The following proposal outlines our understanding of the project by defining the scope of our services and key assumptions made in preparing this proposal and fees associated with the Scope of Work. ABOUT B32 ENGINEERING GROUP, INC. Our team has extensive and specialty experience in programming, evaluations, concept design, and design and construction phase services for all types of ice rink projects. Successfully completing over 450 ice rink related projects, including some of the most recent and state-of-the- art NCAA Division 1 college hockey facilities; our team, led by Scott Ward, is a leader in the ice rink industry providing some of the most innovative, cost-effective, and energy -efficient design solutions. We know these unique facilities very well, have a thorough understanding of their needs and performance requirements and have the in-depth, specialty experience required to successfully complete this project for you, the City of Waterloo Leisure Services, and other project partners. We have submitted to you our complete Ice Rink Statement of Qualifications for your review. We would be happy to provide additional information regarding projects, references, etc. at your request. We recently completed an Ice System Evaluation, dated June 20, 2025, of the ice system (including refrigeration system, ice rink floor system and dasherboard system) at the Young Arena. Scott has over 30 years of experience in civil and mechanical engineering fields. He has extensive knowledge of public facilities (e.g., ice arenas, water and wastewater treatment, community centers, aquatic centers, etc.) and associated feasibility and evaluation studies, project development, funding applications, and the design and construction process. His education and engineering experience uniquely qualifies him for the specialized design requirements of ice systems. He has been involved in over 450 ice rink projects since 1997, including professional practice facilities, NCAA Division 1 college venues, single and multi -sheet community arenas, and outdoor ice rinks. Scott is integrally involved in each ice rink project and has owned the business since 2007. In addition to Scott's professional expertise, he grew up playing hockey and spent the majority of his time in an ice rink facility in southern Minnesota. He continued to play recreational hockey through college, coached youth hockey and was coaching coordinator for 16 years. He is an avid hockey player and supporter of youth hockey and ice skating activities. The application of this practical insight helps ensure each facility, and its systems are designed to meet your needs, operate successfully and be a gathering place for the community. The facility was constructed in 1994. The facility is heavily used from 6am to 10pm daily and serves the community offering skating programs at every level including public skating, Waterloo Blackhawks (USHL Tier I Junior Team), Waterloo Warriors (Midwest High School Hockey League), Waterloo Youth Hockey, Cedar Valley Figure Skating Club, Waterloo Adult Hockey Association, etc. B32 completed an evaluation of the ice system in June 2025. Since that time the facility has replaced one pump on the system. The majority of the refrigeration equipment, including the chiller (evaporator) system, was installed with the original construction of the building and is over 30 years old reaching or exceeding its expected life of 25-30 years. The existing evaporative condenser was installed in 2000 and is 26 years old, exceeding its expected life of 20-25 years. The City of Waterloo Leisure Services has requested a proposal from B32 Engineering Group, Inc. for design and construction administration services to replace the existing Vilter VSC 205 evaporative condenser system and shell and tube chiller (evaporator) system for the same type and size of equipment. We will work closely with you, Young Arena staff and Leisure Services on this project. B32 will provide all front end and Division 0 and 1 documents and assemble bidding documents, etc. Project Schedule No specific project schedule was provided other than construction taking place in 2027. Design: 2026 Construction: 2027 (Ice is typically removed around June 1 and installed again in September) Cost Estimate There was no project budget or cost estimate provided for this scope. SCOPE OF WORK B32 Engineering Group, Inc. will provide a step-by-step design approach as described below: Step 1 —Design Phase During this step B32 Engineering Group, Inc. will: 1.1 Kickoff Meeting (In -person): In -person meeting with you and Leisure Services to discuss the following. 1. Project goals, schedule and budget. 2. Evaporator condenser and chiller options. The proposed fee in this proposal assumes these systems are being replaced with the same or similar systems. 3. Related work not covered in this proposal. 5. We will also verify and document existing conditions during this site visit. 1.2 Design Meetings (virtual): Follow up virtual meeting(s) with you and Leisure Services to discuss project progress. 1.3 Prepare preliminary drawings and technical specifications in CSI format for our review. 1.4 Prepare front end documents, bidding documents, construction contracts, general conditions, and Division 0 and 1 documents for City review. 1.5 Prepare an Opinion of Probably Construction Costs. 1.6 Provide project schedule. 1.8 Review preliminary drawing and specifications with you and make final changes before issuing a final set of documents. Step 2 — Bid Phase During this Step B32 Engineering Group, Inc. will: 2.1 Provide recommendation on bidding and award schedule. 2.2 Prepare Advertisement for Bid. 2.3 Distribute copies of bid documents. Make the bid documents available through Quested and linked through B32's website. 2.4 Answer questions from contractors, suppliers, Leisure Services, the City, etc. during the bidding period. 2.5 Organize a pre -bid meeting with the contractors. B32 will be on -site for this meeting. B32 did not include attending this meeting in person. We can provide this as an extra service. 2.6 Bid opening. Review the bid results, prepare bid tabulation, and provide input on award of construction contract. B32 did not include attending the bid opening in person. We can provide this as an extra service. 2.7 Prepare construction contracts for review and approval by the City. Step 3 — Construction Administration We will provide the following construction administration service. 3.1 Contract Administration: Review pay request, RFIs, change orders, etc. and provide recommendations to you and Leisure Services. Review shopdrawings for equipment and materials used on the project, answer questions regarding the drawings and specifications during construction, and review photos of construction progress. 3.2 Progress visit (in person). Perform a progress visit when all of the main equipment is set and piping installation has begun. 3.3 Final site visit after startup (In -person). Perform a final walkthrough of the systems generating a list of items (punch list) to be completed. 3.4 Any additional site visits, currently not included in our proposal, would be included under additional services and may include: ■ Preconstruction meeting (1 visit). ■ Progress verification (1-2 visits). • Post -occupancy system performance verification (1 visit). Visit the site after the ice system has been up and running, has been tested and balanced, to verify the operation of the ice system is as designed. If the Owner will be providing commissioning, we will assist the Owner's commissioning agent by providing information on the ice system as requested. We did not include commissioning services in this proposal. ■ Warranty walkthrough (1 visit). Walk through the facility 10-11 months after substantial completion to identify potential warranty information. ASSUMPTIONS This proposal is based on the following assumptions. ■ GETTING STARTED - Prior to starting the work, B32 Engineering Group, Inc. will be provided with full information regarding the City's requirements including any special or extraordinary considerations for the Project or special services needed and will be provided with all pertinent existing data. INFORMATION - B32 Engineering Group, Inc. will be relying on CAD files and topographic surveys completed and prepared by others and provided to B32 by the City. B32 Engineering Group, Inc. assumes no liability for the accuracy of such drawings or surveys. B32 did not included creating a CAD file for this project in this proposal. ■ EXCLUSIONS - In preparing this proposal, certain items have been excluded from the scope of services that may or may not be required. Should these services become necessary, B32 Engineering Group Inc. can provide them as Additional Services. The following services have been excluded from this proposal: Developing electronic files (AutoCAD, etc.) for use as background drawings for the design for this project. We assume the City has these files available. • Structural engineering for the cooling tower supports. Sampling, laboratory and on -site material testing or performance and intrusive testing • Hazardous material testing ■ Surveying • Record plans or as-builts. Project advocacy beyond the normal standard of care. COST OF SERVICES We propose the following lump fee for the services outlined in this proposal. PHASE DESIGN PHASE (STEP 1), 1 SITE VISIT FEE $15,700 BIDDING PHASE INCLUDING CONTRACTS (STEP 2), 1 SITE VISIT $4,782 CONSTRUCTION ADMINISTRATION (STEP 3) 2 SITE VISITS $8,482 TOTAL FIXED FEE SERVICES $28,964 Conditions of Proposed Fee: EXPENSES - Reimbursable expenses are in addition to the fees stated above and will be invoiced in accordance with our standard fee schedule. Taxes not included in fee. ▪ PAYMENTS — All payments due B32 Engineering Group, Inc. shall be made within 30 days after receipt of invoice. Services will be invoiced once per month. Finance charges will be applied to all payments not received within 30 days of invoicing. B32 Engineering Group, Inc., shall have the right to suspend work on the project upon invoice past due more than sixty (90) days from presentation, unless or until B32 Engineering Group, Inc. is satisfied that payment is forthcoming. Any services furnished after December 31, 2026, will be charged in accordance with our 2027 fee schedule. We will not increase any item on the fee schedule by more than 5% per year for work performed in 2027. The lump sum fee will remain unchanged for 2027. QUALIFICATIONS — The proposed construction administration fee is based on the Owner hiring an experienced ice rink contractor meeting the qualifications of B32 Engineering Group, Inc. standard Section 131811 — Ice Rink General Requirements that in general states the contractor must have successfully completed five (5) ice rink projects of similar scope in the past five (5) years. ■ INSURANCE. This proposal is based on the following insurance coverage carried by B32 Engineering Group, Inc. Category Insurance Limits Comp General Liability and Bodily Injury $2M each occurrence $4M general aggregate Professional Liability $5M each claim $5M aggregate Umbrella Liability $2M each occurrence $2M aggregate • This proposal is based upon completion of our services by September 1, 2027. • This document serves as record of the basic terms of our agreement. Upon receipt of a countersigned copy of this letter, we assume you will provide B32 Engineering Group, Inc., with an agreement for review and comment. B32 ENGINEERING GROUP, INC. This provided the City with the widest range of options for replacing or renovating the existing ice system in the North Arena. (Lund Arena - Gustavus Adolphus College -MN) Design a geothermal -based ice system without a well field and using a city water source, maximizing waste heat recovery and providing superior efficiency and reliability without losing performance. (Brooklyn Park Activity Center -MN) ■ Design a geothermal -based ice system that uses industrial grade refrigeration technology for a long -life span and ammonia refrigerant to maximize efficiency and reduce greenhouse gas emissions. (Burnsville Ice Center -MN) • Design of first CO2-based ice systems in the United States. B32 Engineering Group, Inc. has designed 11 total CO2-based ice systems with the first in 2014.
