The City Council of the City of Waterloo, Iowa, met in Regular Session in the Coun--
cil Chambers in the City Hall in said City at 8 o'clock P. m., October 14th, 1940.
Mayor Ralph B. Slippy in the Chair. Present: Councilmen T. D. Burtner; T. E. Dolan;
Earl B. Joder; David E. Seger; Stanley B. Shane and. Dewey W. Strang. Absent: None.
14454 - 0n motion by Burtner, seconded by Shane the minutes of the regular session at
8 P. L., September 23-, 1940; special session at 2 P. M., September 25, 1940, and the
special session at 4 P. M., September 30, 1940, were received, placed on file and
approved.
14455 - On motion Strang, seconded by Shane the proofs of publication of the Notice of
Assessment for the cost of the construction of extension of water mains on a part of
West 7th Street, were received and placed on file.
Mayor Ralph D. Slippy announced that the time having arrived for hearing objections
for the levying of assessments for the cost of the construction of extension of water
mains on a part of West 7th Street that the council would proceed with the hearing of
said objections. There being no objections, either written or oral, the Mayor instructed
the council to proceed with the regular order of business.
14456 - Moved by Strang, seconded by Joder that Resolution No. 8587, levying assessments
for the construction of extension of a water main on West 7th Street, be adopted.

Mayor declared the resolution adopted.
14457 - On motion by Toder, seconded by Dolan the offer of Celia Gronen to pay the city
25.00 for a certain parcel of ground facing Riverside Drive approximately 19 feet,
and extending south approximately 63 feet to the line established by the Riverfront
Commission, was received, placed on_ file and referred to the Finance Committee.
14458 - 0n motion by Dolan, seconded by Burtner the petition of G. J. Bennett, 2825 W.
4th Street, et al, for the oiling of Hampshire Road from the intersection of West
4th Street to the intersection of Berkshire Road, was received, placed on file and
ordered included in the next oiling program.
14459 - On motion by Toder, seconded by Shane the request of H. O. Bernbrock, Waterloo
Laundry Company, for permission to cut the curb for a length of 30 feet in front of
the residence property known as Lot 9, Block 15, Original Plat, was received, placed
on file and request granted - said work to be done under the supervision of the
Building Connissioner.
14460 - On motion by Shane, seconded by Strang the communication and accompanying petitio
of consent filed by Viola B. Finch seeking permission to operate a beauty shop at
1407 Vine Street, were received, placed on file and permission granted.
14461 - On notion by Strang, seconded by Shane the petition of Mrs. T. A. Morrison, 608
Pleasant Avenue for suspension or reduction of an oiling assessment assessed against
her property in the sum of $37.47, was received, placed on file and referred to the Fin-
-nce Connittee.
14462 - On motion by Toder, seconded by Strang the supplemental petition for sewer on
Blowers Avenue from Idaho Street to California Street as filed by Chas. D. Perry,
222 Blowers Avenue, et al, was received, placed on file and referred to the City
Engineer to check signatures.
14463 - On motion by Joder, seconded by Dolan the offer of R. N. Cowin to pay the city
100.00 for Lot 19, Block 15, Westfield Addition to the City of Waterloo, Iowa, was
received, placed 011 file and referred to the Finance Committee.

property owners in the vicinity of Lot 11, Beal's Addition as filed by Mrs. Ben
Barg, who requests permission to erect a store building on said Lot, was received,

14465 - 0n motion by Shane, seconded by Burtner the report and plat subniitted by S. A.
Dudley, Building Commissioner, in connection with the petition of Mrs. Ben Barg,
was received, placed on file and referred to the Council as a Committee of the Whole.
14466 - On notion by Dolan, seconded by Burtner the petition of Rolland Rhodenbaugh, 313
Peek Street, et al waiving objection to the construction of a one-story brick store
building on Lot 8, Block 3, Peek's Addition by Smith, Lichty & Elliman Company, was
received, placed on file and referred to the Council as a Committee of the Whole.
14467 - On notion by Dolan, seconded by Burtner the agreement filed by Harold Knox, 1025
Ackermant Street, et al offering to jointly and severally pay the installments of
assessments against Lots 14, 16 and 17, Ackermant Addition if the city will construct
a sewer on Ackermant Street between Parker Street on the north and the Illinois
Central Railroad Company's tracks on the south, was received and placed on file.
14468 - On motion by Dolan, seconded by Shane the communication from Street Commissioner,
A. C. Behrens, asking for permission to replace a truck in the Street Department at
a cost of 150.00 to 200.00, was received, placed on file and referred to the
Street & Alley Committee.
14469 - Moved by Toder, seconded by Burtner that the communication of City Engineer,
N. B. Barber, recommending the painting of the steel in the Douglas Street Lift
Station, be received, placed on file and the City Engineer authorized to proceed
with said work.

Nays: None. Absent: None. Mayor declared the motion carried.
14470 - Moved by Strang, seconded by Seger that the communication of City Engineer,
N. B. Barber, reporting that Lot 2, Auditor's Francis Reitzel's Plat has never been
divided into Mevis-Kothe Addition, and advising a division of Oiling Certificate
No. 9880-0 in the sum of 118.79 to conform with said division, be received, placed
on file and the City Clerk instructed to change the records accordingly.

14471 - iloved by Toder, seconded by Strang that the announcement regarding Iowa Sewage
Treatment Conference to be held at Ames on November 7, 8 and 9, 1940, be received,
placed on file and that the Superintendent of the Sewage Disposal Plant and any
employees approved by him be authorized to attend said conference - actual expenses
to be paid by the city.

14472 - 0n motion by Burtner, seconded by Strang the communication from J. E. Armstrong
life:. Company, offering, to sell to the city certain property owned by the Armstrong
Lfg. Company, was received and placed on file.
14473 - Moved by Toder, seconded by Strang that the communication from L. C. Crawford,
District Engineer, United States :Department of the Interior, Geological Survey,
offering ,1900.00 of federal money to build a 2000.00 gaging station including an
automatic water -stage recorder on the bank of the Cedar River in Waterloo, be re-
ceived, placed on file and offer accepted.

14474 On motion by Dolan, seconded by.Seger the objection of Reuben A. Burgess, 434
Reber Avenue, to an oiling assessment against his property, was received and, placed
on file.
14475 - On motion by Burtner, seconded by Strang the Original Notice in the case of
Ella Y. Fossler vs City of Waterloo, Iowa, was received, placed on file and referred
to the City Attorney.
14476 - Moved by Shane, seconded by Dolan that the communication from City Engineer,
N. B. Barber, notifying the City Clerk that the block on Adams Street from East
Fourth Street to Linn Street was not oiled, and that Oiling Certificates Nos.
13186-0 to 13197-0 inclusive should be cancelled, be received, placed on file and
the City Clerk authorized to cancel the same.

President of the Waterloo 1,inisterial Association, suggesting that. Rev. Henry L.
Weiss, Pastor of the First rethodist Church, be appointed a =ler of the City

W. Parker Street, et al protesting to the building of a filling station or any

shaw Company seeking a contract with the City to serve as an equalization agent in
making local tax assessments, was received and placed on file.

ing the cutting back of the curb at the intersection of Third Street where Bayard.

Bell Telephone Company, asking permission to use a white identified neutral wire in
the electrical work instead of black as required by the 7Jaterloo Ordinance, together
with the recommendation from Frank E. Wilkin, Electrical Inspector, that the request
be granted, be received, placed on file and that the aforesaid request of the tele-
phone company be granted.

no other objections, written or oral, Mayor Slippy instructed the council to pro-

Fire Insurance Company to place 90% fire coverage on sewage disposal plant for one
year, be adopted.
