Be it further resolved that the city clerk be he is hereby directed to
advertise for bids and proposals for the doing of said work in accordance with
Section 813 of the Code® The date for opening said bids and proposals to be
on the 24th day- of July 1916: at 7:30 o'clock p.m. That said improvement shall
be aid 'or when the work is completed and accepted by the city council by
sewer certificates issued to the contractor against property abutting on such •
sewers in proportion to the number of lineal front feet of each parcel thereof
which certificates shall be accepted by the contractor in full payment for
said work. Said work is t be done in accordance with the "plans and specifi—
cations therefor prepared by the city engineer, approved by the city council
