16357 - Moved by Burtner, seconded by Shane that the communication from R. N. Cowin
asking that the Chamberlain Corporation be permitted to erect a fence on a certain
portion of its property in or adjacent to Esther Street for the duration of the
war to safeguard the contract held by that company, be received, placed on file
and that Resolution No. 8928, granting said company permission to erect said fence,
be adopted.
On roll call Burtner, Dolan, Joder, Shane, Strang and Turner voted Aye. Nays: None.

engineer or architect represent the City of Waterloo at a civil defense meeting
to be held in New York City was received and placed on file.
16361 - On motion by Joder, seconded by Dolan the Clerk was instructed to open bids
for body and an aerial ladder for the Electrical Department truck, which were
opened and read as follows:

16366 - On motion by Joder, seconded by Shane a list of sidewalks shoveled by the
Street Department and certified by A. C. Behrens, Street Commissioner, was re-
ceived and placed on file.
16367 - On motion by Joder, seconded by Turner a communication by A. D. Donnell,
Secretary of The Rath Packing Company, relative to constructing an arch over an
alley that extends from Division Street to Elm Street, was received, placed on
file and referred to the council as a coeimittee of the whole.
16368 - Moved by Strang, seconded by Shane that the communication from George D.
Harris, Attorney for Floyd E. Cole, proposing to purchase a lot and alley adjacent
to Eighteenth Street Bridge, together with a petition of consent from property
owners abutting said alley, be received, placed on file and proposal accepted,
end that Resolution No. 8930 authorizing the nayor and City Clerk to give a quit
claim deed for said property and directing the Sheriff of Black Hawk County to
release $36.14 to Floyd E. Cole, be adopted.

mission to sell flags on the Streets of Waterloo on 3aturday, June 13th, 1942, was
received, placed on file and request granted.
16370 - On motion by Joder, seconded by Dolan a communication from Charles S. Bickley,
offering to rent to the city a certain lot for parking Purposes, was received end
placed on file.
16371 - On motion by Dolan, seconded by Shane the resignation of Miss Bess II. :Tichols
from the City Planning Commission was received, placed on file and accepted.
16372 - On motion by Joder, seconded by Dolan a Proposal of Jay Townley to sell cer-
tain property located in Riverview Addition and sign a waiver for all damages caused
by odors from the sewage disposal plant for the sum of $600.00 was received, placed
on file and referred to the council as a committee of the whole.
16373 - On motion by Dolan, seconded by Burtner a Contract covering the proposal of
Jay Townley to sell certain property and sign waiver for all damages caused from
odors from the sewage disposal plant for the sum of ::600.00 was received, placed on
file and referred to the council as a committee of the whole.
16374 - On motion by Shane, seconded by Joder a Proposal of James V. Garland to sell
certain property located in Riverview Addition and sign a waiver for all damages
caused by odors from the sewage disposal plant for the sum of ,'500.00 was received,
placed on file and referred to the council as a committee of the whole.
16375 - On motion by Shane, seconded by Burtner a Contract covering the proposal of
James V. Garland to sell certain property and sign waiver for all damages caused by

16376 - On notion by Joder, seconded by Stranc, the proposal of Roy Groseclose, 1003
Lowell Street, to pay the city 1l0.00 for Lots 32, 33 and 34, Sheffield Addition,
was received, placed on file and referred to the finance committee.
16377 - On motion by Dolan, seconded by Shane a communication from Street Commissioner,
A. C. Behrens, recommending the purchase ofcertain parts for street equipment, was
received, placed on file and the purchase and installation of the necessary parts
authorized. Motion carried.
16378 - On motion by Strang, seconded by Shane the communication from A. C. Behrens,
Street Commissioner, requesting the purchase of wooden sewer rods, was received,
placed on file and referred to the council as a committee of the whole.
16379 - On notion by Joder, seconded by Strang the communication from Pike, Sias &
Butler for John Deere Tractor Company requesting that parking be prohibited on a
certain area on Miles Street was received and placed on file.

be notified that the city council will meet at 4 P. N. :February l6th, 1942 in the
council chambers in the city hall regarding the revocation of Cip:arette Permit 7o.
1785 and that he will be given an opportunity for a hearing at that time as to why
said permit should not be revoked.

The City Council of the City of Waterloo, Iowa, met in Special Session in the
Council Chambers in the City Hall in said City at 4 o'clock P. M., Monday, February
16th, 1942, pursuant to the following call:
"To J. D. Burtner, T. E. Dolan, Earl B. Joder, C. J.
Turner, Stanley B. Shane and Dewey W. Strang:
You and each of you are hereby notified that there
will be and is hereby called a Special Meeting of
the Council of the City of Waterloo, Iowa, to be
held in the Council Chambers (Mayor's Office) , of the
above -named city, on the 16th day of February, 1942,
at 4 o'clock P. M. for the purpose of considering
and acting upon the following:

16398 - On motion by Dolan, seconded by Strang the Notice of Hearing of proposed
revocation of the cigarette permit held by James Paras d/b/a Paras Soda Grill,
223 East 5th Street, was received, and placed on file.
16399 - James Paras was not present at the meeting nor anyone representing him.
It being shown to the council that cigarettes had been sold to a minor on the
premises of the place of business of James Paras, it was moved by Dolan, seconded
by Strang that the Cigarette Permit of James Paras d/b/a Paras Soda Grill,
223 East 5th Street, being Permit No. 1785, be revoked.
On roll call Burtner, Dolan, Shane, Strang and Turner voted Aye. Nays: None.

The City Council of the City of Waterloo, Iowa, met in Regular Session in the
Council Chambers in the City Hall in said city at 8 o'clock P. M., February 23rd, 1942.

16401 - On motion by Burtner, seconded by Dolan the minutes of the Regular Session held
at 8 o'clock P. M., February 9th, 1942, and -Special Session held at 4 o'clock
P. M., February 16th, 1942, were received, placed on file and approved.
16402 - The City Clerk submitted to the city council the filed Statements of the various
department heads for the supplies needed by them for the fiscal year beginning
April 1st, 1942, and on motion' by Dolan, seconded by Joder said statements were
received, placed on file and the city clerk instructed to advertise for bids in
accordance with the requirement of law.
16403 - On motion by Joder, seconded by Shane the proposal from the International Har-
vester Company for the servicing of city owned ,street equipment was received,
placed on file and referred to the council as a committee of the whole.
16404 - On motion by Burtner, seconded by Shane the communication from T. H. Glasener,
Secy-Treas., of The Perpetual Building and Loan Association relative to giving
a quit claim deed to the city for Lot 5 of Auditor's Plat No. 7 was received
and placed on file.
16405 - Moved by Dolan, seconded by Burtner that the claims for refund on cigarette
permits as follows be received, placed on file and proper refunds granted:

16406 - The City Clerk presented a proposed appropriation resolution for the fiscal year
beginning April 1, 1942 and ending March 31, 1943.
On motion by Joder, seconded by Shane the foregoing proposed appropriation re-
solution was received, placed on file and referred to the council as a committee
of the whole.
16407 - Moved by Strang, seconded by Shane that a contract signed by Evelyn Stattelman
and Edwin G. Stattelman, offering to waive for $100.00 all damages to certain
property owned by them in Riverview Addition resifting from the maintenance and
operation of the sewage disposal plant, be received,_ placed on file, approved
and that the Mayor and City Clerk be authorized to sign the same and issue a
warrant in accordance with the contract.

16409 - 0n motion by Dolan, seconded by Burtner the application and accompanying bond
of John B. Howe, d/b/a Maywood Cafe for permission to sell cigarettes at 612
Sycamore Street were received, placed on file and permit granted.
16410 - Moved by Joder, seconded by Strang that the application of Waterloo Water Works
for refund on Building Permit No. 6972 be received, placed on file and granted.

by R. N. Cowin in behalf of the City to the Board of Supervisors of Black Hawk
County, Iowa, suggesting that the county sell to the city some 1256 lots, more
or less, in Riverview Addition to the City of Waterloo, Iowa, for the sum of
2000.00, was' received and placed on file.
16416 - Moved by Strang, seconded by Dolan that the report of the Finance Committee
on various matters be received, placed on file and approved.

16417 - An Ordinance amending Ordinance No. 1546 as amended by adding thereto Section
21-d, prohibiting parking on part of the northerly side of Miles Street in
the City of Waterloo, Iowa, and providing penalties for the violation thereof,
was read by the Clerk.
Moved by Dolan, seconded by Strang that the rules be suspended for the purpose
of placing said ordinance on its passage, being Ordinance No. 1624.
