said work in accordance with Section No. 813 of the Code. The date for opening

to the contractor for the amount thereof against a fund to be derived from a
tax to be levied under Sections 779 and 841of the Code, as amended by Chapter
30 of the acts and resolutions of the Thirtieth General Assembly. The right
