RESOLUTION SETTING THE DATE OF PUBLIC HEARING
AS AUGUST 3, 2026, FOR THE SALE AND CONVEYANCE
OF 1050 EVERGREEN AVENUE, 520-522 ARCHER AVENUE,
AND 1228 COLUMBIA STREET TO ROCK STAR REAL
ESTATE, LLC IN THE AMOUNT OF $45,000.00, INCLUDING
A DEVELOPMENT AGREEMENT, AND THE CITY
ACQUIRING THREE PARCELS ALONG RANDALL STREET
NEAR 613 RANDALL STREET FROM ROCK STAR REAL
ESTATE, LLC FOR $37,500.00, INCLUDING A PURCHASE
PRICE REIMBURSEMENT PAYMENT OF $15,000.00, AND
AN INFILL GRANT OF $20,000.00 FOR THE REHAB OF THE
TWO SINGLE-FAMILY HOMES AND ONE TWIN HOME,
AND INSTRUCT THE CITY CLERK TO PUBLISH NOTICE.
WHEREAS, the City of Waterloo, Iowa, owns certain real property locally known as
1050 Evergreen Avenue, 520-522 Archer Avenue, and 1228 Columbia Street; and
WHEREAS, Rock Star Real Estate, LLC has proposed to purchase said City -owned
properties from the City of Waterloo in the amount of $45,000.00; and
WHEREAS, the proposed sale and conveyance includes a Development Agreement for
the rehabilitation of two single-family homes and one twin home; and
WHEREAS, as part of the proposed transaction, the City of Waterloo would acquire
three parcels along Randall Street near 613 Randall Street from Rock Star Real Estate, LLC in
the amount of $37,500.00; and
WHEREAS, the proposed transaction further includes a purchase price reimbursement
payment in the amount of $15,000.00 and an infill grant in the amount of $20,000.00 for the
rehabilitation of the two single-family homes and one twin home; and
WHEREAS, the City Council desires to set the date for public hearing on the proposed
sale and conveyance of City -owned real estate, acquisition of real estate, Development
Agreement, purchase price reimbursement payment, infill grant, and related transaction
documents; and
WHEREAS, before proceeding with said sale and conveyance, it is necessary to set a
date for public hearing and direct the City Clerk to publish notice as required by law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. A public hearing be set for August 3, 2026, to receive public comments on the
proposed sale and conveyance of City -owned properties locally known as 1050 Evergreen
Avenue, 520-522 Archer Avenue, and 1228 Columbia Street to Rock Star Real Estate, LLC in
the amount of $45,000.00, including a Development Agreement.
2. The public hearing shall also include consideration of the City's proposed acquisition
of three parcels along Randall Street near 613 Randall Street from Rock Star Real Estate, LLC in
the amount of $37,500.00, together with a purchase price reimbursement payment in the amount

2. The City Clerk is hereby directed to publish notice of said public hearing as required
PASSED AND ADOPTED this 20th day of July 2026.
