EXECUTIVE SUMMARY
The city of Waterloo is the sixth largest city in Iowa and is located on the Cedar River in northeastern
Iowa. The City is protected from flooding by the Cedar River via a system of levees and walls that are
approximately 20 miles long. In locations where a sanitary sewer crosses the levee or wall system, a
gatewell or valve well is located on the sewer such that the gate or valve can be closed if there is a failure
in the sanitary pipe on the wet side of the line of protection (levee or wall). In a recent inspection, the
Army Corps of Engineers (ACOE) found that a majority of these gates and valves were nonfunctional.
The purpose of the project is to repair these crossings such that the sanitary lines can be blocked in case
of pipe failure during a flood.
The purpose and scope of the project is as follows:
1. Repair the concrete tops and hatches and install new gates in 25 gatewell locations.
2. Install new valve wells to replace existing valve wells in 2 locations. Replace a valve well with a
gatewell in one location.
_ 3. Install 1,246 LF of 8-inch sewer and 147 LF of 12-inch sewer in the areas between West 6th
Street and West 11th Street to consolidate the sanitary sewer and install two new gatewells.
4. Check for operability of three gatewells and repair, if needed.
Since the repairs are required by the ACOE, no other alternatives were considered viable.
The cost for making these improvements is approximately $3.11 million.
An environmental review of areas where excavation will take place to consolidate crossings or where new
valve wells are to be installed will be required. Permits from the ACOE and the IDNR Flood Plain sections
will be obtained where the levee/wall system will be disturbed.
The project is anticipated to begin construction in summer of 2018, with anticipated completion in the fall
of 2019.

INTRODUCTION
PURPOSE
The city of Waterloo operates a wastewater collection system that is comprised of approximately
400 miles of sanitary sewers; 9,300 sanitary manholes; 46,240 LF of force mains; and 26 lift stations.
The flows collected are treated at the City's Water Pollution Control Facility under National Pollutant
Discharge Elimination System (NPDES) Permit No. 0790001. The collection system and the treatment
plant are operated by the City's Waste Management Services Department. The Cedar River runs through
the City, dividing the City into East and West halves. There is a system of levees and walls on both sides
of the river to protect the City against flooding. The wastewater treatment plant is located in the
southeastern portion of the City and is completely encapsulated by the levee system. The levee system
was installed in the 1960s by the Army Corps of Engineers. There are approximately 20 miles of levees
and walls protecting the City. In locations where a sanitary sewer crosses the levee system, a gatewell or
valve well is located on the sewer such that the gate or valve can be closed if there is a failure in the pipe
on the wet side of the line of protection.
As part of the Flood Control and Coastal Emergencies, Rehabilitation and Inspection Program, the ACOE
inspects the levee system and provides a description of deficiencies that need to be rectified for the City
to stay in compliance with the program. During the inspections conducted in 2016, the ACOE indicated
that the sanitary gatewells and valve wells present along the levee system had gates and valves that
were nonfunctional. In order for the levee to stay in compliance with the program, the City must repair
these gatewells and valve wells. In order to keep the levees under compliance while the improvements
take place, the City has entered into the System Wide Improvement Framework (SWIF) with the ACOE.
Details of the SWIF can be found in Appendix 5.
In a majority of the cases, the gatewells and valve wells are known to be nonfunctional. The purpose of
this project is to replace gates and valves with new functional equipment and, in one case, consolidate
the sewer system to reduce the number of sanitary sewer levee crossings and install a new gatewell at
the crossing. In three instances, the gatewells were installed in the recent past; in these cases, the
gatewells will be checked for operability and repaired, if needed.
SCOPE
The scope of the project is as follows:
1. Repair the concrete tops and hatches and install new Fiber Reinforced Plastic (FRP) gates in 25
gatewells (Figure 2, Appendix 1 shows details of this typical repair).
2. Install new valve wells to replace existing valve wells in two locations. Replace one valve well
with a gatewell in one location.
3. Install 1,246 LF of 8-inch sewer and 147 LF of 12-inch sewer in the areas between West 6th
Street and West 11th Street to consolidate the sewer and install two new gatewells.
4. Check for operability of three gatewells and repair, if needed.

PLANNING PERIOD
Since wastewater equipment projects are typically intended to have a 20-year design life, the planning
period for the improvements will be 20 years, for a design year of 2038.
POPULATION
The population of the City of Waterloo has grown from 4,337 in 1870 to 68,364 in 2014. Figure 1 below
shows the population trends for the City of Waterloo.

As can be seen from the figure above, the population of Waterloo has either decreased or stayed stable
since 1980. Given the population trends and the level of development in the service areas, future flows
are not anticipated to rise significantly when compared with current flows. No change in flows is
anticipated as part of this project.
EXISTING CONDITIONS
As mentioned previously, a majority of the existing gates and valves are nonfunctional. Where the
gatewells are newer, they will be checked for operability and repaired as needed. Table 1 lists the
various valve wells and gatewells and details the proposed repairs.

ALTERNATIVES
The repair of the gatewells and valve wells is required for the levee system to stay in compliance. The
terms of the SWIF (see Appendix 5) require the City to repair these crossings. Repairing of the
infrastructure via replacement of equipment is therefore the sole alternative for this project. Figure 2 in
Appendix 1 shows the typical manner in which a gatewell will be repaired.
DESIGN CRITERIA
Figure 1 in the appendix shows the locations where the sanitary sewer crosses the line of protection and
a gatewell or valve well is present. The figure references the stages that the ACOE used during the
original construction of the levee system. Each location is named based on the stage it is located in. In
general, where gates are to be replaced, they will be replaced with FRP gates; the existing gates are cast
iron gates. The City has had success with FRP gates on their storm water gatewells and are familiar with
the operation of the gatewells. Furthermore, having similar gatewells as the storm system will provide
uniformity and lead to ease of operation. Table 1 below details the specifics of each location in a tabular
format.

The following discussion details the improvements that will be made at each location. The proposed gate
sizing is preliminary; actual sizing, along with seating and unseating heads, will be determined during
design.
1. Stage 5A
a. Gatewell 5A-1: This gatewell is located at the intersection of Broadway Street and the
levee in the north portion of town on the east side of Broadway Street on a 12-inch
sanitary sewer. See Drawing 12 for the location of the gatewell. See Appendix 3 for
pictures. This gatewell was installed recently (2014) and contains an FRP gate. The
contractor would be required to exercise the gate and check for operability. If the gate is
functional, no changes will be made to this gatewell, any improvements to be made will
be determined in the field after the operability check. Drawing 12 in Appendix 2 also
shows another line crossing the levee west of Broadway Street. No development
planned north of the levee in this area; therefore, if this line exists as shown, it will be
plugged under the levee and a new manhole will be installed on the dry side of the levee.
b. Gatewell 5A-2: This gatewell is located west of the intersection of Oakland Avenue and
Longfellow Avenue on an 8-inch sanitary sewer. The gate, stem, stem guides, pedestal
and actuator for this gatewell will be replaced with new equipment and hardware. The
new gate will be a 12-inch FRP gate. A new concrete top with a new aluminum hatch
and guardrail will also be installed as part of the improvements. See Drawing 11 in
Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
c. Gatewell 5A-3: This gatewell is located west of the Waterloo Bucks Baseball Fields
(south of the levee and the intersection of Avon Avenue and Conger Street) on a 6-inch
sanitary line. The gate, stem, stem guides, pedestal and actuator for this gatewell will be
replaced with new equipment and hardware. The new gate will be a 12-in FRP gate. A
new concrete top with a new aluminum hatch and guardrail will also be installed as part
of the improvements. See Drawing 11 in Appendix 2 for the location of the gatewell, and
Appendix 3 for pictures.
d. Gatewell 5A-4: This gatewell is located at the intersection of the levee and WCF&N Drive
on a 12-inch sanitary line. The gate, stem, stem guides, pedestal and actuator for this
gatewell will be replaced with new equipment and hardware. The new gate will be a 24-
inch FRP gate. A new concrete top with a new aluminum hatch and guardrail will also be
installed as part of the improvements. See Drawing 12 in Appendix 2 for the location of
_ the gatewell, and Appendix 3 for pictures.
2. Stage 5C
-- a. Valve Well 5C-1: This valve well is located west of the western end of Lindale Avenue.
See Drawing 11 for the location of the valve well. See Appendix 3 for pictures. This
valve well contains a valve on a 10-inch sanitary line. The current valve is inoperable.
The existing valve well will be abandoned and the 10-inch sanitary line will be routed
through a new gatewell in the same location with a standard FRP slide gate. The new
gatewell will be 60 inches in diameter and have a 12-inch gate. See Drawing 11 in
Appendix 2 for the location of the valve well.

3. Stage 1
a. Gatewell 1-1: This gatewell is located on the levee north of Black Hawk Creek and just
east of Ansborough Avenue on a 36-inch sanitary sewer. See Drawing 14 for the
location of the gatewell. See Appendix 3 for pictures. This gatewell was installed
recently (2004) and contains an FRP gate. The contractor would be required to exercise

the gate and check for operability. Repairs will only be made if there are concerns with
operability. See Drawing 14 in Appendix 2 for the location of the gatewell, and
Appendix 3 for pictures.
b. Gatewell 1-2: This gatewell is located on the levee north of Black Hawk Creek and just
west of Falls Avenue on a 36-inch sanitary sewer. The gate, stem, stem guides, pedestal
and actuator for this gatewell will be replaced with new equipment and hardware. The
new gate will be a 48-inch FRP gate. A new concrete top with a new aluminum hatch
and guardrail will also be installed as part of the improvements. See Drawing 13 in
Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
_ c. Structure 1-3: Structure 1-3 is on a 12-inch force main that runs from the Cattle
Congress Lift Station to the collection system on the west side of the river. The force
main is supported by the Conger Street bridge as it goes across. This structure contains
a 12-inch Tee. The structure is a precast manhole; the top most section of the manhole
appears to be in disrepair and the casting has disconnected from the section. A new top
section and casting will be installed as part of the project. See Drawing 11 in Appendix 2
for the location of the structure, and Appendix 3 for pictures.
4. Stage 3A
a. Valve well 3A-1: This gatewell is located on the levee south of Black Hawk Creek and
just east of Ansborough Avenue on a 36-inch sanitary sewer. See Drawing 14 for the
location of the gatewell. See Appendix 3 for pictures. This gatewell was installed
recently (2004) and contains an FRP gate. The contractor would be required to exercise
the gate and check for operability. Repairs will only be made if there are concerns with
operability. See Drawing 14 in Appendix 2 for the location of the gatewell, and
Appendix 3 for pictures.
b. Gatewell 3A-2: This gatewell is located on the levee south of Black Hawk Creek and just
west of Falls Avenue on a 36-inch sanitary sewer. The gate, stem, stem guides, pedestal
and actuator for this gatewell will be replaced with new equipment and hardware. The
new gate will be a 48-inch FRP gate. A new concrete top with a new aluminum hatch
and guardrail will also be installed as part of the improvements. See Drawing 13 in
Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
5. Stage 3E
a. Valve Wells 3E-1,2,4,5 and 6: These valve wells are located between West 6th Street
and West 11th Street on multiple small diameter pipes that cross the levee and discharge
into the west side interceptor that runs south along the levee to the wastewater treatment
plant. This project will consolidate these lines into one line and install new gatewells on
the consolidated line both on the dry and wet sides of the levee. A plan indicating the
proposed piping and gatewells can be found in Appendix 4. See Appendix 3 for pictures
of some of these valve wells. As can be seen in the figure in Appendix 4, a new 8-inch
line will consolidate 3E-1, 3E-2 and 3E-4 from the west into a new gatewell just west of
— West 10th Street. Another 8-inch line will run from 3E-6 southwest to discharge into the
same gatewell. A new 12-inch line will then carry this flow from this gatewell to the west
side interceptor running on the wet side of the levee. Another new gatewell will be
located at this location as well.
b. Gatewell 3E-3: This gatewell is on the west levee at 6th Street on a 48-inch sanitary pipe.
The gate, stem, stem guides, pedestal and actuator for this gatewell will be replaced with
new equipment and hardware. The new gate will be a 60-inch FRP gate. A new

concrete top with a new aluminum hatch and guardrail will also be installed as part of the
improvements. See Drawing 10 in Appendix 2 for the location of the gatewell, and
Appendix 3 for pictures.
_ c. Gatewell 3E-7: This gatewell is on the west levee at 11th Street on a 12-inch sanitary
pipe. The gate, stem, stem guides, pedestal and actuator for this gatewell will be
replaced with new equipment and hardware. The new gate will be a 24-inch FRP gate.
A new concrete top with a new aluminum hatch and guardrail will also be installed as part
-- of the improvements. See Drawing 10 in Appendix 2 for the location of the gatewell, and
Appendix 3 for pictures.
6. Stage 5F
a. Gatewell 5F-1: This gatewell is located on the east levee southwest of Nevada Street on
a 36-inch sanitary sewer. The gate, stem, stem guides, pedestal and actuator for this
gatewell will be replaced with new equipment and hardware. The new gate will be a 48-
inch FRP gate. Since this gatewell is contiguous with a storm gatewell, a structural
evaluation will be completed to determine how best to replace the hatch and gate. See
Drawing 8 in Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
b. Gatewell 5F-2: This gatewell is located on the east levee, southwest between Vinton and
Nevada Streets on the 54-inch east side interceptor. The gate, stem, stem guides,
pedestal and actuator for this gatewell will be replaced with new equipment and
hardware. The new gate will be a 66-inch FRP gate. A new concrete top with a new
aluminum hatch and guardrail will also be installed as part of the improvements. See
Drawing 8 in Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
c. Gatewell 5F-3: This gatewell is located on the east levee, southwest of East 10th Street
on a 30-inch sanitary line. The gate, stem, stem guides, pedestal and actuator for this
-- gatewell will be replaced with new equipment and hardware. The new gate will be a 42-
inch FRP gate. A new concrete top with a new aluminum hatch and guardrail will also be
installed as part of the improvements. See Drawing 10 in Appendix 2 for the location of
the gatewell, and Appendix 3 for pictures.
d. Gatewell 5F-4: This gatewell is located on the east levee, southwest of East 9th Street on
an 18-inch sanitary line. The gate, stem, stem guides, pedestal and actuator for this
gatewell will be replaced with new equipment and hardware. The new gate will be a 24-
inch FRP gate. A new concrete top with a new aluminum hatch and guardrail will also be
installed as part of the improvements. See Drawing 10 in Appendix 2 for the location of
the gatewell, and Appendix 3 for pictures.
e. Gatewell 5F-5: This gate is located in an abandoned lift station on 7th Street on the 48-
inch east side interceptor. Appendix 3 shows a picture of the exterior of the lift station.
AECOM will work with the ACOE and the IDNR to determine how best to reestablish a
gate for isolation at this location. Potential options include installation of a new gate in
the existing station or installing a new gatewell at the line of protection.
f. Valve Well 5F-6: This valve well is located on the east levee, southwest between
Durham and Nevada Streets on an 8-inch sanitary line. The City will determine if this line
is still active. A new 60-inch manhole with a new valve will be installed at this location if it
is determined that this line is still active. See Drawing 8 in Appendix 2 for the location of
the gatewell, and Appendix 3 for pictures.

g. Gatewell 5F-7: This gatewell is located on the east floodwall, southwest between Elm
and 11th Streets on the 54-inch east side interceptor. The gate, stern, stem guides,
pedestal and actuator for this gatewell will be replaced with new equipment and
hardware. The new gate will be a 66-inch FRP gate. A new hatch wi I be installed as
part of the improvements. It may not be possible to remove the concrete top off
completely as the gatewell is integral to the floodwall. AECOM will work with ACOE and
IDNR to determine the best way to perform these repairs. See Drawing 9 in Appendix 2

7. Stage 3D
a. Valve Well 3D-1: This valve is located in Vinton Street at the intersection of the levee
and Vinton Street. A new 60-inch manhole with a valve inside will replace this valve.
See Drawing 6 in Appendix 2 for the location of the valve, and Appendix 3 for the
pictures.
b. Gatewell 3D-2: This gatewell is located on the west levee between Hawthorne Avenue
and Mitchell Avenue on a 60-inch sanitary pipe. The gate, stem, stem guides, pedestal
and actuator for this gatewell will be replaced with new equipment and hardware. The
new gate will be a 72-inch FRP gate. A new concrete top with a new aluminum hatch
and guardrail will also be installed as part of the improvements. See Drawing 6 in
Appendix 2 for the location of the gatewell, and Appendix 3 for pictures.
c. Gatewell 3D-3: This gatewell is located on the west levee east of Paper Mill Street on a
48-inch sanitary pipe. The gate, stem, stem guides, pedestal and actuator for this
gatewell will be replaced with new equipment and hardware. The new gate will be a 60-
- inch FRP gate. A new concrete top with a new aluminum hatch and guardrail will also be
installed as part of the improvements. See Drawing 8 for the location of the gatewell, and
Appendix 3 for pictures.
d. Gatewell 3D-4: This gatewell is located on the west floodwall at 18th Street on a 48-inch
sanitary pipe. The gate, stem, stem guides, pedestal and actuator for this gatewell will be
replaced with new equipment and hardware. The new gate will be a 60-inch FRP gate.
A new concrete top with a new aluminum hatch and guardrail will also be installed as part
of the improvements. If it is not possible to install a new concrete top, the hatch opening
will be widened to pour a new hatch, and a new pedestal will replace the existing
pedestal. See Drawing 8 for the location of the gatewell, and Appendix 3 for pictures.
e. Gatewell 3D-5: This gatewell is located on the west levee east of West 13th Street on a
36-inch sanitary pipe. The gate, stem, stem guides, pedestal and actuator for this
gatewell will be replaced with new equipment and hardware. The new gate will be a 48-
inch FRP gate. A new concrete top with a new aluminum hatch and guardrail will also be
installed as part of the improvements. See Drawing 9 in Appendix 2 for the location of
the gatewell, and Appendix 3 for pictures.

check for degree of corrosion. An action plan will be developed to ensure that the gate
associated with the line is made functional. This may include replacing the existing
gatewell with a new gatewell at the same location (if the concrete is corroded) or

across the river to the west. The sanitary line is a 42-inch line. The gate, stem, stem
guides, pedestal and actuator for this gatewell will be replaced with new equipment and
hardware. The new gate will be a 54-inch FRP gate. A new concrete top with a new
aluminum hatch and guardrail will also be installed as part of the improvements. See

c. Gatewell 5D-3: This gatewell is located west of Gatewell 5D-2. The sanitary line flowing

new gate will be a 30-inch FRP gate. A new concrete top with a new aluminum hatch

9. Stage 3C
a. Gatewell 3C-1: This gatewell is located on the influent pipe of the domestic wastewater
coming into the plant; this line is 60 inches. The gate, stem, stem guides, pedestal and
actuator for this gatewell will be replaced with new equipment and hardware. The new
gate will be a 72-inch FRP gate. Since this gatewell is contiguous with another gatewell,
a structural evaluation will be completed to determine how best to replace the hatch and
gate. See Drawing 5 in Appendix 2 for the location of the gatewell, and Appendix 3 for
pictures.
b. Gatewell 3C-2: This gatewell is located on the influent pipe of the industrial wastewater
coming into the plant; this line is 36 inches. This wastewater is typically very corrosive;
the gatewell was not opened during inspections. During the construction, the gatewell

installed as part of the improvements. See Drawing 5 in Appendix 2 for the location of
the gatewell, and Appendix 3 for pictures. In addition to these lines on the levee
protecting the wastewater treatment plant, there is an old (not currently in operation)
sludge line that is now defunct and leaves the plant through the northeastern portion of
the levee. During construction, this line will be located (if present) and plugged if found.
Significant bypass pumping may be required during the installation of the gatewells. Details for bypass
pumping will be incorporated during the design phase of the project.
ENVIRONMENTAL ASSESSMENT AND PERMITTING
The project will require coordination with various regulatory agencies during design and construction.
Given that the project will involve alterations and work to an existing USACE levee, a Corps Section 408
review and approval will be required prior to construction. Along with the Section 408 review, a
"— Section 404 review will also be needed if wetlands are present.
The Iowa DNR will also likely need to be contacted and coordinated with during the design phase.
However, given that the majority of the work will be on the dry side of the levee and underground, an Iowa
DNR Flood Plain Permit will likely not be required and a local Flood Plain Permit will suffice. Iowa DNR
Sovereign Lands section will also need to be contacted since the work is along the Cedar River.
In addition to these permits, a Wastewater Construction Permit from the IDNR will also be required.
A vast majority of this project will not lead any environmental impact. The improvements will be made to
the gatewells within the structures. In the following locations, the project may lead to earth being
disturbed:
1. On the west side of the levee between West 6th Street and West 11th Street. As mentioned
previously, new sewer will be installed in this area and multiple crossings will be consolidated into
` one crossing. Environmental review of this area will likely be required. Permitting for building
new gatewells will also be required.
2. At the location of Valve Wells 5F-6, 5C-1 and 3D-1, new 60-inch manholes will be installed and
new gates or valves will be installed within these manholes. Excavation for the installation of the
manhole will be required.
—' 3. At the location of 5F-5 where the sewer runs through an existing abandoned station, it is possible
that a new gate within the station will be feasible. If this is not a feasible solution, a new 6x6
gatewell may be required.
4. At the location of 5D-1, a new gatewell may be required to replace the existing gatewell through
which the industrial waste flows.
The City will likely request an environmental review of the above mentioned areas from the IDNR.

ECONOMIC CONDITIONS AND FINANCING
According to the US Census Bureau, the median household income for Waterloo, Iowa, is $41,461, with
per capita income at$22,628 (2014 dollars).
The current sewer system has approximately 70,000 connections. The collection system is funded via
use fees established by the City of Waterloo City Council. The current rates for typical non-industrial
users are based on water meter readings and were adopted in July 2015. Prior to adopting these rates,
$11.1 million were generated in FY 2014. This includes fees paid by Tyson and Twin City Tanneries, the
two major industrial loads. The new rates are anticipated to generate approximately $1.5 million in
additional funds for the Waste Management Services budget.
There are multiple options that may be used for funding the project. These include, but are not limited to,
General Obligation (GO) Bonds, Sewer Revenue Bonds, United States Department of Agriculture
(USDA), Community Development Block Grant (CDBG), Special Assessments, and the Clean Water
State Revolving Fund (CWSRF).
The City is in the process of developing an application to apply for the CWSRF loan; this facility plan will
be part of that application. The CWSRF is a loan program administered by the Iowa Finance Authority
and the Iowa Department of Natural Resources (IDNR). CWSRF loan funds can be used by
municipalities and sanitary districts to finance the design and construction of publicly owned wastewater
treatment and conveyance improvements. The CWSRF offers low interest loans (currently at 1.75%).
The loans are similar to revenue bonding since user charge revenues are normally used to secure the
loan. In addition to the interest, the loans have an initiation fee of 1% of the loan agreement amount and
a servicing fee of 0.25% of the outstanding loan principle. Each loan must be secured by a Bond to
assure parity with other local debt. This Bond can be either a Revenue Bond or GO Bond. For revenue-
secured loans, the coverage requirement is 110% of the amount needed for debt. The improvements will
likely be funded in the long term (SRF loan installments) using the Waste Management Services budget.
At this time, the city has budgeted approximately $3.5 million for this project, which includes engineering,
construction-related engineering services and contingencies.
RECOMMENDATIONS
Based on the analysis provided here and the requirements of the SWIF, it is recommended that the City
proceed with the design and construction of these improvements.
IMPLEMENTATION SCHEDULE
The project is scheduled to begin in the summer of 2018; and construction is anticipated to be completed
by late fall of 2019.

2. This memorandum approves the LOI submitted by the City of Waterloo, Black Hawk
County, IA, to develop a SWIF for Waterloo and Evansdale Levee Systems.
References 1.a. and 1.b. define the USACE policy for submitting a LOI and the Interim
Public Law (P.L.) 84-99 eligibility criteria respectively. References 1.c., 1.d., and 1.e.
meet the policy requirements.
3. Temporary rehabilitation eligibility under P.L. 84-99 is granted for a two-year period
from the date of this memorandum to provide time for the sponsor to prepare a plan.
The temporary rehabilitation eligibility applies to the levee systems identified in
reference 1.d., and shown below. Further extension of rehabilitation eligibility beyond
the two year SWIF development period will be dependent on approval and
implementation of the SWIF.

4. The District Commander is responsible for reviewing the sponsor's progress for
development of the SWIF to ensure the SWIF contains all elements required by
reference 1.a. and the commitments made in the LOI with particular focus on (1)
implementation of IRRM during SWIF development including risk communications with
the population at risk, (2) deficiency risk ranking with consideration for reference 1.b.
interim eligibility criteria; and (3) development of an IRRM plan as part of the SWIF in
accordance with reference 1.e. After the first year, if progress is deemed unsatisfactory,
the District Commander will recommend through Mississippi Valley Division (MVD) to
the Director of Contingency Operations and Homeland Security either that the levee
sponsor is no longer eligible for P.L. 84-99 rehabilitation assistance, or justify why _
continued eligibility is warranted. The Rock Island District Emergency Manager remains
responsible for ensuring coordination with the MVD Flood Risk, Levee Safety, and P.L.
84-99 Program Managers, and for ensuring that the levee systems identified in _
paragraph 3. above continue to comply with reference 1.a.

flood risk reduction by correcting deficiencies that are complex to correct.
Specifically,the attachment includes the following detailed information: 1) levee system(s)
identification; 2) a description of deficiencies with a justification of how the SWIF will improve and
optimize overall flood risk reduction; 3) demonstration of funding commitments;4) interim risk
-- reduction measures; 5) interagency collaboration; and 6) anticipated permit requirements.

The City of Waterloo is requesting approval of the System-wide Improvement Framework
(SWIF)Letter of Intent(LOI) for continued rehabilitation eligibility for the following:

under P.L. 84-99 while developing a system-wide improvement framework(SWIF). This
attachment describes unacceptable deficiencies in the levee system and/or system-wide issues
that will be addressed under the SWIF, and justifies how a system-wide approach will optimize flood risk reduction(i.e.,will correct deficiencies in a manner that provides the largest flood risk
reduction in the most efficient and economical manner.)
All of the levees listed above are Federal Levees and locally maintained by the City of Waterloo.
The"Unacceptable" deficiencies are described below in Paragraph 2,"Description of —
Deficiencies and Proposal for Using the SWIF Approach," and have resulted in the levee
systems being put on"inactive"status in the USACE P.L. 84-99 Program. As such,the systems
listed above are currently ineligible for federal funding for repairs if they are damaged during a —
flood event. The City of Waterloo, IA is seeking conditional reinstatement of P.L. 84-99
eligibility by developing and executing a SWIF plan to correct complex deficiencies.
Since the most recent routine inspection dated October 21 and 22, 2015,the levee sponsor has
made progress toward correcting identified deficiencies, including:
Completion of televising all storm and sanitary sewer pipes penetrations within the levee. —
Completing two contracts for vegetation removal along Black Hawk Creek.
Another contract is under design for more vegetation removal.
Started construction on four, storm sewer sluice gate replacements. '—
Maps of items for general maintenance, based on the 2015 routine Inspection, have been sent to
various City departments for correction by May 1, 2017.
General plan information and planning level costs determined for replacing the 43sanitary —
gatewells/valvewells that are currently inoperable.
Other deficiencies rated"unacceptable" are more complex to correct and involve interagency —
collaboration. These deficiencies and/or system-wide issues include improvements to multiple

levee segments, IDNR and USACE review and permitting and the City of Waterloo is seeking to
use a SWIF approach to resolve these"unacceptable" items and restore the levee to current
USACE operation and maintenance standards.
The City of Waterloo is anticipating the replacement of all sanitary sewer sluice gates to take
four years. This would include design,permitting and construction.

WTL1 include about 2.3 miles of clay levee along the Cedar River and about 2.6 miles of clay
levee along Black Hawk Creek. The upstream tie to high ground along the Cedar River is at
Rainbow Drive. The upstream tie along Black Hawk Creek is near Huntington Road and the
westerly city limits. The existing levee along Black Hawk Creek was raised and strengthened.
Closure structures were installed at Westfield Avenue and Fletcher Avenue. Interior drainage
includes a ponding area and numerous pump stations. The Forrester Ave pump station has a
12,500 g.p.m. capacity. At other locations where storm sewers intersect the levee,they were
extended through the levee and sluice gates were installed for positive closure. Where sanitary
sewers intersect the levee, sluice gates were installed for backflow.prevention. Sandbag closures _
were also constructed at various locations in this unit. Construction was completed on this
section in 1982. The City has constructed the following pump stations to reduce interior ponding
after the 2008 flood: The Cattle Congress pump station has a 12,600 g.p.m. capacity and is not _,

WTL2 RDB Black Hawk Creek,RDB Cedar River. Flood risk management works for WTL2
include about 2.5 miles of earthen levees along the Black Hawk Creek, about 2.4 miles of
earthen levees along the Cedar River and about 1 mile of flood walls. The tie to high ground
along Black Hawk Creek is at the Sergeant Road Trail embankment upstream from Movilla
Street. The downstream tie to high ground is west of the railroad tracks at the intersection of
Sheffield Avenue and Easton Avenue. Interior drainage includes numerous pump stations and
ponding areas. The existing pump station at the foot of West Sixth Street was enlarged to
103,000 g.p.m.. A new pump station at West 15th Street has a 9,900 g.p.m. capacity. The
Hawthorne Avenue pump station has a capacity of 27,000 g.p.m.. At other locations where
, storm sewers intersect the levee, they were extended through the levee and sluice gates were
installed for positive closure. Where sanitary sewers intersect the levee, sluice gates were
installed for backflow prevention. Sandbag closures were also constructed at various locations in
," this unit. Construction was completed on this section in 1982. The City has constructed the

River Road with a capacity of 69,000 g.p.m.. The Commercial Street pump station replaced the

WTL3 Waterloo Sewage Treatment Plant Levee. The Waterloo sewage treatment plant is
located in the Cedar River flood plain on the right descending bank of the Cedar River,
downstream of the City. A ring levee was provided around this facility with the access roads b..
ramped over the levee. The effluent pumps have a capacity of 48,000 g.p.m.. Construction was
completed on this section in 1982.
The leveed area contains the sanitary sewer treatment plant for the City of Waterloo. The

WTL4 LDB Cedar River. Flood risk management works for WTL4 include about 5 miles of
— earthen levees and about 1 mile of flood walls. The upstream tie to high ground for WTL4 is
north of Broadway Street and east of WCF&N Drive. The project ties into the Evansdale
Section 205 project at the downstream city limit on the left descending bank of the Cedar River.
Waterloo and Evansdale represent a continuous urbanized development on the Cedar River. The
project provides a continuous line of protection for both cities with the city limits dividing the
projects. This is the least costly and best arrangement for the two cities. Closure structures are
-.4 at four locations: at Park Avenue; 6th Street Railroad Bridge;Eleventh Street and Eighteenth
Street. Interior drainage improvements in WTL4 include ponding areas and pump stations. At
the mouth of Virden Creek, a pump station was built that has a 135,000 g.p.m. capacity. The
'"" original pump station at the foot of Seventh Street was enlarged to 70,000 g.p.m. capacity. The
t E 1st Street pump station has a capacity of 3,300 g.p.m.. The capacity of the E 9th Street Station
is 12,000 g.p.m.. Construction was completed on this section in 1982. The City has constructed
the following pump stations to reduce interior ponding after the 2008 flood: The Vinton Street
pump Station has a capacity of 4,000 g.p.m. and is not part of the system for PL-84-99 repairs.
The Blowers Creek pump Station has a capacity of 156,000 and is not part of the system for PL-
- 84-99 repairs. The Cedar Bend pump Station has a capacity of 58,000 g.p.m. and is not part of
the system for PL-84-99 repairs.

1 Interior drainage Sluice/Slide gates on the sanitary sewer system are in inoperable. This will
require removing and replacing all of the sluice/slide gates inside of the existing gatewell
structures. There are also gate valves on the sanitary sewer system that will require excavation

through the levee, removal of the gate valve, installation of a new gatewell structure and sluice
gate.
There are 43 sanitary gatewells and gate valves throughout all segments of the system. Since some of these gates will need to be replaced on large sanitary sewer interceptors that feed into
the treatment plant, precautions will need to be taken to allow for bypass pumping of raw
sewage around the structures.
The City of Waterloo has preliminarily divided the system into three areas for the purposes of the
sluice gate/gate valve replacements. —
Group 1 would comprise all of the RDB Cedar River/LDB Black Hawk Creek(#5105920001),
the RDB of Black Hawk Creek(#510592002) and the northern one-half of the LDB Cedar River
(#5105920003). This group was determined to be the quickest to develop as they are all just
sluice gate replacements and are mainly smaller sewer lines.
Group 2 would comprise the southern one-half of the LDB Cedar River (#510592003) and all of
the Wastewater Treatment Plant (#510592004). This group will take a little longer to develop as
it includes larger diameter sewers as well as the incoming sewer lines into the treatment plant.
There is some preliminary thoughts that the gates may be able to be rehabilitated rather than
replaced. This decision will be made during the design phase for this group.
Group 3 would compromise the RDB Cedar River (#510592002). This group includes the
sanitary gate valves that will require excavation into the levee and construction of a gatewell
structure and installation of sluice gates as well as the replacement of other sluice gates in the
group. This group will require the most permitting and coordination with USACE and will take
the longest to get to construction.
The City of Waterloo is planning to have the design of Group 2 and Group 3 to be ongoing with
the construction of the previous group in order to compress the timeframe to complete all of the repairs.
Currently there are no endangered species concerns and the City of Waterloo will follow NEPA
policy.
The City of Waterloo levee system is currently accredited per Chapter 44, 65.10 of the Code of —
Federal Regulations. The City of Waterloo has participated in the National Flood Insurance
Program since 1984 and continues to this day. FEMA has been informed of the City of Waterloo
levee system receiving an unacceptable rating based on the 2015 USACE routine inspection.
The most recent routine continuing eligibility inspection report dated October 21 and 22, 2015
rated the Waterloo, IA -LDB Cedar R. (East), Waterloo, IA -RDB Cedar R. /LDB Black Hawk —
Ck(NW), Waterloo, IA - RDB Cedar R. /Black Hawk Ck(SW), Waterloo, IA - W/W Treatment
Plant(South) as unacceptable. The primary factor driving the unacceptable rating is that all of
the sanitary slide/sluice gates and gate valves are inoperable. --

Given the complexity of the deficiency including location, access to structures, number of
ow. structures, bypass pumping of raw sewage and associated corrective actions, such efforts would
be best completed through a SWIF process. The levee sponsor will take a"fix the worst
deficiency first"prioritized approach with the overall goal of correcting all outstanding
deficiencies. Longer term system improvements will be undertaken with the goal of correcting
more complex deficiencies. The SWIF will outline deficiencies to be corrected and other
proposed system improvements; and will include interim risk reduction measures for
unacceptable deficiencies that will be implemented until those deficiencies are corrected.
3.Demonstration of Funding Commitment for SWIF Development and Implementation:
The City of Waterloo will secure all funding necessary for the sanitary sewer sluice gate/valve
gate replacements. The rough estimated cost for just the replacement of the sanitary sewer sluice
gate/valve gate replacements is$3,500,000 and is available from the State of Iowa Revolving
Loan Fund. In Appendix A you will find fact sheets related to the State of Iowa Revolving Loan
Fund. The State Revolving Loan Fund will only be used on the replacement of the sanitary
sewer sluice gate/valve gate replacements.
Most maintenance items are handled in-house by various departments. For example Leisure
Services mows the levees and removes downed trees. Waste Management inspects and
maintains the sluice gates and storm water pump stations. Public Works fills in animal burrows
and repairs rutting. All of the maintenance work completed by these departments are included in
their individual department budgets and are not budgeted separately.
The Engineering Department receives$25,000 per year in general obligation bonds to spray the
riprap along the levee system. This allows for approximately one-half of the system to be
sprayed each year. In addition the Engineering Department has received approximately
$300,000 each year in general obligation bonds from 2013-2016 to remove vegetation along the
toe of the levees. It is anticipated that amount of funding will continue for the next 3 years to
complete the removals on the entire system.
The Engineering Department has received on average$315,000 each year in general obligation
bonds from 2012-2016 to replace leaking storm sewer sluice gates, operators and gatewell
structure tops. It is anticipated that amount of funding will continue for the next four years to
complete the repairs on the entire system.
Corrective actions that have been completed or initiated since the last USACE inspection include
items at a total estimated cost of$3,225,000.00:
Completion of televising of all storm and sanitary sewer pipes penetrations within the levee.
Completing three contracts for vegetation removal.
Another contract is under design for more vegetation removal.
Completed repair and replacement of 20 storm sewer sluice gates, operators and gatewell
structure tops.
Started construction on four storm sewer sluice gate replacements.

4. Interim Risk Reduction Measures:
The City of Waterloo is prepared for flood fighting as shown by the recent September 2016 flood
event that was the second highest flood on record. There was no damage to the levees from this
flood. After the highest recorded flood in 2008, the Corps of Engineers repaired riprap damage
to the levee system at a cost of$300,000.
The only time that these sanitary sewer sluicegates and valves would need to be closed is if there
was a break in the sanitary sewer lines that cross the Cedar River and Black Hawk Creek This
would allow river water to back up into the sanitary sewer system. During high water events,
City personnel are continuously monitoring the levees and the associated storm and sanitary
sewer systems. The risk associated with a sanitary main break requiring the sanitary gatewells
and valvewells to be closed is very low.
The City of Waterloo will implement interim risk reduction measures (IRRM) immediately upon
acceptance of this LOI and continue these measures, as necessary, throughout the development
of the SWIF and completion of the rectification work. Such measures will include:
Maintaining sandbags and sand supply for filling and installation into upstream manholes to act
as a plug. Maintaining an adequate number of portable pumps and hoses to be deployed if
bypass pumping is needed. The City of Waterloo also has a policy in place that if there is a call
for service about a sanitary sewer backup at a property, the City will automatically televise the
sanitary sewer main and check downstream manholes to determine if there is an issue with the ..
sanitary sewer main or it is an issue with the property owner's sanitary sewer service. After
normal business hours, an emergency call man will be brought in to review the situation and
determine the course of action. —
In addition to the above physical measures to be deployed, the Engineering Department has
already conducted a meeting to the full city council and general public to discuss the sanitary
sewer gatewells, the approximate costs and time frame to complete repairs. This public meeting
was re-broadcast on the City of Waterloo cable channel and is available on Youtube.corn and the
City of Waterloo website for viewing. After the public meeting the Waterloo Courier newspaper —
ran a story on this issue.
Once the SWIF is approved, the City of Waterloo will provide a press release to the public —
detailing how a sanitary sewer gatewell affects homeowners, not just during a flood but any time
of year. This press release will he included on the City of Waterloo website during the duration
of the repairs. The City of Waterloo will also provide educational materials and links from —
FEMA.gov, IowaFloodCenter.org, 1owaEMA.com, Floodsmart.gov and BeReadylowa.gov on its

website. The City will also provide a link to the flood insurance rate maps through the FEMA
Map Service Center.
The City will also provide a link to Alert Iowa. Alert Iowa
r (http.•//www.homelandaeeurrty.Iowa,gov/about_IISEMD/alertjowa,htrrrl) is a website where the
public can sign up for message/voice alerts for specific emergencies and it also allows the public
to provide information for special needs people residing at that specific address. The special
needs information is then provided to Black Hawk County Emergency Management which can be
provided to cities for use in evacuations.
The City of Waterloo has already conducted a public hearing with the full City Council to
apprise them of the issues with the sanitary sewer gatewells and valvewells. This public hearing
was conducted on June 13, 2016. Minutes of the meeting and video of the meeting are available
on the City of Waterloo website.
An IRRM plan will be prepared per the USACE ECB 2016-8 dated February 2016.
5.Interagency Collaboration:
The SWIF will be developed in consultation with the Iowa Department of Natural Resources and
USACE. This interagency collaboration will continue as SWIF measures are implemented.
During this time,progress on SWIF milestones will be monitored and evaluated by USACE.
Routine continuing eligibility inspections of the levee system will also be jointly undertaken by
USACE and the City of Waterloo during the SWIF development and implementation timeline.
USACE and the City of Waterloo will coordinate inspections during SWIF development and
implementation to ensure milestones are being met.
The City of Waterloo will also work with the City of Evansdale as our levee system runs from
one city to the other. See attached letter of support from the City of Evansdale.
6. Anticipated State and Federal Permit,Analysis, and Consultation Requirements:
The City of Waterloo is responsible for continued operation, maintenance,repair and
rehabilitation needs on following:
WTL1 Waterloo,IA-RDB Cedar R./LDB Black Hawk Ck(NW)
WTL2 Waterloo,IA -RDB Cedar R. /Black Hawk Ck(SW)
WTL3 Waterloo,IA-W/W Treatment Plant(South)
WTL4 Waterloo,IA-LDB Cedar R. (East)
_ Special permitting may be required by the City of Waterloo to perform these activities to ensure
operational adequacy of the levee systems.
In general,rectification work will involve:
The replacement of sluice/slide gates in sanitary gatewell structures and removal of gate valves
and replacement with gatewell structures on sanitary sewers.

The following environmental permits are anticipated for the project:
A possible 401/404 Clean Water Act permit., an Iowa Department of Natural Resources
Sovereign Lands permit, NPDES Stormwater Permit, City of Waterloo floodplain permit and a
USACE 408 permit.
CONCLUSION
Given the anticipated scope of necessary work, the City of Waterloo respectfully requests that the
levee system (s) listed in Table 1 above retain(s) "active"status in the P.L. 84-99 Program while
the SWIF plan is developed. The City of Waterloo ask(s)that this initial request be granted for 2
years, to allow adequate time to develop a successful SWIF plan. —
Attached is a letter of support from the City of Evansdale, IA (EVND)for the City of Waterloo's
submission of a Letter of Intent for a System-Wide Improvement Framework for the segments
listed in Table 1.

About SRF
The State Revolving Fund(SRF)is the best choice to finance the design and construction of Iowa water and
wastewater infrastructure.
The Clean Water SRF funds wastewater treatment,sewer rehabilitation,and stormwater quality improvements,
as well as non-point source projects.
The Drinking Water SRF funds water treatment plants or improvements to existing facilities,water line
extensions to existing unserved properties,water storage facilities,wells and source water protection efforts.
The Department of Natural Resources(DNR)and the Iowa Finance Authority(IFA)jointly administer the SRF.
The DNR administers the environmental and permitting aspects to get projects ready for financing.This
includes engineering and design approval and construction permits.DNR staff assists applicants through the
environmental review process.IFA manages the financing side of the programs.IFA staff works with applicants
on loan approvals and disbursements.
Eligibility
Clean Water Loan Program
Publicly owned wastewater treatment works,including those owned by cities,counties,sanitary districts,and
utility management organizations are eligible.
For non-point source projects,both public and private entities are eligible,including farmers.landowners.
watershed organizations,landfills and rural homeowners.
Drinking Water Loan Program
Public and private community water systems whether they are for profit or not for profit,nontransient
noncommunity public water supplies if they are either publicly owned or are not for profit and transient
noncommunity systems if they are owned by government entities are eligible.
Types of Loans
Construction Loans
SRF has the lowest cost funds compared to other financing options with interest rate of 1.75%for loans of up
to 20 years. The extended loan term is up to 30 years,based on the average life of the project components,
for all Clean Water SRF loans.Communities considered disadvantaged under DNR rules can receive 1.75%on
loans from 20-30 years. Other extended term loans will be at 2.75%.For Drinking Water SRF loans.only
disadvantaged communities(based on Community Development Block Grant criteria)can qualify for extended
terms and the interest rate is 1.75%. There is a 0.5%origination fee and a 0.25%annual servicing fee on
outstanding principal.
Planning&Design(P80)Loans
P&D Loans are offered at 0%interest for up to three years to cover engineering and project development
costs.P&D loans can be rolled into an SRF construction loan,or paid off with other permanent financing.
Source Water Protection Loans
These loans are offered at a 0%interest rate and can help public water supplies acquire land and conservation
easements from willing sellers,or fund source water protection practices in their wellhead or source water
protection areas.
Non-point Source Loans
Low-interest loans are available to public and private borrowers to address stormwater management,
inadequate septic systems,landfill closure,lake restoration.soil erosion control,brownfield cleanup,manure
management and much more.

Drinking Water
Eligible Projects and Project-Related Costs
• Projects that address present Safe Drinking Water Act health standards that have been exceeded or to
prevent future violations.
• Projects to replace aging infrastructure;
• Rehabilitate or develop sources(excluding reservoirs,darns clam rehabilitation and water rights)to
replace contaminated sources;
• Install or upgrade treatment facilities if the project will improve the quality of drinking water
• install or upgrade storage facilities,including finished reservoirs,to prevent microbiological .,
contaminants from entering the water system,and
• Install or replace transmission and distribution pipes to prevent contamination caused by leaks or
breaks or to improve water pressure to safe levels.
• Projects to restructure and consolidate water supplies to rectify a contamination problem or to assist
systems unable to maintain SDWA compliance for financial or managerial reasons.
• Land acquisition if it is integral to the project(i.e.,needed to meet or maintain compliance and further
