RESOLUTION MAKING AWARD OF CONTRACT TO PLUMB
TECH, INC. OF WATERLOO, IOWA, FOR THE CITY OF
WATERLOO BUILDINGS FLOOD MITIGATION DESIGN,
IN THE AMOUNT OF $120, 085 . 00 TO INCLUDE THE
ORIGINAL BID OF $115, 850 . 00 AND A CHANGE
ORDER IN THE AMOUNT OF $4 , 235 . 00 .
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
That the bid of Plumb Tech, Inc . of Waterloo, Iowa, in the
amount of $120, 085 . 00 to include the original bid of $115, 850 . 00
and a change order in the amount of $4 , 235 . 00, for the City of
Waterloo Buildings Flood Mitigation Design, described in the
plans and specifications heretofore adopted by this Council for
said project, after public hearing on published notice required
by law, be and is hereby accepted, the same being the lowest bid
received for said work.
The Mayor and City Clerk are hereby directed to execute
contract with the said contractor for the construction of said
improvements, said contract not to be binding on the City until
approved by this Council .
PASSED AND ADOPTED this 5th day of April, 2010 .

SUBJECT: Flood Mitigation Design for Various Buildings

Recommended City Council Action:
Approve recommendation of award of contract in the amount of$115,850.00 to Plum Tech Inc.
of Waterloo, Iowa in conjunction with City of Waterloo Buildings Flood Mitigation Design, be
received,placed on file and adopted.
Approve Contract, Bonds and Certificates of Insurance in the amount of$115,850.00 to Plum
Tech Inc. of Waterloo, Iowa in conjunction with City of Waterloo Buildings Flood Mitigation
Design,be adopted and Mayor and City Clerk authorized to execute same.
Approve change order in the amount of$4,235.00 to demolish and remove obsolete generator in
City Hall in order to perform concrete work delineated in contract.
Summary Statement:
Plum Tech Inc was the low bidder for the Flood Mitigation project.
The change order is needed so Plum Tech can fill the pit per the contract.
Expenditure Required Original bid$115,850.00
Including change order $120,085.00
Source of Funds FEMA funds for flood mitigation and 409-22-8800-2152 for demo
Background Information:
The attached change order for demolition of the City Hall generator is included since the
contractor who was scheduled to perform the work backed out of the agreement.
The generator was to be removed prior to this work beginning. The Flood Mitigation contract
includes filling the pit(resulting from removal of generator)with concrete. There was only one
bid in the previous search to demolish the generator and only one bid in this attempt. Since the
only bid submitted came from Plum Tech Inc. it was decided to include the demo work in the
overall project.
