The costs and expenses of making and constructing said sidewalks shall be assessed on the lots or parcels of land in front of which the same shall be constructed. The contractor shall be paid in soecial assessment certificates or improvement bonds or cash. Be It further Resolved that the above and fore2eing provements are hereby proposed to be made and constructed as hereinbefore set forth and that this pr000sdd resolution, except this paragraph, be and the same is hereby set down for further and final hearing, consideration and determinatioi at a meeting of the City Council to be held on the day of 1923, at eight o 'clock ?.M. , in the Council Chamber in id ci , and that the City Clerk be and he is hereby instructed to cause notice of the pendence of the above resolution and the time and place when and wher3 said proposed resolution will be considered for passage and objections to the passage thereoZ and to the cnn- struotion of the said proposed improvements heard, to be given by publication in the Waterloo ,vening Courier , and the WaterlooTribune , newspapers of general circulation published in the City of “aterloo,Iowa, in the manner and for the time provided by law.
