RESOLUTION NO. 2026-300
RESOLUTION APPROVING AWARD OF PARKING
OPERATIONS AND MANAGEMENT SERVICES RFP TO PCI
MUNICIPAL SERVICES LLC AND APPROVING AN
AGREEMENT FOR PARKING OPERATIONS
MANAGEMENT WITH SAID COMPANY WITH A START
DATE OF JULY 1, 2026, WITH A FIVE-YEAR TERM AND
RENEWAL OPTIONS AS LISTED IN SAID AGREEMENT,
AND AUTHORIZING MAYOR AND CITY CLERK TO
EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo, Iowa, issued a Request for Proposals for Parking
Operations and Management Services; and
WHEREAS, PCI Municipal Services LLC submitted a proposal in response to said
Request for Proposals; and
WHEREAS, the City has evaluated the proposal(s) received and determined that PCI
Municipal Services LLC is the most responsive and responsible proposer and that award of the
Request for Proposals to PCI Municipal Services LLC is in the best interests of the City; and
WHEREAS, the City Council further finds it to be in the best interests of the City to
approve an Agreement for Parking Operations Management with PCI Municipal Services LLC,
commencing July 1, 2026, for a five-year term with renewal options as set forth in said
Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The Agreement for Parking Operations Management between the City of Waterloo,
Iowa, and PCI Municipal Services LLC, commencing July 1, 2026, for a five-year term with
renewal options as listed in said Agreement, is hereby approved.
2. The Mayor and City Clerk are authorized and directed to execute said document on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 1st day of June 2026.
