RESOLUTION NO. 2026-165
RESOLUTION APPROVING THE SALE AND CONVEYANCE
OF CITY -OWNED PROPERTY LOCATED WEST OF 1425
HAWTHORNE AVENUE, E&C INVESTMENTS, LLC, IN THE
AMOUNT OF $5,000.00 AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE SAID DOCUMENTS.
WHEREAS, the City of Waterloo, Iowa, is the owner of certain real property located
west of 1425 Hawthorne Avenue, Waterloo, Iowa; and
WHEREAS, E&C Investments, LLC (Cesar E. Barrios -Garcia) has offered to purchase
said property for the sum of $5,000.00 for the construction of a single-family home; and
WHEREAS, as part of the transaction, the purchaser shall be eligible for a $5,000.00
refund of the purchase price and a $5,000.00 infill housing incentive, subject to the terms and
conditions set forth in the applicable documents; and
WHEREAS, the City Council finds it to be in the best interest of the City to approve the
sale and conveyance of said property and authorize execution of the related documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The sale and conveyance of the city -owned property located west of 1425 Hawthorne
Avenue, Waterloo, Iowa, to E&C Investments, LLC (Cesar E. Barrios -Garcia), in the amount of
$5,000.00, for the construction of a single-family home, is hereby approved.
2. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 6th day of April 2026.
