RESOLUTION NO. 2026-439
RESOLUTION TO RECEIVE AND PLACE ON FILE A
COORDINATED CONTRACTORS' INDEMNITY 28E AGREEMENT
TERMINATION NOTICE WITH IOWA NORTHLAND REGIONAL
COUNCIL OF GOVERNMENTS.
WHEREAS, the Iowa Northland Regional Council of Governments (INRCOG) has had
individual 28E agreements with all the local governments in Black Hawk County, excluding La
Porte City, for coordinating the certificates and bonds required by communities, as they pertain
to their specific building construction and related permitting processes.
WHEREAS, with the development of permitting software, it is apparent that the process
governed by the agreement has become duplicative or redundant for all involved.
WHEREAS, as a result the City of Waterloo, Iowa, has received a Coordinated
Contractors' Indemnity 28E Agreement Termination Notice from the Iowa Northland Regional
Council of Governments so that each community can return to managing their own adopted
building and surety requirements; and
WHEREAS, the City Council finds it appropriate to receive and place said notice on file
as part of the official records of the City of Waterloo.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. That the Coordinated Contractors' Indemnity 28E Agreement Termination Notice with
the Iowa Northland Regional Council of Governments is hereby received and placed on file.
