RESOLUTION NO. 2026-448
RESOLUTION APPROVING AWARD OF BID TO MIDSTATE
SOLUTIONS, LLC, OF BAXTER, IOWA, IN THE AMOUNT
OF $215,541.18, APPROVING THE CONTRACT, BOND AND
CERTIFICATE OF INSURANCE, IN CONJUNCTION WITH
THE FY 2027 SIDEWALK INFILL, SIDEWALK RAMP AND
TRAIL REPAIR PROGRAM - ZONE 5B, CONTRACT NO.
1157, AND AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo, Iowa, has solicited bids for the FY 2027 Sidewalk
Infill, Sidewalk Ramp and Trail Repair Program — Zone 5B, Contract No. 1157; and
WHEREAS, MidState Solutions, LLC, of Baxter, Iowa, has submitted the lowest
responsible bid in the amount of $215,541.18; and
WHEREAS, MidState Solutions, LLC, has submitted the required contract, performance
and payment bond, and certificate of insurance; and
WHEREAS, the City Council finds that awarding the contract to MidState Solutions,
LLC, is in the best interests of the City of Waterloo.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. That the bid submitted by MidState Solutions, LLC, of Baxter, Iowa, in the amount of
$215,541.18, for the FY 2027 Sidewalk Infill, Sidewalk Ramp and Trail Repair Program — Zone
5B, Contract No. 1157, is hereby accepted and approved.
2. That the contract, performance and payment bond, and certificate of insurance
submitted in connection with the project are hereby approved.
3. That the Mayor and City Clerk are authorized and directed to execute said documents
on behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 17th day of August 2026.
