PART 1 GENERAL
1 . 1 BACKGROUND
A. In May of 2003,The City of Waterloo,in conjunction with Gilmore and Doyle,engaged
Johnson Controls,Inc. to conduct an energy improvement study at Five Sullivan Brothers
Convention Center. Johnson Controls,Inc.provided the resources necessary to execute
the requested study,compiled detailed information,and provided recommendations along
with savings estimates/credits to the City of Waterloo/Gilmore and Doyle for approval.
The City of Waterloo/Gilmore and Doyle approved those results and recommendations.
Those approved results and recommendations are the foundation of this Request for
Proposal. All responses to this Request for Proposal must be limited to the approved
results and recommendations derived from original report. All potential bidders must
follow the recommendations that are detailed in section 3.4,without deviation,in order to
successfully bid on this project. All responses must include a detailed list of all
equipment specified in section 3.4 of this Request for Proposal. A copy of the study,
along with its results and recommendations,is enclosed at the end of this Request for
Proposal. All potential bidders must bid on this project in its entirety utilizing the
equipment already approved and specified in section 3.4. No partial bids will be accepted
due to the potential for jeopardizing the business case(savings and credits)associated
with this project.

1 . 6 QUALIFICATIONS
A. Manufacturer: Company specializing in manufacturing the products specified in the
Facility Improvement's section with minimum five years experience.
B. Installer: Company specializing in applying the work detailed in the Facility
Improvement's section with minimum five years experience. Any potential bidder to this
Request for Proposal must have Factory Trained and Certified employee's performing
any Facility Management/Controls work. All proof and/or certifications must be attached
to the potential bidders response. A response without this information will void that
potential bidders submission.
1 . 7 COORDINATION
A. Ensure installation of all specified components is complementary to installation of
existing components in Five Sullivan Brothers.
B. Coordinate installation of system components with installation of mechanical systems
equipment.
C. Ensure Facility Improvements are complete and commissioned. Additionally,potential
bidder's must provide a report that verifies that the improvement measure's met the
results of the initial study.

1 . 8 MAINTENANCE SERVICE AND WARRANTY
A. All equipment shall be free from defects in material for 1 year from date of substantial
completion.
1 . 9 PROTECTION OF SOFTWARE RIGHTS
A. Prior to delivery of software the owner and the party providing the software will enter
into a software license agreement with provisions for the following:
1 . Limiting use of software to equipment provided under these specifications.
2 . Limiting copying.
3 . Preserving confidentiality.
4 . Prohibiting transfer to a third party.
1 . 10 SCOPE
A. Scope is defined by the approved recommendations contained within the original study
results. A list of Facility Improvements is detailed in subsequent sections of this Request
for Proposal.

3 . 1 INSTALLATION

3 . 2 MANUFACTURER'S FIELD SERVICES
A. Start-up and Commission Systems: Allow sufficient time for start-up and commissioning
prior to placing system in permanent operation.
B. Provide Factory Trained service engineer to instruct owner's representative in operation
of systems plant and equipment for 1-day period.
C. Provide basic operator training for four persons on data display, alarm and status
descriptors,requesting data, and execution of commands and request of logs. Include a
minimum of 8 hours dedicated Factory Trained Instructor time. The City of Waterloo

will coordinate schedules such that all four individuals will be available at one time
during regular business hours.

1 . Penthouse AHU Equipment
a) Primary Building System Air Handlers:
Air Handler 1 -Hot Deck Multi Zone Unit with a 40 hp Supply and 20
hp Return Fan.
Air Handler 2-Hot Deck Multi Zone Unit with a 40 hp Supply and 20
hp Return Fan.
Air Handler 3 -Hot Deck Multi Zone Unit with a 40 hp Supply and 20
hp Return Fan.
Air Handler 4-Constant Volume Cooling only Unit with a 40 hp Supply
and 20 hp Return Fan.

2) Replacement of the aging supply and return motors with high
efficiency equipment.
Equipment shall include:
Toshiba premier motors matched to JCI VS Series variable speed
IntelliPass drives.
3) Installation of Variable Speed Drives on the new supply and
return fan motors.
Equipment shall include:
JCI VS Series variable speed IntelliPass drives with bypass
configuration.
JCI DPT2641 series pressure transducers to measure differential
air pressure and convert this pressure difference to a proportional
analog output with a standard accuracy of+/-0.5%FS (NIST
traceable).
4) Replacement of all pneumatic transducers. The existing devices
are failing due to oil and water contamination.
Equipment shall include:
JCI EP-8000 series Electro-Pneumatic Transducer for converting
the signal from the digital JCI controller into a high volume
proportional pneumatic output signal.

5) Replacement of all failed dampers and pneumatic actuators.
Equipment shall include:
JCI D-3153 series Pneumatic Actuator multipurpose positioning
device for operating ventilating dampers in response to the
output signals of the Eelectro-Pneumatic transducer. Acutators
shall be provided with the JCI series D-9502 Pneumatic Damper
Actuator Positioners to adjust and maintain damper actuators in
exact positions for precise damper positioning.
JCI VD-1300 series Class III leakage rated Control Damper to
control the flow of air in heating,ventilating, and air
conditioning systems.
6) Correct all operational software to ensure proper sequence of
control.
c) Repairs to the primary building system air handlers including:
1) Perform Vibration Analysis on all supply and return fans.
2) Replacement of all required bearings, sheaves,pulleys and v-
belts.
Equipment shall include:
Trane original equipment manufactured parts.
3) Perform Laser Alignment to all repaired equipment.
4) Air balance reporting of all supply and return fans.
5) Water balance reporting of all heating and cooling coils.
2 . Main Hall Relief Fan
a) Replacement of the aging motor with high efficiency equipment.
Equipment shall include:
Toshiba premier motors matched to JCI VS Series variable speed

b) Installation of a Variable Speed Drive on the new fan motor.
Equipment shall include:
JCI VS Series variable speed IntelliPass drives with bypass

3 . Pneumatic Controls and Digital Control Interfacing
a) Installation of a new air compressor,dryer and pressure reducing station
in the penthouse.
Equipment shall include:
JCI AD Series Duplex Air Compressor designed and factory tested to
meet the facility requirements with low oil carryover,refrigerated air

dryer,pressure reducing station,calibrated pressure electric switches to
provide automatic cut-in and cut-out and an unloading feature to provide
loadless starting.
b) Repair or replace pneumatic air lines in the penthouse as needed.
c) Clean and purge pneumatic air lines in the penthouse to remove
contaminates.
4 . Kitchen AHU Equipment
a) Re-Control of the kitchen air handler including:
1) Installation of Metasys Direct Digital Controls to ensure proper
sequence of operation.
Equipment shall include:
JCI DX-9100 series Extended Digital Controller providing a
real-time clock,extendable I/O,graphic software programming
and connection to the Metasys Network.
JCI PD-109 series control relays.
JCI TE-6000 series temperature sensors.
JCI A70 series four wire,two circuit,low limit temperature
switch.
JCI EP-8000 series Electro-Pneumatic Transducer for converting
the signal from the digital JCI controller into a high volume
proportional pneumatic output signal.
Veris Industries H735 series solid-core current switch with start/
stop command relay.
2) Incorporating control of the chiller to provide mechanical
cooling.
3) Replacement of the deteriorated hot water valve with new
equipment.
Equipment shall include:
JCI VG7000 Series Control Valve.
4) Replacement of the aging supply fan motor with high efficiency
equipment.
Equipment shall include:

1 . Installation of a Metasys Chiller Integrator to ensure proper sequence of
operation.
Equipment shall include:
JCI 300 series Integrator product connected to the penthouse chiller for Operator
monitoring and control from the Metasys workstation.
2 . Provide system control of the chiller and associated chilled water pumps.
3 . Water balance reporting of the chiller pumps

D. Lighting System Controls
1 . Complete installation of a Triatek lighting panel system with(84)low voltage
lighting relays to control the Main Hall and outdoor fixtures.This lighting system
shall be Metasys compatible;network controlled and operated by the Metasys
system for energy savings and long term reliability. The outdoor lighting control
will have up to(8)Zoned areas and will be installed as part of this project.
Equipment shall include:
Triatek Lighting's L3500 series Lighting Control Panels providing the capability
to control high voltage lighting circuits via a two wire RS-485 network,
occupancy sensors,light level sensors and momentary override switches.
Triatek Lighting's LTR relays designed for the L3500.
E. Primary Heating System Valves
1 . Currently there are four(4)3-way valves for control of heating loop temperatures
that are not functioning. These valves are required to reset the hot water
temperature needed to heat the following systems:
Main Air Handlers
Booster Coils
Fan Coils,Heaters&Univents
Makeup Air Handler
a) Replace the 3-way valves with new equipment.

Phase 2 Facility Improvements
Facility Improvement Measures
Overview
Johnson Controls, Inc., in association with Justin Doyle of Gilmore & Doyle, has developed this plan to
address facility improvement measures at the Five Sullivan Brothers Convention Center. In preparing
this strategy, our facility development staff made multiple site visits interviewing personnel as well as
inspecting and collecting information on the controls and mechanical equipment throughout the facility.
The convention center has seen a decline in preventative maintenance due to fiscal constraints.This has
caused the utility cost to increase faster then anticipated. The following performance improvement
measures are recommended to begin restoring the 30-year old Five Sullivan Brothers Convention Center
back to original design operation with several energy savings measures incorporated in the project.
The recommendations listed below will build upon the foundation for standardization throughout the
City of Waterloo and allow for a consistent team approach from sales, service,project management,
engineering, software development, commissioning, training and installation standards utilizing Johnson
Controls knowledge and resources. This project will further enhance progress towards the City of
Waterloo's vision for centralized facility management, energy reporting, monitoring, trending and
control to utilize information for more effective and efficient management of buildings and resources to
lower overall operating costs.

At this time the air handlers have DX9100 controls installed; this was to replace the Powers
system. In recent years the system has been overridden and many of the pneumatic dampers and
valves have been bypassed.

Main Hall Relief Fan
Currently the Main Hall exhaust fan is not being used which is causing pressure relief problems
in the facility. This condition prevents the economizer operation from functioning correctly.
Recommendations
• Replacement of the aging motor with high efficiency equipment.
• Installation of a Variable Speed Drive on the new fan motor.
• Correct all operational software to ensure proper sequence of control.
• Perform Vibration Analysis on the fan.
• Air balance reporting of the fan.
Pneumatic Controls and Digital Control Interfacing
Currently the pneumatic air system is contaminated with oil and water. This condition
deteriorates the pneumatic devices causing premature failure. The existing air compressor also
runs excessively, which is indicative of leaks in the air lines.
Recommendations
• Installation of a new air compressor, dryer and pressure reducing station in the penthouse.
• Repair or replace pneumatic air lines in the penthouse as needed.
• Clean and purge pneumatic air lines in the penthouse to remove contaminates.

Kitchen AHU Equipment
Air Handler 6 serving the kitchen area is a Hot Deck Multi Zone Unit utilizing 100%outdoor air
with a 20 hp supply fan. This unit provides the heating, cooling and makeup air to kitchen and
exhaust hoods. The unit was not in operation during our visits. The mechanical cooling for this
unit is from a donated chiller that has not been commissioned.
Recommendations
Re-Control of the kitchen air handler includes:
• Installation of Metasys Direct Digital Controls to ensure proper sequence of operation.
• Incorporate control of the chiller to provide mechanical cooling.
• Replacement of the deteriorated hot water valve with new equipment.
• Replacement of the aging supply fan motor with high efficiency equipment.
• Installation of a Variable Speed Drive on the new supply fan motor.
Repairs to the kitchen air handler include:
• Performing Vibration Analysis on the supply fan.
• Replacement of all required bearings, sheaves,pulleys and v-belts.
• Perform Laser Alignment to all repaired equipment.
• Air balance reporting of the unit.

Boiler Room AHU Equipment
The AHU serving the boiler room provides makeup air for the boilers utilizing 100%outdoor air
and a heating coil to temper the air. The unit was not in operation during our visits.
Recommendations
Re-Control of the boiler room air handler includes:
• Installation of Metasys Direct Digital Controls to ensure proper sequence of operation.
• Replacement of the deteriorated hot water valve with new equipment.
Repairs to the boiler room air handler include:
• Performing Vibration Analysis on the supply fan.
• Replacement of all required bearings, sheaves,pulleys and v-belts.
• Perform Laser Alignment to all repaired equipment.
• Air balance reporting of the unit.
• Water balance reporting of the heating coil.
Facility Commissioning
• Johnson Controls, Inc will provide facility commissioning and programming of the digital
controls for complete integration of Phase One and Phase 2.

Penthouse Chiller Integration
Projected Cost Annual Energy Savings Payback
Currently the 260 ton chiller is operated by manually turning the chilled water pumps on and off with
interlocking of the chiller on/off command and the use of an outdoor air remote bulb controller to
lockout the chiller on low temperature conditions.
Recommendations
• Installation of a Metasys Chiller Integrator to ensure proper sequence of operation.
• Provide system control of the chiller and associated chilled water pumps.
• Water balance reporting of the chiller pumps
Lighting System Controls
Projected Cost Annual Energy Savings Payback
Currently the Sullivan Center Main Hall lighting control is done manually with breakers and 2 staff
members. This original design has exceeded its life expectancy. There are approximately 84 breakers
controlling the Main Hall lighting system. Outdoor lighting is being performed manually on the main
entrance level.
Recommendations
Installation of a Triatek lighting panel system with(84)low voltage lighting relays to control the Main
Hall fixtures. This lighting system is Metasys compatible; network controlled and can be operated by the
Metasys system for energy savings and long term reliability. The outdoor lighting control will have up
to (8)Zoned areas and will be installed as part of this project.

Currently there are eleven additional units of heating equipment that are pneumatically controlled and
not interfaced to the Metasys system. Similar devices in the facility are failing due to oil and water
contamination in the pneumatic system.
Recommendations
Replacement of the pneumatic devices with direct digital control on(5)terminal units and (6)
convectors on the first and second floors. Connection to the Metasys system will allow complete control
and energy management of all the zone units.
