there was duly passed a Resolution of Necessity declaring
it necessary and advisable to improve the following streets
and avenues and parts of streets and avenues in said city ,
to-wit :

Thdrefore , De it resolved by the Council of
the City of Waterloo , Iowa, that the City :'ggineer te and
he is hereby directed to prepare plans and specifications
for the construction of said imp_covements , and to submit
the same to this Council for its examination and approval
as soon as completed.
