That it is deemed necessary and advisable to build ,
construct , and pat in place certain improvements as hereinafter
described in, upon, and alon the following streets and avenues and
parts of streets and avenues in said City to-wit :
West Fifth St. from Jefferson to Washington streets .
East Fourth street from iviul berry t o Iwalnut streets .
Said improvements to consist of electrical lighting
fixtures constructed upon each side of the streets above described.
of a single light type with a cast iron post set on a concrete base.
All said electrical lighting fixtures to be con-
structed in strict accordance with plans and specifications to be
prepared or approved by the City Engineer and approved by this Council .
That the cost and expenses of making and: construc-
ting said improvements shall be assessed upon and against all the
privately owned property abutting upon the streets above described.
Such assessment shall i3lso be made against the railway and street
railway companies whose tracks, :station grounds or r/tghts of way are
located thereon or abut thereon.
Passed this 27th day of August , 1923.
