Exit passageways.4.Vestibules and areas on the level of discharge used for exit discharge in accordance with Section 1028.1.5. Exterior landings as required by Section 1010.1.6 for exit doorways that lead directly to the exit discharge. Inspector:JEFF SIEBEL-Comments:Install emergency egress lights per code after review by a licensed design professional. FAIL 1010.1.10-Panic and fire exit Doors serving a Group H occupancy and doors serving rooms or spaces with an hardware occupant load of 50 or more in a Group A or E occupancy shall not be provided with a latch or lock other than panic hardware or fire exit hardware. Exceptions: 1.A main exit of a Group A occupancy shall be permitted to be locking in accordance with Section 1010.1.9.3, Item 2.2.Doors serving a Group A or E occupancy shall be permitted to be electromagnetically locked in accordance with Section 1010.1.9.9.Electrical rooms with equipment rated 1,200 amperes or more and over 6 feet(1829 mm)wide,and that contain over-current devices,switching devices or control devices with exit or exit access doors,shall be equipped with panic hardware or fire exit hardware.The doors shall swing in the direction of egress travel. Inspector:JEFF SIEBEL-Comments: Re-install panic hardware on outside exit door from stage area with proper permits and inspections.Remove all other hardware. Exceptions: 1.On doors not required for egress in individual dwelling units or sleeping units.2.Where a pair of doors serves a storage or equipment room,manually operated edge-or surface-mounted bolts are permitted on the inactive leaf.3.Where a pair of doors serves an occupant load of less than 50 persons in a Group B, F or S occupancy, manually operated edge-or surface-mounted bolts are permitted on the inactive leaf.The inactive leaf shall not contain doorknobs, panic bars or similar operating hardware.4.Where a pair of doors serves a Group B,F or S occupancy,manually operated edge-or surface-mounted bolts are permitted on the inactive leaf provided such inactive leaf is not needed to meet egress capacity requirements and the building is equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1.The inactive leaf shall not contain doorknobs,panic bars or similar operating hardware.5.Where a pair of doors serves patient care rooms in Group 1-2 occupancies,self-latching edge-or surface-mounted bolts are permitted on the inactive leaf provided that the inactive leaf is not needed to meet egress capacity requirements and the inactive leaf shall not contain doorknobs, panic bars or similar operating hardware. Inspector:JEFF SIEBEL-Comments:Remove slide bolt from stage exit door. FAIL 102.3-Change of use or Changes shall not be made in the use or occupancy of any structure that would place occupancy the structure in a different division of the same group or occupancy or in a different group of occupancies,unless such structure is made to comply with the requirements of this code and the International Building Code.Subject to the approval of the fire code official,the use or occupancy of an existing structure shall be allowed to be changed and the structure is allowed to be occupied for purposes in other groups without conforming to all of the requirements of this code and the International Building Code for those groups, provided the new or proposed use is less hazardous, based on life and fire risk,than the existing use. Inspector:JEFF SIEBEL-Comments:This building is currently classified as a B or Business occupancy.There is furniture and other indications that the upper level is being utilized as a Church.Owner states that church is only for family members at this time.The use of the building during inspections does not comply with the allowable use of the classification of a business occupancy. Use and occupancy of the building must be reviewed by a licensed design professoinal. Not to be occupied as a church. FAIL 102.4-Application of building The design and construction of new structures shall comply with the International code Building Code,and any alterations,additions,changes in use or changes in structures required by this code,which are within the scope of the International Building Code,shall be made in accordance therewith. Inspector:JEFF SIEBEL-Comments:Numerous modifications have been completed in the building including electrical, plumbing, HVAC as well as concrete stairs in the egress path of the building.All items altered require a permit and inspections obtained from the City of Waterloo Building Department. Building use and occupancy must be reviewed by a licensed design professional before permits may be issued.All electrical,HVAC,,building and plumbing modifications must be removed or brought to code by licensed professional with proper permits and inspections. Printed on 10/21/2020 @ 07:13 Page 2 of 5 STATUS CODE DESCRIPTION FAIL 1031.2-Reliability Required exit accesses,exits and exit discharges shall be continuously maintained free from obstructions or impediments to full instant use in the case of fire or other emergency where the building area served by the means of egress is occupied.An exit or exit passageway shall not be used for any purpose that interferes with a means of egress. Inspector:JEFF SIEBEL-Comments: Remove obstructions.A.from main entry way. B. in exit stair way from the stage to back door and from stairway to balcony.C improper stairs in exit discharge path. FAIL 315.3.2-Means of egress Combustible materials shall not be stored in exits or enclosures for stairways and ramps. Inspector:JEFF SIEBEL-Comments:clear path of obstructions to exit path from stage on upper level. FAIL 604.2.12-Means of egress Emergency power shall be provided for means of egress illumination in accordance illumination with Sections 1008.3 and 1104.5.1. Inspector:JEFF SIEBEL-Comments:provide emergency egress lighting for assembly area and for exit paths. FAIL 604.2.5-Exit signs Emergency power shall be provided for exit signs as required in Section 1013.6.3.The system shall be capable of powering the required load for a duration of not less than 90 minutes. Inspector:JEFF SIEBEL-Comments:Repair exit lights:a.exit light in vestibule. B.inside main exit door.C Directional exit sign pointing wrong way on stage.D.by outside exit door from stage. FAIL 605.1 -Abatement of Identified electrical hazards shall be abated. Identified hazardous electrical conditions electrical hazards in permanent wiring shall be brought to the attention of the responsible code official. Electrical wiring,devices,appliances and other equipment that is modified or damaged and constitutes an electrical shock or fire hazard shall not be used. Inspector:JEFF SIEBEL-Comments:All wiring installed without proper permits and inspections must be removed by a licensed electrician and corrected to Electrical code with proper permits and inspections.A partial list of electrical hazards includes improper use of ground adapters, improperly installed conduit(non-approved materials)use of unapproved wire in conduit per electrical inspector. Printed on 10/21/2020 @ 07:13 Page 3 of 5 r STATUS CODE DESCRIPTION FAIL 605.3-Working space and A working space of not less than 30 inches(762 mm)in width,36 inches(914 mm)in clearance depth and 78 inches(1981 mm)in height shall be provided in front of electrical service equipment.Where the electrical service equipment is wider than 30 inches (762 mm),the working space shall be not less than the width of the equipment. Storage of materials shall not be located within the designated working space. Exceptions: 1.Where other dimensions are required or allowed by NFPA 70.2.Access openings into attics or under-floor areas which provide a minimum clear opening of 22 inches(559 mm)by 30 inches(762 mm). Inspector:JEFF SIEBEL-Comments: Remove multi-plug adapters not being used in conformance of testing. FAIL 605.4-Multiplug adapters Multiplug adapters,such as cube adapters,unfused plug strips or any other device not complying with NFPA 70 shall be prohibited. Inspector:JEFF SIEBEL-Comments:remove multi-plug adapters not being used in conformance of testing. FAIL 605.7-Appliances Electrical appliances and fixtures shall be tested and listed in published reports of inspected electrical equipment by an approved agency and installed and maintained in accordance with all instructions included as part of such listing. Inspector:JEFF SIEBEL-Comments:clothes washer must plug directly into permanent outlet. Remove ground adapter. FAIL 903.3.1 -Standards Sprinkler systems shall be designed and installed in accordance with Section 903.3.1.1,unless otherwise permitted by Sections 903.3.1.2 and 903.3.1.3 and other chapters of this code,as applicable. Inspector:JEFF SIEBEL-Comments:Current use of building may require fire sprinkler. Provide professional design review of the use of the building. FAIL 906.6-Unobstructed and Portable fire extinguishers shall not be obstructed or obscured from view. In rooms unobscured or areas in which visual obstruction cannot be completely avoided, means shall be provided to indicate the locations of extinguishers. I asked if he had anything for us to look at and he stated he was not ready. Did not want us to come.Said could be ready in 2 weeks as he has called Cedar Valley Electric and they have not returned call. Brock Weliver and I stopped and posted a no occupancy sign on 701 W 5th.This building must not be used for gatherings until a professional design review and all life safety measures brought to code.
