Be it rolved by the city council of the city of Waterloos Iowa, that there

parcels of ground abutting said desorlbed streets, as shown by said plat and
schedule hereto annexed and oa.de a part hereof the , r]ountcet opposite each
lot or parcel of ground as shown by said plat, schedule and report on said
described streets.
