Whereas, the city engineer ha this day. filed in the office of the city clerk
a plat, plan, specifications and estimates for the grading, curbing, guttering
%nd paving the following described streets in the city of Waterloo, Iowa, to—wit:

are hereby approved and said improvements are hereby ordered, made in accordance
therewith.
