RESOLUTION NO. 2026-166
RESOLUTION APPROVING A DEVELOPMENT
AGREEMENT WITH E & C INVESTMENTS, LLC FOR THE
CONSTRUCTION OF A SINGLE-FAMILY HOME WITH A
$5,000.00 REFUND OF THE PURCHASE PRICE AND A
GRANT OF $5,000.00 FOR INFILL HOUSING INCENTIVE
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo, Iowa, desires to encourage the construction of new
housing through infill development; and
WHEREAS, E & C Investments, LLC has agreed to construct a single-family home
pursuant to the terms of a Development Agreement with the City; and
WHEREAS, said Development Agreement includes a $5,000.00 refund of the purchase
price and a$5,000.00 grant for infill housing incentive; and
WHEREAS, the City Council finds it to be in the best interest of the City to approve said
Development Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The Development Agreement between the City of Waterloo, Iowa, and E & C
Investments, LLC for the construction of a single-family home is hereby approved.
2. The Development Agreement shall include a $5,000.00 refund of the purchase price
and a $5,000.00 grant for infill housing incentive, subject to the terms and conditions set forth
therein.
3. That the Mayor and City Clerk are authorized and directed to execute said documents
on behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 6t" day of April 2026.
