ORDINANCE NO. 5826
An ordinance designating the property
located at 501 Sycamore Street, also
known as the James Black Dry Goods
Co., as a Locally Designated Historic
Landmark under the Code of Ordi-
nances of the City of Waterloo, Iowa.
The ordinance finds that the designa-
tion Is consistent with the purposes of
Section 9-8-1. Historic Preservation
Commission, including protecting and
perpetuating buildings that reflect the
city's cultural. social, economic, and
architectural history; safeguarding
the city's historic and aesthetic heri-
tage; encouraging preservation and
rehabilitation of significant properties;
promoting tourism. education. and
general welfare: encouraging sound
design: and integrating historic pres-
ervation with the city's comprehensive
land use plan. The ordinance further
states that 205 E. 4th, LLC requested
the designation: that a public hearing
was held on March 16, 2026; that no-
tice was given to the applicant; that
the Historic Preservation Commission
recommended approval by a unan-
imous vote at its January 20, 2026
meeting; and that the Planning. Pro-
gramming and Zoning Commission
unanimously recommended approval
at its February 10. 2026 meeting.
Upon adoption, 501 Sycamore Street.
also known as the James Black Dry
Goods Co., will be officially desig-
nated a Locally Designated Historic
Landmark in the City of Waterloo.
