Project No.: 19WATWATER002B This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated August 9, 2019, as described below. Bidder shall acknowledge receipt of this Addendum where corresponding information is requested on the Bid Form. Failure to make such acknowledgement may subject the Bidder to disqualification. This Addendum consists of two pages, and the following attached document: 1. Pre-bid Meeting Minutes, dated August 22, 2019. APPLICABLE TO THE PROJECT MANUAL: Item No. 1: The pre-bid meeting minutes, dated August 22, 2019, are hereby incorporated into the project requirements. Item No. 2: Refer to Section 01 56 01 —Temporary Interior Protection. Delete from the Project Manual. Item No. 3: Refer to Section 07 26 04-Self-adhering vapor retarder, Article 1.02, Paragraph E. The following clarification is hereby incorporated into the project requirements: The term "Contractor" used in the paragraph refers to the roofing contractor. Item No. 4: Refer to Section 07 53 23 04 -Adhered EPDM Elastomeric membrane roofing, Article 1.02, Paragraph E. ROOF AND PAVEMENT CONSULTANTS Benchmark INC1 August 22, 2019 City of Waterloo FY2019 Young Arena Roof Replacement Project, Contract No. 998 125 Commercial Street Waterloo, Iowa 50703 Benchmark Project 19WATWATER002B PRE-BID MEETING MINUTES A Pre-bid Meeting was held on Wednesday, August 21, 2018, at the Young Arena—Waterloo, Iowa. Please refer to the attached meeting sign-in sheet for those in attendance. I. Bidding Requirements Were Reviewed: A. Bids are due: August 29, 2019, at 1:00 p.m. CDT. B. Bids must be submitted to the City Clerk of the City of Waterloo, Iowa, at her office in the City Hall, (715 Mulberry St) on the forms included in the Project Specification. C. Bid Security: All bids must be accompanied in a separate envelope by a certified or cashier's check drawn on an Iowa bank, or a bank chartered under the laws of the United States, a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, or bid bond, (on the form furnished by the City) payable to the City of Waterloo, Iowa, in the sum of not less than five percent(5%) of the bid submitted, which certified check, certified share draft or bid bond will be held as security that the Bidder will enter into a Contract for the construction of the work and will furnish the required bonds, and in case the successful Bidder shall fail or refuse to enter into the Contract and furnish the required bonds, his bid security may be retained by said City as agreed upon liquidated damages. If bid bond is used, it must be signed by both the Bidder and the surety or surety's agent. Signature of surety's agent must be supported by accompanying Power of Attorney. D. The Bid Form was discussed: Base Bid: West Mechanical Roof Section as specified. Alternates: See Bid Form and Section 01 23 00-Alternates. Unit Costs: See Bid Form. II. General Conditions Were Reviewed: A. Contract: Was discussed by Travis Nichols. B. Bonds: Performance and Labor and Material Performance Bonds are required. C. Permits: Contractor is required to secure all required permits; local permits will be at no charge. Sale Tax Exempt: Contractors and approved subcontractors will be provided a Sales Tax Exemption Certification to purchase building materials or supplies in the performance of construction contracts let by the City of Waterloo. F. Submittals: Required submittals are listed in Section 01 30 01 - Project Administration, in the Project Manual. III. Warranty Requirements Were Reviewed: A. Contractor: Two-year Warranty (form in Project Manual). B. Manufacturer: 20-year manufacturer's NDL labor and material total system warranty. With an alternate for a 30-year manufacturer's NDL labor and material total system warranty. IV. Project Schedule Was Discussed: A. Project Schedule: Bids Due: August 29 by 1:00 p.m. CDT The work under the proposed contract shall be commenced within ten (10) working days after receipt of"Notice to Proceed". All work associated with Base Bid and Alternate Bids 01, 03, 04, 06, 08, and 09 shall be completed on or before June 15, 2020. If the Owner awards Alternate Bids 02, 05, and/or 07, the associated work shall begin on the specified start date and shall be completed on or before October 15, 2020. The City of Waterloo will be flexible regarding the Ten (10) day commencement start date after receipt of"Notice to Proceed" but the project must be completed by June 15, 2020 for the Base Bid and Alternate Bids 01, 03, 04, 06, 08, and 09; and completed by October 15, 2020 for Alternate Bids 02, 05, and/or 07. Project Manpower: Continuous work/full crew once construction starts. V. The Work Summary Was Reviewed: A. Summary of Work(abbreviated): 1. Tear-off existing roof system components down to the concrete deck. Remove fasteners by backing out or cutting flush with the deck surface. 2. Remove existing flashings and sheet metal components not shown for re- use. 3. Remove obsolete roof curbs indicated on the roof plan by a dashed red line. 4. Repair or replace concrete roof decking as required. 5. Install new wood nailers and plywood as shown on the detail drawings. Install new 2" insulation base layer and 1/8" per foot tapered insulation with a minimum start thickness of 2" at the roof drains and cover board layer as shown on the cross-section detail drawing. All layers adhered with low-rise adhesive. 8. Install an adhered EPDM membrane roof system including associated flashings. 9. Install specified sheet metal components. 10. Install pipe supports. 11. Remove louvers and paint steel support beams and framing. 12. Remove steel doors and framing and infill with CMU block. 13. Replace mechanical equipment. B. Ensure roofs are maintained in a watertight condition when not on site. C. The roof plan and detail drawings were brought up for discussion, and no questions/concerns were posed. Nathan Kurtz discussed the INVISION documents and Sam Heithoff discussed the Modus documents. Bidders are responsible for the identification/verification of all existing conditions. Benchmark shared its findings relative to the existing roof assemblies presently in place: West and East Roof Sections: • 60-mil Ethylene Propylene Diene Monomer (EPDM) membrane, adhered. • 1/2"wood fiber board, mechanically fastened. • Tapered polyisocyanurate insulation, loose laid (1/2" start thickness). • 1-1/2"flat stock polyisocyanurate insulation, loose laid (base layer). • Concrete deck. Approximate roof height: 16' VI. Security/Temporary Facilities/Safety Were Reviewed: A. Safety: Safety is of highest priority on this project. All City of Waterloo and OSHA Requirements shall be strictly followed. The contractor's pre-job safety assessment/plan is a required submittal prior to project start. B. Security: 1. Access to the roof will be by portable ladder. 2. Access to the interior is to be kept to the minimum required to perform required tasks. Security of material and equipment stored on the ground or the roof is the responsibility of the contractor. C. Temporary services/facilities 1. Toilet facilities to be provided by the contractor. 2. Electrical power greater than 110 volts to be provided by the contractor. Building outlets can be used. VII. Special Project Requirements A. Staging and Access Areas were discussed. Material and equipment can be staged in the south parking lot, close to the sections being worked, do not block entries to the parking lot or to the building. Roof access is limited, street might be required, this will be the responsibility of the contractor to quaternate with the City. B. Roof protection was discussed. The new roof system must be protected. C. No interior protection will be required. Section 01 56 01 -Temporary Interior Protection will be deleted by addendum. D. Work days/hours were discussed. Work may occur Monday through Friday, 6:00 a.m. to 6:00 p.m. if weekdays are lost due to weather, weekend work will be allowed with advanced notice. E. Rain Day Activities: Once the job is started, the contractor will check the job site on all rain days. F. Only professional worker conduct is expected. VIII. Rooftop Visit A. All roof areas were walked or viewed. B. Questions during and after the rooftop visit: 1. Does the Steel framing that is being encapsulated by the new roof system need to be coated/painted?Yes, refer to INVISION Detail 9, Sheet A1.10. 2. Would you be opposed to having a General Contractor or two get involved that we could submit a roofing price to? Travis Nichols, City of Waterloo, stated it would be acceptable for a General Contractor to bid the project. C. A cursory inspection of the interior areas was made. D. Access/staging locations were viewed and discussed.
