ward 3 The above-referenced project was bid on May 22, 2006. Johnson Controls, Inc. of
Cedar Rapids was the low bidder. Gilmor and Doyle, the Associate Engineer on the
JOHNA. project, has examined the submitted document from Johnson Controls, Inc. and found it
KINCAID to meet or exceed all requirements of the Request For Proposal. A copy of the letter

from Gilmor & Doyle is enclosed, as well as the contract, bond and insurance
RON documents.

I have received and reviewed the bid submittal from Johnson Controls for the
project titled, "Facility Improvement Five Sullivan Brothers Convention Center
Mechanical Upgrade". The contents of the bid submittal were compared against
the requirements you set forth in the official RFP.
The submittal from Johnson Controls includes all of the documentation required
in the RFP. Furthermore, the submittal meets both the intent and the letter of the
tenants of the specification created by your office.
