LI., November 7th, 1940, pursuant to the following call: "To J. D. Durtner, T. E. Dolan, Earl B. Joder, D. E. Seger, Stanley B. Shane and. Dewey W. Strang: You and each of you are hereby notified that there will be and is hereby called. a Special Meeting of the Council of the City of Water- loo, Iowa, to be held in the Council Chambers, Mayor' Office, of the above -named city, on the 7th day of November, 1940, at 4 o'clock I. M., for the purpose of considering and acting upon the following: 1 - For consideration and action on petition and waiver for paving on Lafayette Street from the Virden Creek Bridge to Fairview Avenue; 2 - For consideration and action on resurfacing Fifth Street Bridge. Absent: Councilmen Dolan and Seger. 14584 - On motion by Toder, seconded by Burtner the copy of the call was received and placed on file. 14585 - Moved by Strang, seconded by Shane that the Petition for Street Improvenent, and Waiver of the Iowa Public Service Company, et al, for the laying of 24" plant mix oil and gravel mixture along their property lying between the end of the pavement on Lafayette Street at the end of Virden Creek Bridge to Fairview Avenue, be received., placed on file and that Resolution No. 8610, ordering the work, be adopted. 0n roll call Burtner, Joder, Shane and. The Board of Health of Waterloo, Iowa, under requirements of the State Law of Iowa, net at 8 o'clock P. Strang. Absent: None. Dr. R. W. Driver, City Health Officer, made an oral report to the local Board of Health in which he stated he had inspected various public buildings, etc., and had no criticism on the same from a health standpoint as they were found to be in good condition. The City Health Officer informed the Local Board of Health that a private project was now operating to reduce the menace to health by eliminating rats and thereby reduce the spread of communicable diseases. 160 SHEET NO. On motion by Toder, seconded by Seger the Local Board of Health adjourned. Clerk of Board of Health. The City Council of the City of Waterloo, Iowa, met in Regular Session in the Coun- cil Chambers in the City Hall in said City at $ o'clock P. M., November 12th, 1940. Mayor Ralph B. Slippy in the Chair. Present: Councilmen Burtner, Dolan, Toder, Seger, Shane and Strang. Absent: None. 14587 - On notion by Shane, seconded by Dolan the minutes of the regular session of 8 P. L. October 28th, 1940, and the special session of November 7th, 1940, were received, placed on file and cpnroved. 14588 - On notion by Dolan, seconded by Shane proofs of publication of Notice of Assess- ment for Sewer Contract No. 38, were received and placed on file. Mayor Slippy announced that the tine having arrived for hearing objections to the making of assessments for sewer constructed under Contract Ho. 38 that the council would proceed with the hearing of the same. There being no written or oral objec- tions, the Hayor instructed the city council to proceed with the regular order of business. 14589 - Moved by Strang, seconded by Seger that Resolution No. 8611, making assessments for the construction of sewer on Boston Street, Sewer Contract No. 38, be adopted. • On roll call Burtner, Dolan, Toder, Seger, Shane and Strang voted Aye. Nays: None. Absent: None. Mayor declared„the resolution adopted. 14590 - Moved by Toder, seconded by Burtner that Resolution 1;-(3. 8612, directing the issuance of ,Siecial Assessment Certificates in payment for constructing sewer on Boston Street in the City of Waterloo, Iowa, being Sewer Contract No. 38, be adopted. 0n roll call Burtner, Dolan, Toder, Seger, Shane and Strang voted Aye. Nays: None. Absent: None. Mayor declared the resolution adopted. 14591 - On motion by Dolan, seconded by Burtner the petition of Mrs. Vera B. Henricksen, et al, asking for oiling on Maryland Avenue from Frederick Avenue to Carolina Ave- nue, was received, placed on file and ordered included in the next oiling resolution. 14592 - On motion by Seger, seconded by Toder the communication from Aura B. Parker, Corresponding Secretary for the 7aterloo Woman's Club, announcing that Irs. Leo 1,iak, President of the Waterloo wonan's Club, had recommended Mrs. Jackson McCoy as a representative of said club to the Tlaterloo Planning, and Zoning Commission, was received and placed on file. 14593 - 0n motion by Strang, seconded by Burtner the Financial Report of the Forum Yellow Cab Company, Inc. for the period ending October 3lst, 1940, was received and placed on file. 14594 - 0n motion by Toder, seconded by Strang the application ,from the Forum Yellow Cab Company for the transfer of taxicab license from Cab #.24 to a. Liayor declared the motion carried.. 14600 - 0n motion by Dolan, seconded by Seger an invitation from the Iowa Taxpayers Asso- ciation, Des Moines, Iowa, to attend a meeting and program of that organization at Hotel Fort Des Moines on November 22nd, 1940, was received and placed on file. 14601 - 0n motion by Dolan, seconded by Strang the certification of a list of ten names, submitted by the Civil Service Commission, of persons having taken and passed the examination for the position of operator at the Waterloo Sewage Disposal Plant, was received and placed on file. 14602 - On motion by Burtner, seconded by Strang the certification of a list of ten names, submitted by the Civil Service Commission, of persons having taken and passed the examination for the position of assistant operator at the Waterloo Sewage Disposal Plant, was received and placed on file. 14603 - LIoved by 0-oder, seconded by Burtner that the communication from C. T. Wilson, Supt. of Waterloo Sewage Disposal Plant, dated. November 12th, 1940, announcing that he had made the following appointments of employees at said plant for a six-month period, be received, placed on file and appointments approved: Operators: D. M. A. Warner, Secretary of the Waterloo Chamber of Commerce, asking the city council to furnish the electricity necessary to operate the electrical decorations that will be dis- played by the Chamber of Commerce in the business section during the holidays, be received, placed on file and request granted. Eggert were requested to go to Chicago at their own expense to confer with officials of the Chicago, Rock Island and Pacific Ry. Company, and, if possible, bring back a proposal from said railway company whereby the City of Waterloo may lease or buy certain property on the west bank of the Cedar River between Park Avenue and Lillian Avenue owned by then. The City Health officer informed the Local_Board of Health that a private project was now operating to reduce the menace to health by eliminating rats and thereby reduce the spread of communicable diseases. A brief oral report vas nade by Dr. Driver relative to conrunicable diseases, which, when summarized was to the effect that on a comparative basis the public health in Waterloo at this time was better than during an average year.
