Ward; The above-referenced project was bid on May 22, 2006. Johnson Controls, Inc. of
Cedar Rapids was the low bidder. Gilmor and Doyle, the Associate Engineer on the
IOFIN A. project, has examined the submitted document from Johnson Controls, Inc. and found it
KINCAID to meet or exceed all requirements of the Request For Proposal. A copy of the letter

from Gilmor & Doyle is enclosed, as well as the contract, bond and insurance
