PROPOSED RESOLUTION 0-2 N3CESSI1PY.
BE IT RBSOLITII by the City Council of the City of -aterloo, Iowa,
that whereas it is deemed advisable and necessary to grade, curb, and pave the
streets hereinafter named, the foundation to be prepared and the ravinre to be
constructed in accordance with the Specifications furnished by the City Migineer
of the City of ;at T100 and approved by the City Council of said city on the
followilx named streets and parts of streets, to-wit:
East Fifth Street frog the southwesterly line of Lafayette treet
to the Cedar Rivenridge;
Sycamore Street from the northwesterly line of Third to the
northwesterly line of Sixth Street;
Lafayette Street from the northwesterly line of park Avenue to the
northwesterly line of Fourth Street;
'est Fifth Street from the southwesterly line of Coenercial Street

Now, therefore, be it resolved by the City Council of the City of
Waterloo that it will consider the followinr;' nro'Pose resolution of necessity

at 7:30 o'clock p. m. at the Council Chamber in the City Hall and the City Clerk
Is hereby directed to give twenty days notice thereof in accordance with the
law and ordinances governing same, said resolution bein as follows,

property owners situated within one-half block and not to exceed 300 feet from
the streets to be inreroved.

cherever the existing curb is of sufficient width and depth and is found to be
at line and grade said curb will be retained and where not on line and grade, If
curb can be removed without imnairin,e same, said curb is to be reset to new line
of curb, now curb to be built only at such laces as City Council my direct.
The roadway of said streets is to be paved with the best quality
sheet asphalt and pavement to consist of a six inch Portland cement concrete base,
one inch asphalt binder course, and Qu-r;4 r—ettt!.,....i-ti. inches of asphalt wearing
surface except that portion of the streets occupied by the railway and street
railway tracks which is to be Paved between the rails and one foot outside

The contractor is to be required to guarantee the asphalt pavement
for a period of five years and to execute a bond in the sum of not less than
one dollar per square yard to be eiven as security of said guarantee and that
he will carry out all the provisions of said contract.
The cost of improveing said streets to be assessed against all lots
or parcels of land accordin to area and in proportion to the benefits thereto
situated mtthin one-half block and not to exceed 300 feet from the streets
improved in accordance with Section 1, Chapter 76, Laws or the 35th General
Assembly of Iowa, and the cost of paving street and alley intersections to be
assessed in accordance with the laws governing same.
In case the contract is let by the City for the construction of
the pavement between the rails of the railway and street railway companies
tracks located thereon, and one foot outside thereof, the cost thereof shall
be assessed against the said Railway and Street Railway Companies as by law
required. The cost of paving to be assessed against the property owners within
one-half block and not to exceed 300 feet from the improvement ad street inter-
sections where the benefits derived by reason of such improvement are less than
the cost thereof and where such pavement costs in excess of 25% of the actual
value of the property against which it is assessed including property owned
by the city, the cost of such improvement shall be paid out or the Improvement

WHEREAS, certain portions of the streets of the City of Waterloo,
Iowa, are being occupied by buildings and for other purposes, and
WHEREAS, it is deemed advisable by the City Council of the City
of Waterloo, Iowa, to allow the persons, firms and corporations occupying
the same to use them for such length of time as the City Council deems
advisable, which real estate is situated and described as follows, to-wit:
A portion of ';Test Ninth Street extending parallel with the Northwest (NW)
line of West Ninth Street, comprising approximately Sixty Four hundred (6400)
square feet, to be leased to the Herrick Refrigerator Co. for the purpose
of storing lumber upon the same; and a portion of West Sixth Street occupied
by a building owned by A. E. Glenny, which is fully described in the proposed
lease to be entered into by the said A. E. Glenny for the use of the same;

RESOLUTION OF CONSENT.
BE IT RESOLVED BY TFE CITY COUNCIL OF WATERLOO.IOwA.
That consent is hereby granted to D.O'Donnell
as successor to J.E.Henlon, to conduct a mulct saloon and to sell
and keen for sale intoxicating liquors,from and after April the
1st 1915 in the first story of the certain two story building
located upon the following described real estate to wit :
The Northwesterly Twenty (20) Feet of the South-
easterly Fifty Four (54) Feet of Lots Numbers Seven. (7) and Ten
(10) in Block Number Fifteen (15) Original Flat to the City of
Waterloo,Iowa,on the East side of the Cedar River.
Said business to be conducted in accordance with
the Mulct Law of the State of Iowa,and amendments thereto,and in
accordance with the ordinances and resolutions of the City Coun-
cil of Waterloo,Iowa,now in force or hereafter adopted,and be it

liquors at wholesale only, in the certain premises known and described as
No. 800 Commercial street, Waterloo, Iowa, said premises being located tpon
the following described real estate, to—wit: the northwesterly forty (40)
feet in width of the northeasterly eighty (80) feet in width of lot No. 5,
in block No. 37, on the west side of the Cedar river, in the city of Waterloo,
Iowa.
Said business to be conducted in accordance with the Mulct laws of
the State of Iowa and amendments thereto and in accordance with the ordinances
and resolutions of said city council now in force or hereafter adopted and
further resolved that the mayor and city clerk certify a copy of this reso—
lution and file the sue with the Auditor of Black Hawk County, Iowa.

That the City of Waterloo will, by prozo?r 1 in ce or otherwise
as may be deemed best, dedicate a part of Lot/One (1)A in Block Twenty—
eight (28) of the original plat of the City of Waterloo on the Easterly
side of the Cedar River as a site for the Soldiers Memorial Hall, at
any time when the committee having rower to locate such hall may desire
such site for the rurpose of erecting the hall thereon.
The part of said lotto be so dedicated shall be of sufficient
extent and so situated as to make it a desirable and suitable site for
such Memorial Hall.
