Now, therefore, be it resolved by the city council of the city of
Waterloo, Iowa, that the making and constructing of said sidewalks be
and the same are hereby ordered. And be it futher resolved that the making
of said improvements are on motion of the city council without petition
therefor by abutting property owners. Said work to be commended not
