Mayor Ralph B. Slippy in the Chair. Present: Councilmen Burtner, Dolan, Joder, Shane, Strang and Turner. Absent: None. 15579 - On motion by Toder, seconded by Burtner the minutes of the Regular Session of June 23rd, 1941, were received, placed on file and approved. 15580 - Proof of publication of the notice of resolution of necessity, Oiling Project no. 2, Year 1941, was submitted by the city clerk, and on motion by Dolan, seconded by Shane said proof of publication was received and placed on file. 15581 - Moved by Strang, seconded by oder that Resolution No. 8774, overruling the written objection of Isaac and. Mareta Gushard objecting to the oiling of Ohio Street between Bertch Avenue and. Forrest Avenue in Oiling Project No. 2, Year 1941, be adopted. On roll call Burtner, Dolan, Joder, Shane, Strang and Turner voted Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 15582 - Moved by Joder, seconded by Burtner that Resolution No. 8775, being Resolution of Necessity for Oiling Project No. 2, Year 1941, be adopted. On roll call Burtner, Dolan, Toder, Shane, Strang and. Turner voted Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 15583 - Moved by Shane, seconded by Strang that Resolution No. 8776, directing the oil- ing of various streets and alleys in the City of Waterloo, Iowa, as designated in Resolution No. 8775, be adopted. On roll call Burtner, Dolan, joder, Shane, Strang and. Turner voted. Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 15584 - Proof of publication of the notice of resolution of necessity No. 8758, Paving Contract No. 37, was submitted by the city clerk, and on motion by Dolan, seconded by Strang said proof of publication was received and placed on file. 15585 - On motion by Joder, seconded by Strang the petition of Grace L. Buckoster u ,eodlaTn 435 Derbyshire Road, et al, objecting to the paving of Derbyshire Road, was re- ceived and placed on file. 15586 - On motion by Jade'', seconded by Burtner the petition of The Weis Corporation, et al, objecting to the paving of the street along the southwesterly side of Herman Miller park and running from West 5th Street to West 6th Street, was received and placed on file. 15587 - On motion by Strang, seconded by Dolan the petition of L. C. Hoots, et al, requesting that Derbyshire Road between Kenilworth Road and Woodlawn Road be paved regardless of what is done with the rest of Derbyshire Road, was received and placed on file. 15588 - Various oral objections were made by property owners opposed to the paving of Derbyshire Road, while other citizens urged the paving of Woodlawn Road providing a bituminous type of paving is used with concrete curb and gutter. Mr. A. A. Zimmerman made oral objection in behalf of property owners objecting to the paving of memorial Court adjacent to the Moose Building. On motion by Strang, seconded by Turner the petitions and objections for and against paving were received, placed on file and referred to the council as a committee of the whole. 15589 - On motion by oder, seconded by Strang the communication from Mrs. Evelyn H. West, Recording Secretary, announcing that the Waterloo Woman's Club Board endorses the installation of parking meters and the purchase of free parking lots, was re- ceived and placed on file. 15590 - Moved. by Turner, seconded by Dolan that the communication from Ed Moore, Jr., President, Waterloo Recreation Commission, asking that Bismarck Street between Evergreen Avenue and. Magnolia Parkway be barricaded from. 9:30 A. M. to dark on week days, be received, placed on file and request granted. On roll call Burtner, Dolan, Joder, Shane, Strang and. Turner voted. Aye. Nays: None. Mayor declared the motion carried. 15591 - On motion by Burtner, seconded by Strang the proposal ofC. W. Shirey to lay an 8" sewer pipe in Butler Avenue for 1.25 per lin. ft., and 00.00 for one manhole, was received and placed on file. SHEET NO. Keiper, for the oiling of 600 feet on Ridgeway Avenue, beginning at Sheridan Road and extending 600 feet west, with the understanding that he would pay for the same when completed, be received, placed on file and the Street Commissioner instructed to proceed with the work. On roll call Burtner, Dolan, Toder, Shane, Strang and Turner voted Aye. Nays: None. Absent: None. Mayor declared the motion carried. 15593 - On motion by Shane, seconded by Strang the communication from Geo. R. Slight, et al, asking thabthe city join with the county in re -oiling Ridgeway Avenue from Prospect Boulevard for a distance of 900 feet east, was received, placed on file and referred to the council as a committee of the whole. 15594 - On motion by Strang, seconded by Toder the city clerk was authorized to adver- tise for coal bids for the Year 1941-1942. 15595 - On motion by Strang, seconded by Joder the communication of E. Tinkham, et al, declaring the building at 76 West 13th Street to be unfit and recommending that said building be torn down or removed, was received and placed onfile. Mayor R. B. Slippy appointed the West Side Councilmen, Building Commissioner and Fire Chief to compose a special committee to investigate the condition of the property at 76 W. 13th Street and report back to the council. 15596 - On motion by Strang, seconded by Shane various claims for exemption from pay- ment of poll tax, Yr. 1941, were received, placed on file and referred to the Finance Committee. 15597 - On motion by Strang, seconded by Shane the following bonds were received, placed on file and approved: Cement Sidewalk Contractor's Bond: Howard A. Burr, 128 Edwards Street, et al, for oiling on and along Edwards Street between Logan Avenue and the Illinois Central R.R. Tracks, was received, placed on file and ordered included in the next oiling program. 15599 - On motion by Turner, seconded by Strang the petition of Wm. M. Elam, et al, for oiling on and along Drexel Avenue between Campbell Avenue and Kingsley Ave- nue, vas received, placed on file and ordered included in the next oiling pro- gram. 15600 - Moved by Strang, seconded by Shane that the communication from J. U. Stock, Agent for the E. N. Draper Estate, asking that the side of Bluff Street running along the Rock Island Railroad and in front of the Draper property be oiled, and stating that payment would be made upon completion of the same, be received, placed on file and that the Street Commissioner be instructed to proceed with the work. Koerner, 228 Vine Street, et al, requesting construction of sidewalk on the south side of Vine Street from High Street to Fremont Street, was received, placed on file and referred to the East Side Councilmen. 15602 - Moved by Joder, seconded by Strang that the application of Floyd R. Stoyles for a refund on his cigarette permit ii11824 for 229 West 4th Street, be received, placed on file and refund granted. 0n roll call Burtner, Dolan, Toder, Shane, Strang and Turner voted Aye. A. Young for per- mission to cut the curb for a distance of 20 feet west and 16 feet east from- the southwest corner of Lot 14, Auditor's Falls Avenue and Mullan Avenue Plat, be re- ceived, placed on file and request granted - subject to the approval of the Build- ing Commissioner. Mayor declared the motion carried. 15604 - On motion by Joder, seconded by Strang the communication from E. R. Bitterly, Supt., of the Waterloo, Cedar Falls & Northern Ry. Company, asking permission to change the routing of the Lafayette bus to operate on Elm Street from Lafayette to Sycamore Street and Sycamore to Division Street instead of Lafayette Street from Elm Street and Division St. from Lafayette to Sycamore to relieve the con- gestion on Division Street, was received, placed on file and referred to the Ordinance Committee. 15605 - On motion by Joder, seconded by Strang the application of Mrs. Thelma Leopard, 122 Cottage Grove Avenue, for a refund on two building permits (Nos. 9662 and 9796), was received, placed on file and referred to the building commissioner to check and report back to the council. 15606 - On motion by Joder, seconded by Strang an amended budget filed by the Waterloo Park Board asking for an additional sum of 320,000.00 for the purchase and develop- ment of additional land to be used for park purposes, was received and placed on file. 15607 - On motion by Joder, seconded by Shane the communication from Elmer P. Smith, 1403 Black Hawk Street, asking that l2th Street be graded from Black Hawk Street to the river, was received, placed on file and referred to the Street & Alley Committee. 15608 - On motion by Dolan, seconded by Strang the communication from City Engineer N. B. Barber, recommending, the painting of Eighteenth Street Bridge, was received, placed on file and the city engineer instructed to prepare plans and specifications for the same. 15609 - Moved by Joder, seconded by Strang that the communication from A. L. Stuntzner, asking that the crosswalk at Ninth and Bluff Streets be raised to grade to prevent water from running into the basement at 326 West 9th Street with the understanding that he will pay for the material used, be received, placed on file and request granted, and that the Street Commissioner be instructed to proceed with the work. 0n roll call Burtner, Dolan, Joder, Shane, Strang and Turner voted Aye. Insurance Company on various equipment at the sewage disposal plant, was received and placed on file. 15611 - On motion by Joder, seconded by Dolan the application of Earl Shipp for scav- enger's license was received, placed on file and granted. 15612 - 0n motion by Strang, seconded by Turner the petition from George M. and Orpha Carpenter, together with a plat of the proposed Carpenter Addition, Engineelos Certificate of Survey and Owners' Dedication thereof, were received and placed on file. 15613 - On motion by Shane, seconded by Strang the communication from Mrs. James E. Andrew, 228 Ballou Street, et al, asking that Ballou Street between Westfield. Avenue and Avalon Avenue be restricted as to parking from 7 to 9 A. M., and from 12 noon to 2 P. M., was received, placed on file and referred to the Ordinance Committee. 15614 - 0n motion by Joder, seconded by Strang the petition of Lillian Russell Lamson for 2-hour parking on West 3rd Street between Washington and South Streets, was received, placed on file and referred to the Ordinance Committee. 15615 - 0n motion by Toder, seconded by Strang the petition of Mrs. T. L. O'Connell, 230 Blowers Avenue, et al, for sewer on and along the streets in Cotton's Addition and. Blowers Addition, was received, placed on file and referred to the Water, Sewer & Gas Committee. 15616 - 0n motion by Shane, seconded by Strang the communication from Jens 0lesen & Sons Construction Company asking permission to make three 24 foot curb cuts, one on Washington Street and two on West Fourth Street, together with blueprint plat, was received, placed on file and referred to the Street and .Alley Committee. C. Behrens, recommending that Idaho Street be brought to grade between Independence Avenue and Prospect Avenue, be received, placed on file and the Street Commissioner instructed to proceed with the work. Barber, relative to an opening on Oregon Street was received and placed on file. 15642 - Moved by Joder, seconded by Shane that the report of City Engineer, N. B. Barber, recommending that the brick be relaid on the northeast part of the alley at the rear of the Black Hawk Building providing the owner of the building raises the covers to the coal bins, be received, placed on file, approved and that the Street Commissioner be instructed to proceed with the work. Slippy called a meeting of the Board of Health to order at 7:40 o'clock P. M., August 26th, 1940, in the council chambers in the city hall, Waterloo, Iowa. On roll call there were present: J. D. Buttner; T. E. Dolan; Earl B. Joder Stanley B. Shane and Dewey W. Strang. Absent: Warner J. Lang. The purpose of the meeting, as announced by Mor Slippy, was to consider what action, if any, should be taken by the Local Board of Health as a result of the outbreak of infantile paralysis in the city. City Health Physician Dr. R.W. Driver, Dr. E. W. Thielen, Dr. J. H. Butts, and Mr. Jack Logan aid Mr. Carleton Sias, Jr., representing the East and West Schools, spoke on the subject. The recommendation of the Waterloo Medical Society was that the public sch ools postpone opening until such time as the infantile paralysis epidemic appeared to have spent its course, but that theatres and entertainment centers of this character be not required to close at this time. The members of the Medical Fraternity said the reason for that recommendation is that the State of Iowa makes it mandatory for children to attend school, but that it does not make it mandatory for parents to send their children to theatres. Moved by Joder, seconded by Dolan that the foregoing recommendation of the Waterloo Medical Society and of the City Health Physician be approved. 0n roll call Burtner, Dolan, Joder, Shane and Strang voted Aye.
