FAIL 1010.1.9-Door operations Except as specifically permitted by this section,egress doors shall be readily
openable from the egress side without the use of a key or special knowledge or
effort.
Inspector: BARRY STRATTON-Comments:Front door hardware needs replaced. Door
hardware needs replaced on sliding door.
FAIL 1031.2-Reliability Required exit accesses,exits and exit discharges shall be continuously maintained
free from obstructions or impediments to full instant use in the case of fire or other
emergency where the building area served by the means of egress is occupied.An
exit or exit passageway shall not be used for any purpose that interferes with a
means of egress.
Inspector:BARRY STRATTON-Comments:Door security hardware is needed for rear
patio sliding door.
FAIL 703.2-Opening protectives Opening protectives shall be maintained in an operative condition in accordance with
NFPA 80.Where allowed by the fire code official,the application of field-applied labels
associated with the maintenance of opening protectives shall follow the
requirements of the approved third-party certification organization accredited for
listing the opening protective. Fire doors and smoke barrier doors shall not be
blocked or obstructed,or otherwise made inoperable,Fusible links shall be replaced
promptly whenever fused or damaged.Fire door assemblies shall not be modified.

specified in Items 2 through 6 where each dwelling unit is provided with a portable
fire extinguisher having a minimum rating of 1-A: 10-B:C.2.Within 30 feet(9144 mm)

Inspector: BARRY STRATTON-Comments: 111.1.3 Structure unfit for human
occupancy.A structure is unfit for human occupancy whenever the code official finds
that such structure is unsafe, unlawful or,because of the degree to which the
structure is in disrepair or lacks maintenance, is insanitary,vermin or rat infested,
contains filth and contamination,or lacks ventilation,illumination,sanitary or heating
facilities or other essential equipment required by this code,or because the location
of the structure constitutes a hazard to the occupants of the structure or to the
public.(Potential Mold)Still no mold mitigation specialist has been contacted to
abate mold.
FAIL R4- Exterior Property Areas is the exterior property area maintained in a clean,safe,and sanitary condition?This
includes grading and drainage,sidewalks and driveways,weeds, and pest

FAIL R5- Exterior Structure Is the exterior of the structure maintained in good repair, structurally sound and

inspector: BARRY STRATTON-Comments:Roof leaking. Rear decks on rear of trailer
still have not been removed and replaced. Decking and railing rotten.
FAIL R6-Interior Structure Has the interior of the structure and equipment inside been maintained in good
repair,structurally sound,and in a sanitary condition?(IPMC 305)
Inspector: BARRY STRATTON-Comments:Potential mold in back bedroom/bathroom.
Mold mitigation specialist shall be obtained to test for the presence of mold.Water
damaged material from water leak in back bedroom/bathroom,front bathroom
ceiling,and front bedroom. Peeling and abraded paint in front bathroom and front
bedroom on ceilings from water leak. Plumbing fixtures installed in back bedroom
not installed to code. Need licensed contractor to do plumbing work.Terminate
plumbing shut offs not hooked up.

BARRY STRATTON-08/17/2022 @ 12:47 304.7 Roofs and drainage.The roof and flashing shall be sound,tight and not have
defects that admit rain. Roof drainage shall be adequate to prevent dampness or
deterioration in the walls or interior portion of the structure. Roof drains,gutters and
downspouts shall be maintained in good repair and free from obstructions. Roof water
shall not be discharged in a manner that creates a public nuisance.
BARRY STRATTON-08/17/2022 @ 12:47 304.10 Stairways,decks,porches and balconies. Every exterior stairway,deck,porch
and balcony,and all appurtenances attached thereto,shall be maintained structurally
sound, in good repair,with proper anchorage and capable of supporting the imposed
loads. Rails and balusters on rear deck need repaired/replaced.

or housekeeping units shall be provided with devices designed to provide security for
the occupants and property within.

maintained in good,clean and sanitary condition. Peeling,chipping,flaking or abraded
paint shall be repaired,removed or covered.Cracked or loose plaster,decayed wood
and other defective surface conditions shall be corrected.

capable of supporting normally imposed loads and shall be maintained in good
condition.

order,and shall be kept free from obstructions,leaks and defects and be capable of
performing the function for which such plumbing fixtures are designed. Plumbing
fixtures shall be maintained in a safe, sanitary and functional condition.Tub in back
bathroom is leaking. Kitchen faucet needs replaced.All plumbing work is required to
be done by licensed contractors.Sink installed does not have proper venting.

structure constitutes a hazard to the occupants or the structure by reason of
inadequate service, inadequate venting, cross connection, backsiphonage, improper
installation, deterioration or damage or for similar reasons,the code official shall
require the defects to be corrected to eliminate the hazard.Water around and under
trailer.

supply of water to plumbing fixtures,devices and appurtenances in sufficient volume
and at pressures adequate to enable the fixtures to function properly,safely,and free
from defects and leaks.

BARRY STRATTON-08/17/2022 @ 12:49 9-1 B-2 403.6 Mold Present In A Rental Unit.a.When mold is found to be visibly present
in small amounts,it can be cleaned in a safe and sanitary manner. b.When mold is
found in a rental unit and is determined to be a health risk,the building official may
order that a clean air report be obtained from a mold specialist approved by the
building official. Obtain the services of a specialist to mitigate potential mold spores.
BARRY STRATTON-08/17/2022 @ 12:49 4-2-4:STAGNANT WATER:A.The city council may at any time,by resolution,order any
piece of land or lot upon which water at any time becomes stagnant to be filled to such
a height,or to be drained in such a manner,and within such time,as the city council in
the resolution shall direct. B. It shall be the duty of the owner of a piece of land or lot,
subject to subsection A of this section,or his agent,after service on him of a copy of
the resolution,or after a publication of the resolution once a week for two(2)
consecutive weeks in a newspaper of general circulation in the city,to comply with the
directions of the notice within the time therein specified,and in case of failure to do
the work, by the owner or agent, it may be done at the expense of the city and the
amount of money expended therefor shall be a debt due the city from the owner of the
property and shall also be a lien on the piece of land or lot from the time of the
adoption of the resolution. C.The expense of filling or draining such piece of land or lot
pursuant to subsection B of this section may be levied as a tax thereon.The levy shall
be by resolution, and the tax shall be levied and collected in the manner provided for
in the collection of other special taxes. D.Any person who shall fail to comply with the
resolution of the city council requiring the drainage or filling of land within ten(10)
days after notice of the resolution has been served on him or his agent,or within ten
(10)days after the last publication of the notice in a newspaper of general circulation in
the city,shall be deemed guilty of an offense,and upon conviction thereof shall be

BARRY STRATTON-08/17/2022 @ 12:50 9-4-4: DEFECTIVE WORK; UNSANITARY CONDITIONS:Whenever it shall come to the
knowledge of the plumbing inspector that the plumbing in a building causes a
nuisance or may cause disease,sickness,or otherwise becomes a hazard to health, it
shall be the duty of said inspector to make an inspection of such plumbing and render
a report to the proper party,setting forth the necessary repairs or alterations required
to make such plumbing conform to this chapter.The inspector shall set a limit of time
in which such repairs or alterations are to be made,and upon the refusal or neglect of
the owner,agent, lessee or tenant to comply with said notice within the time stated,
the plumbing inspector shall cause such repairs or alterations to be made and such
nuisance abated and the expense of such work shall be taxed against such property
and become a prior lien thereon;or the inspector may order the premises vacated and
closed to further occupancy until such time as the required repairs or alterations have

than those holding a state plumbing contractor license or pipe layer's license issued by
the city of Waterloo,shall not tap any water or sewer mains,nor install any private
building sewer,water service,private sewage disposal plant or private water system;
nor shall they make any connections,extension, replacement, removals or additions of
any nature to the sanitary plumbing or water supply system or disconnect any fixture
or change the sanitary or water pipe arrangement.
