CITY OF WATERLOO, IOWA
SUPPLEMENTAL AGREEMENT NO. 4
WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo (Client),
715 Mulberry Street, Waterloo, Iowa, and AECOM Technical Services, Inc. (ATS), 501 Sycamore Street,
Suite 222, Waterloo, Iowa, dated December 21, 2020, for a traffic engineering study to convert the one-
way couplets to two-way traffic on 4th Street and 5th Street from Six Corners to Randolph Street and on 5th
Street and 6th Street from Randolph Street to near Barclay Street through downtown Waterloo; and
WHEREAS, the Client and ATS entered into Supplemental Agreement No. 1 for assistance in the
preparation of the United States Department of Transportation's (USDOT) Reconnecting Communities Pilot
(RCP) Program Grant Application, dated July 30, 2024; and
WHEREAS, the Client and ATS entered into Supplemental Agreement No. 2 for assistance in the
preparation of the United States Department of Transportation's (USDOT) F25 Safe Streets and Roads for
All (SS4A) Grant Application, dated July 17, 2025; and
WHEREAS, the Client and ATS entered into Supplemental Agreement No. 3 for assistance in preparation
of the United States Department of Transportation's (USDOT) F26 Safe Streets and Roads for All (SS4A)
Grant Application, dated April 20, 2026; and
WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 4 for assistance in
preparation of the Department of Homeland Security (DHS) Building Resilient Infrastructure and
Communities (BRIC) Grant Application.
NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows:
I. PROJECT DESCRIPTION
The Dry Run Creek Arch Tunnel is located in Waterloo, Iowa and is located along the historical
alignment of Dry Run Creek. The tunnel starts at the intersection of W. 9th Street and Byron
Avenue in Liberty Park (Liberty Park Entrance), running north by west to W. 7th Street and Allen
Street, approximately 2,500 feet. This portion of the tunnel was constructed in 1913. The original
culvert, built in 1902, runs an additional approximately 1,250 feet north-northeast to W. 6th Street,
and from there continues below W. 6th Street for 2,400 feet until the discharge point into the
Cedar River below the W. 6th Street Bridge (Cedar River entrance).
For evaluation and description purposes, the Dry Run Creek Arch Tunnel is described by distinct
segments as shown in Figure 1.

Segment 1 is under 6th Street from the Cedar River to westbound Washington Street,
approximately 1,200 LF. Segment 1 is the most critical section of the tunnel and is the focus of
repairs. The factors considered for this were the age of the structure, lack of reinforcing steel in
the culvert, severity of the deterioration (mainly cracking), and the pressurization of the tunnel for
this segment. The main concerns for repair are areas exhibiting spalling, cracking, and leaking;
however, efflorescence, cold joints, honeycombing and old repairs were also identified. Cracking
defects indicate the potential for future structural problems. The crack severity provides a
pathway for water to escape under pressure into the substrate. Pressurization of this segment
also has the potential to open cracks in the tunnel concrete that may not be visible during normal
inspections.
The full tunnel replacement for Segment 1 includes demolition and removal of the top and walls
down to the base, removal of the two sanitary sewers within the tunnel, replacement with a full
precast box structure, and replacement of the sanitary sewer system. The method for this would
be the cut and cover procedure. This involves demolishing the existing street pavement,
excavating down to a suitable depth, removing the existing structure, and replacing the arch.
Replacement of the backfill around the tunnel and constructing a new road surface will then be
completed. Likely dimensions for the excavation would require a bottom width of approximately
50 feet and an average depth approximately 15 feet below the existing ground surface.
II. SCOPE OF SERVICES
ATS will provide assistance in the preparation of the Department of Homeland Security (DHS)
Building Resilient Infrastructure and Communities (BRIC) Grant Application consistent with the
Notice of Funding Opportunity (NOFO), Assistance Listing # 97.047. Assistance will include the
development of preliminary plans, figures and mapping, project narrative, benefit cost analysis,
FEMA GO Input assistance, and project administration.
Design Survey and Base Mapping (Task 1). ATS will provide survey of the existing storm
sewer, sanitary sewer, and Dry Run Creek Arch Tunnel from WB Washington Street to the Cedar
River as indicated in Figure 1 as Segment 1. This level of survey is needed to develop the 30%
plans required for the grant application. This task will include a field locate and survey of the
other utilities within the corridor. Also included is the survey of various floor elevations within the
study area to determine impacts from storm event scenarios and arch tunnel failure.
Preliminary 30% Design Plans (Tasks 2-5). These tasks include the development of the
preliminary plan set for Segment 1 as indicated in Figure 1. The preliminary plans will include the
following sheets:
Task 2 — Title Sheet and Legend (A -Series Sheet)
Task 3 — Typical Sections and Details (B-Series Sheets)
Task 4 — Plan and Profile Sheets (D-Series Sheets)
Task 5 — Plan and Profile for Storm and Sanitary (M-Series Sheets)
Narrative / Figures (Tasks 6-10). ATS will coordinate the grant application's development with
the City to verify that the required materials are obtained and that the aspects of project delivery
are efficiently and effectively communicated. Weekly coordination meetings will be supplemented
by ad hoc communication between ATS and the City. The application will be developed as per
the NOFO and will include the required and optional appendices (e.g., standardized forms, letters
of support, financial commitment letter) to support the application.

In consultation with the City, ATS will also complete the required Key Information Table;
Supplemental Budget; Federal Standard Forms including the SF-424, SF -424C (Construction
Budget), SF-424D (Assurances for Construction Programs), and SF-LLL (Disclosure of Lobbying
Activities); and the Self -Certification Eligibility Worksheet.
The City will be responsible for circulating and collecting letters of support for the application, a
signed financial commitment letter, and submitting the application via FEMA GO by July 23, 2026.
ATS will deliver a draft version of the application narrative in Word format to the City. Following
the receipt of comments from the City, ATS will make the necessary revisions, with a final version
provided to the City with the supporting appendices before submission for final review. Grant
support staff will provide graphics and GIS mapping and provide formatting services for the
narrative document during the draft and final versions for City review. Project deliverables will
undergo a review by the discipline manager and technical editor. A QA/QC review verifies the
deliverable meets the approach and client requirements.

Benefit / Cost Analysis (Task 11). This task includes the analysis of the various storm events
and determination of the damages of these events compared to the overall cost of the proposed
infrastructure improvement. An economic analysis will be performed that matches the criteria
described in the NOFO.
Project Administration (Tasks 12-14). These tasks includes project administration and
coordination throughout the project development.

III. COMPENSATION
Compensation for the above services will be on an hourly basis in accordance with Part VI of the
original agreement and shall be integrated with the fees in the original agreement and Supplemental
Agreement Nos. 1, 2 and 3. The estimated fee is Two Hundred Ninety Thousand Dollars
($290,000.00) and will not be exceeded without authorization from the Client.

IV. In all other respects, the obligations of the Client and the Consultant shall remain as specified in
the Professional Services Agreement dated December 21, 2020.
IN WITNESS WHEREOF, the parties hereto have executed this Supplemental Agreement No. 4 as of the
dates shown below:
