RESOLUTION NO. 2026-213
RESOLUTION IN SUPPORT OF AN APPLICATION BY BIG
HAND PEPPER, LLC FOR THE IOWA WORKFORCE
HOUSING TAX CREDIT PROGRAM APPLICATION TO THE
IOWA ECONOMIC DEVELOPMENT AUTHORITY, TO
CONSTRUCT FIFTEEN NEW SINGLE-FAMILY HOMES AT
THE FORMER CASTLE HILL SCHOOL SITE, LOCATED
SOUTH OF 235 SPIEKER ROAD, INCLUDING TAX
REBATES FOR FIFTY PERCENT OF INFRASTRUCTURE
COSTS.
WHEREAS, Big Hand Pepper, LLC proposes to submit an application to the Iowa
Economic Development Authority for assistance under the Iowa Workforce Housing Tax Credit
Program for the construction of fifteen new single-family homes at the former Castle Hill School
Site, located south of 235 Spieker Road, Waterloo, Iowa, and
WHEREAS, the City Council finds that construction of additional housing will promote
residential development and provide a public benefit to the City of Waterloo, and
WHEREAS, as part of its support for the project, the City desires to provide tax rebates
for fifty percent of infrastructure costs, consistent with applicable program requirements and
subject to approval of the application and compliance with all applicable laws and agreements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The City Council hereby expresses its support for the application of Big Hand Pepper,
LLC to the Iowa Economic Development Authority for the Iowa Workforce Housing Tax Credit
Program for the construction of fifteen new single-family homes at the former Castle Hill School
Site, located south of 235 Spieker Road, Waterloo, Iowa.
2. The City Council further supports providing tax rebates for fifty percent of
infrastructure costs associated with the project, subject to approval of the project application,
compliance with all applicable requirements, and the terms of any agreement approved by the
City.
