Building Official/Maintenance Administrat SCHMITT Ward I DATE: December 7, 2006 CAROLYN COLE RE: FIVE SULLIVAN BROTHERS CONVENTION CENTER Ward 2ACCESS CONTROL AND SECURITY CAMERA SYSTEM HAROLD GETTY ward 3 The City of Waterloo is seeking bids for furnishing and installing a security system JOHN A. for the Five Sullivan Brothers Convention Center. The system will consist of access KINCAID control and a security camera system. To be considered for this project, the bidder tV?)d-4 must comply with the specifications set forth in the bid document. RON WELPER 1. GENERAL DESCRIPTION OF WORK: Ward 5 BOBA. Furnish access control at three (3) entrance and exit locations in the GREENWOOD facility. At-La,',S,<<: B. Furnish camera monitoring at three (3) entrance locations, with the capability to monitor two (2) additional entrances—if the need arises. ERIC C. All security equipment will be housed in the maintenance office in the GUN DERSON At_L„.tE, lower level. D. All cable will be plenum rated. E. Work can be performed during regular business hours. NOTE: The successful bidder will be furnished a Convention Center event schedule so installation will not interfere with Center operations. F. The pre-bid meeting will be mandatory for the contractor/vendor to bid the project. G. If the software you are proposing to run the system requires licensing, the City will require three (3) licenses. H. The vendor may be asked to provide a demonstration of their system. I. Along with the "Form of Proposal", the vendor will submit in writing an overview of their company, staff and qualification/certification to install and maintain an access control/security system. The vendor will also submit five (5) commercial installation references they have completed in WE'RE WORKING FOR YOU! J. Failure of the bidder to conform to all of the requirements, particularly under the sections "GENERAL DESCRIPTION OF WORK" and "SCOPE OF WORK", will result in disqualification. 2. SCOPE OF WORK: A. The software will be "Window" based—latest version. B. The software will be encrypted. C. Scheduling module will have a minimum of one (1) year programming and be able to go as long as five (5) years. D. Software will be capable of displaying graphic plan layouts with all access points shown. E. Software will be capable of "event notification" if there is unauthorized door activation or if door is left ajar, etc. F. Software will be able to monitor unlimited number of door locations. G. Software will be capable of"third-party" inputs. H. Software will be capable of"elevator control". I. Software will be capable of customized reports. J. Software will be able to support "biometrics". K. The software used will include support and updates for three (3) years— with no extra cost—after Black Hawk County acceptance of completion. 3. TERMS OF CONTRACT: The price quoted for the security services shall be fixed. After the first three- (3) year period, the City may agree to extend services with a maintenance agreement for a one- (1) or two- (2) year period. This option may be offered to the company by the City—if the Council is satisfied with the security vendor's performance during the initial contract period—at which time a maximum of five percent (5%) may be added to each year of the extension period. The bidder shall supply all labor and material for the installation of the security system for the Five Sullivan Brothers Convention Center as outlined in the "General Description of Work" and "Scope of Work". B. Upon completion of installation, the bidder shall supply a schematic drawing of the installed system, with explanations. C. The bidder shall include four (4) hours of training for up to six (6) people of installation and building operation. D. The bidder shall demonstrate the system operation. E. Bidder shall be responsible for the disposal of all discarded material packaging, etc. 5. BIDDING REQUIREMENTS: A. A mandatory pre-bid meeting will be Wednesday, December 20, 2006, at 1:00 P.M. at the Five Sullivan Brothers Convention Center, corner of Fourth and Commercial Streets, in the Seminar room. B. Bids will be due Monday, January 8, 2007, on or before 3:00 P.M., in the City Clerk's Office, First Floor of City Hall, 715 Mulberry Street, Waterloo, Iowa 50703. C. Only sealed bids will be accepted. D. A five percent (5 %) bid bond shall accompany the bid—in a separate envelope. E. The outside of the bid envelope shall be carefully marked "SECURITY SYSTEM FIVE SULLIVAN BROTHERS CONVENTION CENTER". F. Bids will be opened at the City Council meeting at 5:30 P.M., Monday, January 8, 2007. G. The project will be awarded to the lowest responsible bidder. H. The project will be awarded Tuesday, January 16, 2007. I. Notice to proceed will be issued on Wednesday, January 17, 2007. J. Completion date shall be Friday, March 30, 2007. A five percent (5%) bid bond will be required to accompany the bid. B. A payment performance bond will be required for this project in the amount of the contract price. 7. PAYMENT: A. All payments will be subject to five percent (5%) retainage. B. Payment will be made within thirty (30) days after receipt of invoice. C. Retainage will be paid out within thirty (30) days after project acceptance. D. The bidder can invoice for fifty percent (50%) of project cost when all equipment has arrived on the project—and fifty percent (50°io) upon project completion.
