session at 8 P. M. November 24th, 1941, were received, placed on file and approved. 16240 - On motion by Dolan, seconded by Strang the proof of publication of Notice to Bond Buyers in connection with Sewer Contract No. 46, was received and placed on file. 16241 - The City Clerk asked if there were any bidders present to offer bids for the bonds in connection with Sewer Contract No. 46. There being no bidders present, it was moved by Strang, seconded by Joder that Resolution No. 8906, directing the issuance of sewer bonds in payment of Sewer Contract No. 46 to the contractor, John Rooff, Waterloo, Iowa, be adopted. On roll call Burtner, Dolan, Joder, Shane, Strang and Turner voted. Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 16242 - On motion by Dolan, seconded by Burtner the proofs of publication of Notice of Assessment, Sewer Contract No. 48, were received and placed on file. I'ayor Ralph B. Slippy announced that the time having arrived to hear objections to the assessments in connection with Sewer Contract No. 48 that objections would now be in order. There being no oral objections, Mayor Slippy instructed the Council to proceed with the regular order of business. 16243 - On motion by Strang, seconded by Dolan written objections to sewer assessments in connection with Sewer Contract No. 48 of Marvin E. Gould and Martha L. Gould; Theodo/ A Toenjes and Leone M. Toenjes; and Fred L. Fell and Myron K. Anton were received, placed on file and referred to the Council as a committee of the whole. 16244 - On motion by Joder, seconded by Shane the City Clerk was instructed to open and read bids for truck cabs and chassis to be used for garbage collection, which bids were as follows: Internatitnal HarvesterCompany: Model K 5 Truck $1,140.88 Model K 5 C.Q.E. Behrens, relative to the painting and transportation of garbage disposal bodies and trucks, was received and placed on file. 16251 - Moved by Strang, seconded by Dolan that the reouest of Dr. H. M. Garner for per- mission to establish a Chiropractor's Office at 1727 Washington Street, together with a petition of consent signed by Sam Jensen, 1738 Washington Street, et al, be received, placed on file and permit granted. McDonald, et al, for oiling on and along Baltimore Terrace starting at Baltimore and including Lot 9 and Lot 34, and on and along Lombard Street starting at Baltimore Terrace and including Lots 39 and 23, M. E. George Addition, was received, placed on file and ordered in- cluded in the next oiling program.. 16253 - Moved by Shane, seconded by Strang that the recommendations of C. T. Wilson, Supt. Mayor declared the motion carried. 16254 - Moved by Strang, seconded by Burtner that the Contract with the Iowa Public Service Company (Power Contract Rate No. 293) for furnishing power to the lift station at Glenwood and Beech Sts., be received, placed on file, approved, and that the Mayor and City Clerk be authorized to sign same. Keegan to the Plumbing Examining Board, was received and placed on file. 16258 - 0n motion by Joder, seconded by Strang the communication from E. A. Warner, Secretary of Chamber of Commerce, thanking the City Administration for co-operation in connection with pre -Christmas activities, was received and placed on file. 16259 - Moved by Dolan, seconded by Burtner that the application of The Great Atlantic & Pacific Tea Company for refund on Cigarette Permit No. 1623, be received, placed on file and granted. Barber, recommending that Mrs. Cora Paul be permitted to make more than 12-ft. curb cut in front of her property Lot 157, Prospect Hills, was received, placed on file and ap- proved, provided the work is done under the supervision of the Building Commissioner. 16262 - On motion by Joder, seconded by Strang the communication from the Waterloo, Cedar Falls & Northern Railway Company relative to proposed changes in bus service, was received and placed on file. 16263 - On motion by Dolan, seconded by Shane the communication from the Iowa State Highwa Commission, announcin that the State Highway Commission has approved a 25 mile per hour speed zone on the north end of Logan Avenue which carries U. S. Highway No. 63, was received and placed on file. 16264 - On motion by Strang, seconded by Shane the communication from the Civil Service Commission, announcing the names of ten men who are qualified and eligible for appoin ment on the Fire Department, was received and placed on file. 16265 - Moved by Shane, seconded by Dolan that the application and accompanying bond of Floyd A. Wafters, d/b/a Top Hat Tavern, for renewal of his Class "B" Beer Permit, be received, placed on file and that Resolution No. 8908, approving said application, be adopted. Absent: None. 16276 - An Ordinance amending Ordinance 1546 as amended by adding Section 37-b thereto, establishing a bus stop zone on the southeasterly side of West Fourth Street (formerly Bridge Street) at its intersection with Commercial Street in the City of Waterloo, Iowa, was read by the Clerk. Moved by Burtner, seconded by Joder that the rules be suspended for the purpose of placing said ordinance on its Passage, being Ordinance NO. 1621. On roll call Burtner, Dolan, Joder, Shane, Strang and Turner voted. Aye. Nays: None. Absent: None. Model trucks from the International Harvester Company on its bid of $2,994.26 for garbage collection.
