On Roll call Burtner, Dolan, Joder, Seger, Shane and. Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14745 - Moved by Burtner, seconded by Shane that the application of Vera Randall d/b/a Randall's Grocery No. 1, 1421 Commercial Street for a Class "C" Beer Permit be refused. Mayor declared the resolution adopted. 14752 - An Ordinance amending Ordinance No. 1546 as amended by adding Section 5-A thereto prohibiting left turns from Commercial Street into West Fourth Street (formerly Bridge Street), prohibiting left turns at the intersection of East Fourth Street and Sycamore Street and providing a penalty for the violation thereof, was read by the Clerk. Moved by Dolan, seconded by Shane that the rules be suspended for the pur- pose of placing said ordinance on its passage. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Absent: None. Moved by Strang, seconded by Burtner that said ordinance be considered to have passed its first, second and third reading. 0n roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Moved by Toder, seconded by Dolan that Ordinance No. 1582, being an Ordinance amending Ordinance No. 1546 as amended by adding Section 5-A thereto prohibi- ting left turns from Commercial Street into West Fourth Street (formerly Bridge Street), prohibiting left turns at the intersection of East Fourth Street. and Sycamore Street and providing a penalty for the violation thereof, be adopted. Mayor Slippy announced that the time having arrived for hearing objections to the making of assessments for sewer constructed under Sewer Contract No. 41 that the council would proceed with the hearing of the same. There being no written or oral objections, the Mayor instructed the city council to proceed with the regular order of business. 14754 - Moved by Dolan, seconded by Shane that Resolution No. 8658, making assess- ments for the construction of lateral sewers along Adams Street and. Polk Street in the City of Waterloo, Iowa, (Sewer Contract No. 41), be adopted. On roll call Burtner, Dolan, Toder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14755 - On notion by Seger, seconded by Dolan the application for permission to sell cigarettes at 712 Bertch Avenue as filed by Loren S. Wells, trading as Wells' Grocery, was received, placed on file, permit granted, and the application of W. E. Wolf, d/b/a Wolf Den for permission to sell cigarettes at 189 W. llth Street, was received, placed on file and referred to the Council as a Committee of the Whole. 14756 - Moved by Shane, seconded by Seger that the applications,and accompanying bonds, of O. W. Moore, d/b/a Dinty Moore's :Place, 627 Commercial Street for Class "B" Beer Permit; Roy Broadbent, d/b/a Hillcrest Grocery, 309 Allen Street for Class "C" Beer Permit, and L. T. Current, d/b/a Current Food Market, 216 Belmont Street for a Class "C" Beer Permit, be received, placed on file and that Resolution No. 8659, approving said applications, be adopted. Absent: None. 14758 - On motion by Burtner, seconded by Shane the minutes of the Regular Session at 8 o'clock P. M., December 23rd, 1940, and the Special Session at 7:30 o'clock P. M., January 6th, 1941, were received, placed on file and approved. 14759 - The City Clerk submitted the proof of publication of the Notice to Bond Buyers in connection with Sewer Contract No. 39, and on motion by Joder, seconded by Seger said proof of publication was received and placed on file. Mayor Slippy announced that the time having arrived for considering the sale of bonds in connection with Sewer Contract No. 39 the City Council would now pro- ceed with the sale of the same. There being no bids forthcoming, it was moved by Strang, seconded by Burtner that the bonds be delivered to the contractor, C. W. Shirey, in payment of the contract price for Sewer Contract 39. On roll call Burtner, Dolan, Toder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the motion carried. 14760 - The City Clerk submitted the proofs of publication of the Notice of Assess- ment in connection with Paving Contract No. 34. On motion by Joder, seconded by Seger said proofs of publication were received and placed on file. Mayor Slippy announced that the time having arrived for making assessments for the resurfacing of certain streets in connection with Paving Contract No. 34 that the council would now proceed with the consideration of the same. There being no objections, written or oral, to said assessments, it was moved by Strang,seconded by Shane that Resolution No. 8660, making assessments for re- surfacing West Third Street, Wellington Street, Jefferson Street, Fourth Street and Commercial Street, and for repairing the curbs thereof, in the C ity of Waterloo, Iowa, be adopted. On roll call Burtner, Dolan, Joder, Seger, Shane and Strang voted Aye. Nays: None. Mayor declared the resolution adopted. 14761 - On motion by Dolan, seconded by Toder the petition of Vincent Barta, 721 Fowler Street, et al, objecting to the construction of a viaduct or overhead crossing at the Illinois Central Railway tracks on Independence Avenue, was received and placed on file. 14762 - On motion by Seger, seconded by Dolan the proposal of the Sanitary Garbage and Refuse Company to collect garbage for the City of Waterloo for a six-month period during 1941 for 312,000, was received, placed on file and referred to the Council as a Committee of the Whole. 14763 - 0n motion by Strang, seconded by Toder the communication from E. W. Koepke, Clerk of Municipal Court, asking permission to employ an additional girl in his office at 80.00 per month, was received and placed on file. 14764 - 0n motion by Dolan, seconded by Joder the following applications for taxicab drivers' licenses were received, placed on file, together with the necessary doctor certificates, and granted - subject to the approval of the Chief of Police Francis Nordschow, 815 Washington Street; Alfred Roger Miller, 421 Cottage Street; George Cress, 1127 West 4th Street; Claire Robert Haney, 207 Rath Peek Apts. Pierce, Executive Secretary of the League of Iowa Municipalities, asking that a delegation of city officials attend a legislative conference in Des Moines, on January 22 and 23, 1941, be received, placed on file and that the city clerk and any council member who could arrange so to do be instructed to attend said. conference. C. Sdeetman, asking for an adjustment on his sewage disposal bill, was received, placed on file and referred to the Superintendent of the disposal plant. 14776 - On motion by Strang, seconded by Burtner a communication from City Engineer, N. B.Barber, advising the city council that l8th Street Bridge is badly in need of paint, was received, placed on file and referred to the Council as a Committee of the Whole. Barber, recommending that the Waterloo Water Works be charged 50c/ per sq. yd. for cuts on oiled streets, was received, placed on file and referred to the Council as a Committee of the Whole. 14778 - 0n motion by Joder, seconded by Seger a proposed agreement between the Water- loo Building and Loan Association and the City, and a proposed agreement be- tween 1. E. Hadish, Survey Engineer and Deputy". 14783 - An Ordinance regulating the equipment of vehicles used in hauling refuse in the City of Waterloo and repealing Ordinance No. 1565, was' read by the Clerk.
