The City Council of the City of Waterloo, Iowa, met in Regular Session in the Council
Chambers in the City hall in said City at 7:30 o'clock 2. Y., June 10th,1940.
Mayor Ralph B. Slippy in the Chair. Present: Councilmen Burtner, JJolan, Joder, Lang,
Shane and Strang. Absent: None.
13876 - On motion by Burtner, seconded by shane the minutes of the .Regular Session of
May 27th, 1940 were received, placed on file and approved.
13877 - On motion by tihane, seconded by Lang the petition of Richard II,. Lik:htfiela, 1921
Falls Avenue, et al, orotesting to the establishing of stores, restaurants, auto
garages, beer taverns or other business places in the 1900-block of Falls Avenue, was
received and placed on file.
13878 - 0n motion by Strang, seconded by Lang the blue print plat and engineer's certi-
ficate of survey of River Forest Subdivision, Black Hawk County, Iowa, were received
and placed on file.
13879 - 0n motion by Burtner, seconded by shane the petition of J. H. Brooks, 124 Byrnes
Drive, for a street light on Byrnes Drive between West Fourth Street and Sunset Road,
in the middle of.the block, was received, placed on file and referred to the Water,
Sewer and Gas Committee.
13880 - Moved by Joder, seconded by Burtner that the request of A. N. Cowin, Waterloo,
Iowa, asking for the underground current in the curb in front of Lots 6-7 and 8, and
the northwesterly 20-ft. of Lot 9, block 31, Original Plat of West Waterloo, Iowa, for
the service of a boulevard light, be received, placed on file and granted - subject
to the work being done under the supervision of the Electrical Inspector.

Absent: None. Mayor declared the motion carried.
13881 - On motion by Strang, seconded by Lang the communication from Mrs. Berman Otto,
Madeline and Bob, expressing thanks to the city administration in connection with the
recent death of the late City Fireman, Herman Otto, was received and placed on file.
13882 - On motion by Lang, seconded by thane the Petition of Liynthia Plucar, 311 West
8th Street, et al, for oiling on West 7th Street from Byron Avenue to Mitchell Avenue,
which is a supplemental petition to C. H. il13819, was received, placed on file ana
ordered included in the next oiling program.
13883 - On motion by Lang, seconded by Joder the petition of Chas. L. Kahler, 148 Moir
Street, et al, for oiling on Summit Avenue from Moir Street to Clough Street, was
received, placed on file and ordered included in the next oilinl program.
13884 - On motion by Lang, seconded by Joder the communication from L. F. Fields,
Secretary Waterloo Branch N.A.A.C.2., was received, placed on file and referred to the
Council as a Committee of the Whole.
13885 - On motion by Strang, seconded by Joder various claims for poll tax exemption,
Year 1940, were received, placed on file and referred to the i'inance L'ommittee.
13886 - On motion by Lang, seconded by Jooer the report of City -,-n„-rineer, C. T. Wilson,
together with plat and schedule for Sewer Contract No. 34, certifying completion of
said contract and recorsmending acceptance of the same, were received, place° on file
and report approved.
13887 - On motion by Joder, seconded b7; Lang the petition of Mrs. Harold M. Kimball,
521 Hartman Ave., et al, requesting the council to grant oermission to Sadie Katz to
erect a grocery store and meat Market on real estate described as Lot 7, dock 4, hage
man Addition, was received, placed on file and prayer of petitioner denied.
13888 - On motion by Strang, seconded by -thane the application and petition of Bertha
Moore and Frederick John Parr for permission to operate a beauty parlor at 711 Lime
Street, were received, placed on file and prayer of petitioners granted.
13889 - On motion by Lang, seconded by Shane the petition of John Pearson, 406 Oneida
Street, et al, for oiling on and along Oneida Street from Jackson Street to Mobile
Street, was received, placed on file and ordered included in the next oiling orogram.
13890 - On motion by Joder, seconded by Shane the application, and Lndorsement to pond,
of Lloyd Fortune to transfer his Class "F" Beer Permit #891 from 1503 Lafayette Street
to 328 Elm Street, were received, placed on file and referred to the Council as a
Committee of the Whole.
13891 - On motion by Joder, seconded by Strang the communications from F. R. White, Chiel
Engineer, and N. O. Price, Engineer, Safety and Traffic, of Iowa State Highway Commis-
sion, relative to the control of traffic at Williston Avenue and Washington Street,
were received and placed on file.

13893 - On motion by Dolan, seconded by Shane the application of Clifford Wilson for per-
mission to ooerate a beauty shop at 1212 Franklin Street, was received, placed on file
and permit granted.
13894 - On motion by Burtner, seconded by Lhane the communication from the Waterloo Water
Works, together with petition for extension of water mains, certificate of said peti-
tion, resolution of Waterloo Water Works Board approving said petition and plat and est
imate of cost of material and labor, were received and placed on file
13895 - On motion by Dolan, seconded by Shane the petition of John R. Bruner, 803
Columbia Street, et al, for oiling on and along Columbia Street from Riehl Street to
Dawson Street, was received, placed on file and ordered included in the next oiling
program.
13896 - On motion by Dolan, seconded by Burtner a communication from V. B. Trueolood,
Secretary of the Waterloo Water v,orks, enclosing a Waterloo Water Works warrant in the
sum of 0266.81 to apply on a state audit for the Waterloo Water Works, and a notifica-
tion that the Waterloo Water Works Board of Trustees refuse to -Day the expense of the
special audit ordered by the council in connection with the purchase of a pump sold
in Lincoln, iebr. for P50.00 and bought by the Waterloo Water Works Board of Trustees
for 420,000, were received and placed on file.
13897 - Moved by Lang, seconded by Strang that the City Clerk be instructed to issue a
warrant in the sum of $681.64 for the balance due the State Auditor's Office for a
recent audit of the Waterloo Water Works.

13898 - Moved by Burtner, seconded by Lang that the offer of Dr. H. A. Boyson of i1.0.00
for an alley in Block 2 of Auditor Rainbow's Cedar River Park Plat in Waterloo, Iowa,
be received, placed on file and accepted..
13899 - On motion by Strang, seconded by Lang a Binder to the insurance policy for the
Forum Yellow Cab Company, was received, placed on file and approved, subject to the
City Attorney.
13900 - On motion by Shane, seconded by Strang the applications of the Forum Yellow Cab
Company for transfer of taxicab licenses as follows, were received, placed on file and

13902 - On motion by Joder, seconded by Shane the communication from W. H. Durchenwald,
Supt. of Bldgs, & Grounds, Independence School District, asking the City Council to
construct enclosures over the entrances to the underground passage on Washington
Street near the Lowell School, was received, placed on file and referred to the Street
and Alley Committee.
13903 - On motion by Lang, seconded y Joder the proposal of William D. Perrin, Sales
Manager, Coca-Cola Bottling Company, that said company be granted permission to instal
an automatic public vending machine in the City Hall, was received and placed on file.
13904 - On motion by Burtner, seconded by Joder the petition of harry Herrick, Jr., 1728
Commercial Street, et al, for oiling West 16th Street between Commercial Street and
Jefferson Street, was received, placed on file and ordered included in the next oiling
program.

13919 - On motion by Joder, seconded by Strang the City Attorney was instructed to notify
the Chicago, Great Western Railway Company and the Chicago, Rock Island & Pacific
Railway Company Officials that unless crossings are fixed at West Third and West
Fourth Streets the city will repair the same by resolution of necessity.
13920 - On motion by Joder, seconded by Lang the council recessed to meet as a Committee
of the Whole. Council reconvened.

Chambers, Mayor's Office, in the City Hall in the City of Waterloo, Iowa, at 2 o'clock
P. M., Tune 12th, 1940, pursuant to the following call:

You and each of you are hereby notified that there will be and is hereby called

Avenue, et al, for a street light at the intersection of Falls Avenue and Cleveland.

The City Council of the City of Waterloo, Iowa, met in Special Session in the Council
Jliambers, Mayor's Office, in the City Hall in the City of Waterloo, Iowa, at 4 o'clock
P. M., June 27th, 1940, pursuant to the following call:
"To J. D. Burtner, T. E. Dolan, Earl B. Joder, Warner J. Lang,
Stanley B. Shane and Dewey W. Strang:
You and each of you are hereby notified that there will be and is hereby called
a Special Meeting of the Council of the City of Waterloo, Iowa, to be held in the Council
Chambers, Mayor's Office, of the above -named city, on the 27th day of June, 1940, at 4
o'clock P. M., for the purpose of considering and acting upon the following:
1 - To reconsider and take action relative to the permit issued for the
establishment of a funeral home in the 600-block on West Fourth Street;
2 - To consider and act on the granting of permission to the Electric Park
for the display of fireworks on Thursday evening, July 4th, 1940;
3 - To consider and act on certain cigarette permits;
4 - To consider and act on resignation of Geo. N. Cousins, Chairman of the
Board of Waterworks Trustees.

14026 - On motion by Toder, seconded by Shane the copy of the call was received and placed

14027 - On motion by Strang, seconded by Joder the petition of JIrs. C. P. Shockley, et al,
requesting that their signatures be withdrawn from the petition of consent given in
behalf of the establishing of a funeral home at 618 West 4th Street, was received and
placed on file.
14028 - 0n motion by Burtner, seconded by Shane the petition of Horace -.baynard, 508 South
Street, et al, protesting to the establishment of a funeral home at 618 W. 4th Street,
was receivediplaced on file and the petition of consent of V. D. Castle, et al, for
said funeral home was recalled for reconsideration.
14029 - 0n motion by Shane, seconded by Strang the request of The Electric Park, by R. E.
Peterson, Owner, for permission to have a fireworks display at The Electric Park on
Thursday, July 4th, 1940, was received, placed on file and Permission granted.
14030 - On motion by Strang, seconded by Shane the following applications, and bonds, for
permission to sell cigarettes at the locations designated were received, placed on
file and approved:
Eary Barg, d/b/a Sycamore Food Market, 628 Sycamore St.
Philip Friedl d/b/a Friedl's Coffee Shop, 609 Commercial St.
Wm. Raine, d/b/a Bill Raine's Place, 519 Argyle Street,
Roy Gilley Grocery, 412 Rhey Street.
14031 - On 'notion by Joder, seconded by Shane the resignation of George N. Cousins as
Trustee of the Waterloo 7larer Works to take effect July 1, 1940, was received, placed
on file, accepted, and the City Clerk instructed to notify Mr. Cousins of the afore-
said acceptance.
14032 - 0n motion by Strang, seconded by Burtner the council recessed to meet as a
Committee of the Whole.
Council reconvened. Councilman W. 3. Lang in the Chair.

14034 - Moved by Shane, seconded by Burtner that the former action of the city council
granting Tames L. O'Neill a permit to conduct a funeral home at 618 West 4th Street
be rescinded, and that said permit be cancelled.

Dolan. Chair declared the motion carried.

Chambers in the City Hall in said City at 7:30 P. M., July 8th, 1940.
Mayor Ralph B. Slippy in the Chair. Present: Councilmen Burtner, Dolan, Toder, Lang,
Shane and Strang. Absent: None.
14036 - On motion by Lang, seconded by Shane the minutes of the Regular Session of Tune
24th, 1940 and the Special Session of June 27th, 1940, were received, placed on
file and approved.
14037 - On motion by Burtner, seconded by Lang the proof of publication of the Notice
of Assessment - Sewer Contract No. 34 - was received and placed on file.
14038 - 0n motion by Lang, seconded by Burtner the City Clerk was instructed to open
bids for stokers for Fire Stations Nos. 3 and 4, which were read as follows:

14039 - On motion by Lang, seconded by Dolan the foregoing bids on stokers were received,
placed on file and referred to the Council as a Committee of the Whole.
14040 - On motion by Lang, seconded by Burtner the resignation of U. T. Aason from the
position of City Engineer for the City of Waterloo, Iowa, to be effective as of
July 1, 1940, was received, placed on file, accepted and the City Clerk instructed
to write Mr. Wilson a letter of appreciation of all members of the city administ-
ration for his services as City Engineer.
14041 - Moved by Burtner, seconded by Toder that the claim for refund of Cigarette
Mulct Tax made by Tom Adams, d/b/a Steamboat Gardens, 1338 Falls Avenue, be re-
ceived, placed on file and refund granted.
On roll call Burtner, Dolan, Toder, Lang, Shane and Strang voted Aye. Nays: None.
Absent: None. Mayor declared the motion carried.
14042 - On motion by Toder, seconded by Lang a communication from G. L. Rounds, Regional
Engineer, PWA, suggesting that the city council adopt a resolution applying for an
extension of time to October 1, 1940 for the completion of the sewage disposal
plant, Waterloo, Iowa, designated as Docket Iowa 1254-F, was received and placed
on file.
