Date: 3/27/20131 Meeting Date 3/20/2013 Place: Waterloo City Hall Project/Purpose: City of Waterloo FY 2013 Storm Water Lift Stations Westfield Avenue,Vinton Street,and Virden Creek Attendees: See attached sign-in sheet Notes By: Joe Whitney-Stanley Consultants The following meeting notes set forth our understanding of the discussions and decisions made at this meeting. If no objections, questions,additions,or comments are received within 5 working days from issuance of the meeting notes,we will assume that our understandings are correct. We are proceeding based on the contents of these meeting notes. Items discussed during meeting: A. See attached sign-in sheet. B. Reviewed Meeting Agenda items, see attached. C. Questions and Responses: 1. Question-Westfield existing storm sewers:what are the 12"and 84"existing pipes? Answer:These are storm sewers;during dry weather they should have little flow. There may be some small base flow from sump pumps connected to the storm sewers. Bidders can view the outfall of the 84"on the Black Hawk Creek side of the levee. There is a large cast iron flap gate that prevents bidders from accessing the storm sewer. The existing manhole shown on C 101 is buried. 2. Question: Westfield electrical lines: The lowest electrical line along Westfield Avenue appears that it would interfere with pile driving operations. Is the contractor responsible for relocating the line? Answer: The T connection to the existing 84" sewer is being relocated to avoid overhead power lines. The revision will be included in Addendum#1. The revision will also change the detail from a vault to a precast T section with manhole riser and cast-in-place collars around both connections to existing pipe. 3. Design Comment: Vinton railroad coordination. The contact information and CN railroad requirements including location and flagging services forms are located following Section 0150 00 in the project manual. 4. Design Comment: Reference drawings and Terracon soils reports for Westfield and Vinton will be available by download. To obtain download instructions,please email Joe Whitney at whitneyjoegstanleygroup.com. 5. Question: Can the Westfield storm manhole be made larger to make more room for constructing forms between the outside of the RCP pipe and the wall? Answer: The detail for constructing the T Connection has been changed. See the answer to Question#2. 6. Question- Does the City own the Westfield site? Answer:Yes,the lift station is located on City property. The storm T Connection is located partially off City property,but City has an easement to allow access for construction. The trucking company will relocate trailers when construction begins. Page 1 of 2 SC 5018 R1 0607 I i 1 ' I 7. Question: Is the contractor required to pay for electrical connection fees? Answer:Yes. Temporary electricity is covered under Section 01 50 00. Connection fees are covered on Drawing E002. 8. Question:What is the voltage of the overhead power lines at Westfield? Answer: The lines along Westfield Avenue,from the bottom to top are 240V, 13,800V,and j 69,000V. The line that runs parallel to Blackhawk Creek is 69,000V. 9. _Question-Can the unit adjustment price for over/under excavation be reconsidered? Answer: The unit price for structural excavation and backfill will remain unchanged on the bid schedule. The information pertains only to the excavation and backfill for constructing the electrical buildings at the Vinton and Westfield sites. We do not expect a significant difference from the current design,the soil report indicates a distinctive layer of weak soils from a depth of 13 feet to 16 feet. This is the layer we are seeking to remove to avoid differential settlement. 10. Question:Where can dewatering water be discharged? Answer: Westfield should plan to discharge over levee to toe of levee or into storm sewer. Water cannot run down the face of the levee. Vinton should plan to discharge into storm sewer or into gatewell. There is a 4"connection in the floodwall into the gatewell that can be used. The contractor cannot discharge over the floodwall because of the recreation trail. 11. Question: What material is the hardware(bolts&nuts)for exterior and interior piping supposed to be?Galvanized, Stainless Steel, or black steel? Answer: High Strength Carbon Steel AWWA C111. This will be noted in Addendum#1. 12. Question:The paint schedule in the spec and doesn't say anything for interior or exterior exposed piping.Could you provide additional information for coatings regarding pipe? Answer:Addendum#1 will provide information about pipe coatings in Section 40 23 00 PROCESS WATER PIPING 13. Design Comment: The detail on E-200,showing the electrical conduit beneath the railroad,is changed in Addendum#1. The conduit shall be Rigid Galvanized Steel for at least 50 feet on each side of the centerline between the tracks. 14. Design Comment: There is a discrepancy in the project manual between Section 05 50 00 Metal Fabrications,where it states that galvanized surfaces,stainless steel and aluminum surfaces metal shall not be painted; and Section 09 90 00,where coatings are called out for galvanized and stainless materials. Addendum#1 will correct the discrepancy. Custom fabricated galvanized and stainless steel items will not be painted but there may be architectural fixtures constructed of aluminum, stainless or galvanized steel that are painted. 15. Question: What material should the pipe supports be? Answer:Pipe supports should meet the requirements of ANSI/MSS SP-58-2009(see Section 40 23 00 Part 2.08). 16. Question: Do the floor and walls in the lift station get painted? Answer: Only the floors and walls in the electrical building get painted. The floors and walls of the lift stations are not to be painted. 17. Question: Where do the FRP doors,specified in Section 18 15 00 apply? Answer:Virden Creek Pump Station. See Drawing A302. 18. Desian Comment: Addendum#1 will clarify that Section 09 90 00 PAINTING AND COATING does not apply to piping. Coatings for piping will be included in Section 40 23 00 PROCESS WATER PIPING. The piping section will specify the following: • Ductile Iron: Primer-Series 1 purple-prime DFT 2.5 to 3.5 mils;Finish Coating: 2 coats of epoxy; Endura-Shield series 73,DFT 2.0 to 3.0 mils • Steel(buried and exposed): Surface prep - SSPC-SP6, 1.5 mil blast profile; Primer- Series 1 purple-prime DFT 2.5 to 3.5 mils; Finish coating-2 coats of epoxy; Endura-Shield series 73,DFT 2.0 to 3.0 mils Note that we continue to receive comments and questions. We will address as many of these as possible,as noted,in Addendum#1. Project Objective: To provide interior drainage(stormwater)pumping capacity for the City Flood Protection System. The lift stations will be used when the Cedar River and/or Black Hawk Creek are flooding,the storm sewer or creek gates are closed and a storm on the dry side of the flood protection system requires pumping over the flood protection into the river. The project includes three lift stations:two new stations(Westfield,Vinton)and one renovated lift station(Virden Creek). b. Description of project: (from Notice To Bidders) The extent of the work involved is general construction of 3 stormwater lift stations as follows: i. Westfield Lift Station: General construction of new stormwater lift station including 3 submersible pump and motor units and associated discharge piping and connection of piping to existing levee gate well structure;new electrical building; related site,building,mechanical and electrical work. Project also includes construction of 84"storm sewer section and construction of box structure to connect new lift station to existing sewer line. ii. Vinton Lift Station: General construction of stormwater lift station including 3 submersible pumps located below grade in new wet well structure, and associated discharge piping and connection of piping to existing floodwall gate well structures; new electrical building;related site,mechanical and electrical work. Virden Creek Lift Station: General construction of renovation of existing stormwater lift station including 3 new submersible pump and motor units and related site,building,mechanical and electrical work. Building work includes construction of new building roof with 3 individual access hatches for pump servicing and removal. 3. Bid Time and Date a. April 8,2013 at 2:00 p.m.at the Waterloo City Hall,715 Mulberry St. b. Bid will be publicly opened in an open City Council Meeting,April 8,2013,5:30 pm. 4. Contract Documents: a. Project Manual and Drawings for F.Y.2013 Storm Water Lift Stations. b. Reference drawings for existing structures are available for download upon email request. 5. Project Time Schedules a. Contract time is calendar dates. i. Commencement is within 10 days of Notice To Proceed.(Par. 5,Form of Contract) ii. Substantial Completion is within 385 calendar days.(Par. 5,Form of Contract) iii. Liquidated damages of$1,000 per day.(Par.22,Form of Contract) iv. Two year maintenance period.(Par.20,Form of Contract) 6. "Instructions to Bidders" Submittal Requirements a. Monthly Progress Payments,5%retainage. (Notice To Bidders) b. Waterloo is exempt from Iowa state sales and use taxes on materials and equipment incorporated into the project(Notice To Bidders) C. City of Waterloo's MBE/WBE Contract Compliance Program(Instructions To Bidders, Page 3 of 11 and following). d. Railroad protective liability insurance required for Vinton site.(General Specifications, Section F). e. MidAmerican required additional insurance for Virden Creek site. (General Sf ecifications, Section F and Exhibit B). £ Unit adjustment price for Structural Earth Excavation And Backfill(Section 0120 00 1.06) g. Contractor to provide layout survey services. (Section 0130 00, 3.01) h. Permits: i. Contractor to obtain City Building,Electrical,and HVAC Permits. City Permit fees will be waived. (Section 01 40 00 1.03.A). ii. City to obtain CN Railroad Utility Crossing Permit. iii. Contractor to obtain CN Railroad cable location and flagging services(Section 01 50 00 1.06 and attachment). iv. NPDES General Permit No.2(storm water)is not required due to site size. Contractor to follow Erosion and Sediment Control measures.(Section 0150 00; drawings). v. City has received approval from US Army Corps of Engineers(letter dated December 19,2012). vi. City has received approval from Iowa DNR(letter dated August 29,2012). vii. Project has received City floodplain development permit. i. International Building Code Special Inspections are provided by Engineer.(Section 01 45 33) Contractor is responsible for certain concrete testing(Section 03 00 10). j. Contractor responsible for traffic control. (Section 0150 00) k. Contractor required to provide field office for Engineer. Westfield site is intended location. (Section 01 50 00) 1. There are several"No Substitution"items specified(Section 40 95 13 and Section 43 21 39) in. Submit Flood Contingency Plan at preconstruction meeting(Section 01 1100 1.04 and Attachment A). Virden Creek sequencing: i. Contractor verify sump and floor elevations. ii. Shop drawing submittals and approvals. iii. Only one gate and one pump may be removed from service at a time. New pump or gate must be operational before next pump or gate is removed from service. For pumps,this requires larger power supply to be installed. (Section 01 1100). iv. Formed Suction Intakes will likely need to be installed from the front and consist of more than one piece that is assembled in field. Recommend coordinating labor requirements with pump manufacturers. v. New pumps must be installed prior to installation of permanent roof. Temporary weather proofing required to cover any temporary openings in roof. o. Vinton site requires use of shoring system due to excavation restriction near floodwall (Drawing C201). p. Vinton site requires boring under railroad(Drawing E200). 9.
