The City Council of the City of Waterloo, Iowa, met in Special Session in the
Council Chambers in the City Hall in the City of Waterloo, Iowa, at 8 o'clock P. M.,
:larch 4, 1940, pursuant to the following call:
"To T. D. Burtner, T. E. Dolan, Earl B. Toder, 7arner T. Lang,
Stanley B. Shane and. Dewey W. Strang:
You and each of you are hereby notified that there will be and is hereby
called a Special Meeting of the Council of the City of Waterloo, Iowa, to
be held in the Council Chambers of the above -named city, on the 4th day of
March, 1940, at 8 o'clock P. M. for the purpose of considering and acting
upon the following:
1 - The hearing on revised proposed plans and specifications and on the
"Proposed forms of contracts for the construction of Sections "J" and "M"
of a Sewage Disposal Plant for the City of Waterloo, Iowa, Docket Iowa
1254-F;
2 - To consider and take action on bids on Sections "T" and "1:," of a sewage
disposal plant for the City of Waterloo, Iowa, Docket Ia. 1254-F;
3 - To consider taking action for the repairs of Fifth Street Bridge.

Due, timely and legal service of the above notice is hereby accepted this
4th day of March, 1940, by us the duly elected, qualified and acting Councilmen

Dolan; Earl B. Toder; W. J. Lang; Stanley B. Shane and. Dewey W. Strang. Absent: None.
On motion by Dolan, seconded by Toder the copy of the call was received and
,laced on file.
13384 - Mayor Ralph B. Slippy announced the time having arrived for hearing objections
to revised proposed plans and specifications and pro -nosed forms of contracts for
the construction of Sections "T" and "N" of a sewage disposal plant for the City
of Waterloo, Iowa, that the council would now proceed with the consideration of
the same.
The City Clerk submitted proof of Publication of the aforesaid notice of hearing,
and on motion by Councilman Lang, seconded by Councilman Burtner said proof of
publication was received and placed on file.
The Clerk informed the Mayor and Council that no objections had been filed in
writing with the Clerk's Office. Whereupon Mayor Slippy asked if anyone present
cared to enter objection to the aforesaid revised proposed plans and specifcations,
etc. of Sections "T" and "M" of a Sewage Disposal Plant for the City of waterloo,
Iowa, No oral objections were offered. There being none offered, Mayor Ralph B.
Slippy declared the hearing closed.
13385 - Moved by Councilman Burtner, seconded by Councilman Joder that Resolution No.
8304, ratifying, confirming and approving plans, specifications and forms of
contracts for the construction of Sections "I" and "M" of a Sewage Disposal Plant
for the City of Waterloo, Iowa, be adopted.
On roll call Councilman J. D. Burtner; T. E. Dolan; Earl B. Toder; W. J. Lang;
Stanley B. Shane and Dewey W. Strang voted. Aye. Nays: None. Mayor Rail* B.
Slippy declared the resolution duly adopted.
13385 - Layor Ralph B. Slippy announced the time having arrived for receiving bids
for the construction of Sections "T" and "IP of a sewage disposal plant for the
City of Waterloo, Iowa, that the council would proceed with consideration of the
same.
The City Clerk submitted proof of the Advertisement for Bids P. W. A. Project -
Docket No. Iowa 1254-F, Sewage Disposal Plant for the City of Waterloo, Iowa, and
on motion by Councilman Lang, seconded by Councilman Dolan said proof of publication
was r6ceived and placed on file.

Project, Docket No. Iowa 1254-F, be adopted.

be and he is hereby instructed to return the bid bond to Gjellefald Construction
Company, Forest City, Iowa, being the fourth and highest bid received on said
Section "J" of a Sewage Disposal Plant for the City of Waterloo, Iowa.

pare plans, specifications and estimates for the construction of sewer on and along
Lester Street between East Fourth Street and Linn Street and file the same with the
City Clerk.
13396 - On notion by Dolan, seconded by Burtner the petition of B. Stahlhut, 2756 East
Fourth Street, et al, for street lights on Dale Street .between East Fourth Street
and Logan Avenue, was received, placed on file and referred to the Water, Sewer and.
Gas Committee.
13397 - Loved by Strang, seconded by Lang that Resolution No. 8308, approving the
Contract and bond. of Dobson & Robinson, Lincoln, Nebr., Contractors, for the con-
struction of Section "Til of the Sewage Disposal Plant in the City of Waterloo, Iowa
- Docket No. Iowa 1254-F, be adopted.

Forest Avenue, reouesting that Minnesota Street between Forest Avenue and Hawthorne
Avenue be included in the next oiling project, vas received, placed on file and

13402 - 0n motion by Joder, seconded by Dolan the petition of Cecil Blasier, 57
Webster Street, et al, to abate the condition of flood water running down Logan
Avenue after heavy rains, was redeived, placed on file and referred to the Street
and Alley Committee and City Engineer.
13403 - Moved by Strang, seconded by Lang that the petition of L. E. Page for permission
to erect an addition to his drug store building at 1113 South Street to be used as
an ice cream store, be received, placed on file and permit granted, subject to
the approval of the Building Commissioner.

13405 - On motion by Dolan, seconded by Burtner the petition of Fred Kennedy, 2117
Mulberry Street, et al, for oiling in the 2100 block on Mulberry Street, was
received, placed on file and ordered included in the next oiling program.
13406 - Moved by Durtner, seconded by Lang that the request of H. D. Bachtell, 613
Vermont Street, for a refund of $2.00 on a heating permit that was issued in
duplicate, be received, placed on file and request granted.

13407 - On motion by Shane, seconded by Lang the notice of the claim of Ernma La Plount
by Pressy H. Frank, Her Attorney, for alleged personal injuries received when she
fell on the sidewalk between the buildings located at 608 and 612 Lafayette Street,
was received, placed on file and referred to the City Attorney.
13408 - On motion by Joder, seconded by Burtner the communication from Patrick Dolan
for permission to sell St. Patrick's Day Pins on the 9th and 16th of March, 1940
for charitable purpose, was received, placed on file and permit granted.
13409- On motion by Lang, seconded by Dolan the City Engineer's plans, specifications
and estimates for sewer on French Street, connecting through Colorado and Mulberry
Streets for an outlet, were received, and placed on file.
13410 - On motion by Lang, seconded by Burtner the petition of T. L. Uban for permission
to install, maintain and operate additional underground storage tanks for gasoline
at the easterly corner of the intersection of East Sixth and Franklin Streets, to-
gether with plat, petition of consent, and report of S. A. uudley, Building Comm-
issioner, on the signatures on said petition, were received, placed on file and
referred to the Council as a Committee of the Whole.
13411 - On motion by Joder, seconded by Shane various applications for positions at the
new sewage disposal plant were received and placed on file.
13412 - Moved by Shane, seconded by Lang that the application and accompanying bond of
Adams Store Inc., 210-12 Elm Street for Beer perLit, be received, placed on file
and that Resolution No. 8310, approving said application, be adopted.

Mayor declared the resolution adopted.
13413 - On Laotion by Lang, seconded by Burtner various claims for poll tax exemption,
Year 1940, were received, placed on file and referred to the Finance Committee.
13414 - On motion by Strang, seconded by Lang the following bonds were received, placed
on file and approved:
House Mover's Bond: Howard W. Kreger;
General Contractor's Bond: J. E. Evans;
Electrician's Bond: H. D.Conry.
13415 - Loved by Shane, seconded by Burtner that the various departmental reports of
Equipment, merchandise, supplies, etc., that will be needed by their respective
departments for the fiscal year beginning April 1, 1940, be received, placed on
file and that Resolution No. 8311, instructing the City Clerk to advertise for
bids on supplies needed by the various departments for the city for the fiscal
year beginning April 1, 1940, to be opened at 2 o'clock P. L., Larch 29th, 1940
in the council chambers in the city hall, be adopted.

13416 - On motion by Burtner, seconded by Shane the list of Polling Places for the res-
pective precincts at the Municipal Election to be held. March 25th, 1940, was re-
ceived, placed on file and approved.
13417 - On motion by Burtner, seconded by Shane the list of Clerks of Election for each
precinct, who shall have charge of the election registers in the respective precincts
at the Municipal Election of March 25th, 1940, was received, placed on file and
approved.
13418 - On motion by Toder, seconded by Shane the following reports of City Officers for
the Month of February, 1940, were received, placed on file and referred to the
respective committees:
Knapp F. Matthews, Auditor and Clerk;
George W. Nauman, City Treasurer;
S. A. Dudley, Building Commissioner;
David F. Boynton, Plumbing & Gas Inspector;

13419 - Moved by Dolan, seconded by Burtner that the report of Building Commissioner
S. A. Dudley, stating that Anna M. Beckman has signatures of seven of the nine °when
on each side of the street in the block in question, giving permission for the
construction of a combined dwelling and shoe shop on the property known as 1511 East
Fourth Street, be received, placed on file and permit granted provided the work is
done under the supervision of the Building Commissioner.

the 12-cylinder 750-gallon per minute at 150 pounds pumping engine, previously
ordered by the council, that the engine meets all requirements of the contract
and has passed an official Underwriters three hour test, together with a
communication from the Iowa Insurance Service Bureau, showing a record of the
test, were received and placed on file.
13443 - On motion by Shane, seconded by Burtner the communication from Fire Chief Ray
Tiller, objecting to the installation of 12,000 gallon underground gasoline
storage tanks on Lot 10, Block 58, Cooley Addition, located on Franklin Street
and Chicago Great Western tracks, was received and placed on file.
13444 - On r:otion by Lang, seconded by Burtner the petition of Ivan Yarrington, Golden
