What follows is an outline of the scope of changes from the current INVISION agreement and the fee adjustment to align with those changes. PROJECT CHANGE INFORMATION A. The original assumption was a minor remodel of the interior of the building to separate the public areas from the private staff work areas. The private areas were originally budgeted based on moving into the open office plan that exists today. Instead of that, the updated plan includes significant remodeling, construction of new offices, locker rooms, toilets, and changes to the HVAC and electrical plans. B. The original agreement did not include a code review. However, in the process of developing the plan for the police department INVISION did a high-level code review. This investigation led to a code section that requires buildings with Police Department spaces to have enhanced structural capacity and access to a storm shelter. The plans and budget now include a 1000 square foot ICC 500 storm shelter addition, a generator, and structural changes to make the building meet an elevated risk design. C. INVISION has met with all the department user groups that will occupy the building and the plans reflect their needs. We have based this fee adjustment on the plans that were the results of those meetings. D. INVISION has presented two plan options. One that meets the requested needs of the department representatives, and a second one that reduces the scope of new construction by a small amount. The areas designated for the Police Department remain the same in both options. E. Two cost opinions were provided based on the two Schematic Design options. One by INVISION, and another by Peters Construction. The costs aligned very closely. Peters cost opinion was not included in the original services scope. F. To manage the schedule to complete the design work, INVISION proposes to start immediately on the next phases of design work. We have completed Schematic Design and are ready to move immediately into Design Development and follow with Construction Documents. This will make the bidding documents ready to be issued as soon as the City is ready to make a commitment to construction. INVISION will bill against the original contract agreement until this amendment if finalized. G. Design Schedule: INVISION and our consultants (MEPT:MODUS, Structural:IMEG) expect the Construction Documents can be ready for bidding by the end of March 2026. This is based on acceptance of the more comprehensive Schematic Design Plan as the basis of moving forward. If additional meetings with department user groups are needed, or significant floor plan changes are required, the schedule will be impacted. H. Budget: a. An owner established budget has not been provided. b. The expected project costs are as follows. Attached you will find the specific costs from the cost opinions. The numbers below are rounded. i. Base Bid Construction: $10,200,000. ii. Project Costs (Construction Contingency, Design Fees, owner costs for insurance, special inspections, commissioning, etc.); $2,550,000. iii. Total Project Cost: $12,750,000. iv. Planned alternates to be designed: 1. Roof Replacement. Estimated at $550,000 2. New Rooftop air handling units. Estimated at $500,000. v. Not included and outside the scope of work of this agreement: 1. Costs will be evaluated again during the Design Development phase. I. Construction Delivery a. This project will be publicly bid with one bid package as a Design -Bid -Build agreement with a cost based on low bid by a general contractor. The work will not be phased. Phasing has been considered and determined that there is no significant way to delay costs by postponing work. J. Form of Contract: a. The changes to the professional services agreement include: i. Adjusted INVISION fee for added scope of work to be designed, documented and bid. ii. Adjusted Consultant fees for added scope of work to be designed, documented and bid. This includes: 1. MODUS Engineering for MEPT scope. 2. IMEG for structural design scope. b. The professional services agreement will be changed by Amendment to the current contract. Attached. UPDATED SCOPE DESCRIPTION A. First Floor: a. Full gut and remodel of the first -floor space to house: i. Police Department ii. Housing Authority b. Reconfiguration of the HVAC, Plumbing, IT, and Electrical systems to accommodate the selected plan c. Evaluation of exterior windows for added security needs. d. Adjustments to the existing entry system for access control. e. 1000 square foot ICC 500 storm shelter. f. Structural system enhancement g. Revisions to fire sprinkler system B. Second Floor: a. Remodel of majority of the space to house: i. Police Department offices ii. Building Departments with multiple secure public transaction counters iii. Support space b. Reconfiguration of the HVAC, Plumbing, technology, and Electrical systems to accommodate the selected plan c. Structural enhancement d. Revisions to fire sprinkler system C. Third Floor: a. Remodel of majority of space to house: i. Mayor and City Attorney Suite ii. Clerks Department Suite with secure public transaction counter iii. Tech services iv. Council Chamber and Mollenhoff Meeting room v. Human Rights Department vi. Community Development Suite with secure public transaction counter vii. Shared resource areas b. MECHANICAL, ELECTRICAL AND PLUMBING, and TECHNOLOGY ENGINEERING These services are included in the amendment to be provided by MODUS Engineering. 3. COST ESTIMATING This amendment includes a fee for Peters Construction to provide cost opinions as outlined below. 4. STRUCTURAL ENGINEERING These services are included in the amendment to be provided by IMEG. 5. CIVIL ENGINEERING We have not included Civil Engineering in this proposal. 6. LANDSCAPE ARCHITECTURE We have not included a Landscape Architect in this proposal. 7. ENERGY MODELING We have not included this in the proposal. 8. SUSTAINABILITY We have not included this in the proposal. If the design develops a need for any additional design team consultants, we will review the options and costs with you and issue an amendment for the additional services. OWNER -PROVIDED CONSULTANTS The project may require additional professional services that would be contracted directly by the City of Waterloo. The following are likely to be required by code or best practice: 1. HVAC commissioning — code requirement based on scope of work. 2. Special Inspections of Structural work — code requirement based on scope of work 3. Soil Boring and Geotechnical report for new construction — required for structural design OVERALL SCHEDULE A. Project Schedule and Deliverables a. SD Phase — Complete but included additional services: More meetings, added cost estimates, extended schedule. i. Two meetings with the Police Department to finalize floor plan ii. Two meetings with Building Committee (needs definition) to finalize floor plan iii. Architectural: Standard Architectural services to provide Design, Bidding, and Construction Administration services for the project. b. The current agreement for professional services is $$452,700. a. This includes the amendment fees for structural evaluation of the Courier building structure at 100 E. 4th Street or the Regions Bank/Creative Planning building at 100 E. Park Street. These two assessments were added by amendments 1 & 2 and total $32,700. B. The total updated stipulated sum fee based on the revised Schematic Design Scope of work outlined above is $800,000. The original fee represented 7.76% of the estimated construction cost. The new fee represents 7.11% of the estimated construction cost. C.
