Ward 3 The City of Waterloo is seeking bids to upgrade the mechanical system at the Five
JoHN A Sullivan Brothers Convention Center. Phase I of the project was completed in May
KINCAID 2005. Phase II is an extension of the total project.

hOELPER GENERAL REQUIREMENTS:

1. Bidder shall be responsible for the entire project and will be viewed as the

2. Bidder shall be responsible to follow all items set out in Sections 1.2 — 1.5 of
E.RIC "Facility Improvement Five Sullivan Brothers Mechanical Upgrade."

3. Bidder shall meet qualifications set out in Section 1.6 of the "FIFSBMU".
4. The bidder shall pay particular attention to Section 1.10 Scope. The
approved recommendations contained in the original study are the base for
the Request for Proposal (R.F.P.). If the bidder alters the original study
recommendations in any way, the bidder shall provide their own engineered
documented study and recommendations that will produce the same energy
use savings or greater.
5. If the bidder chooses to submit a different operating system (i.e., Trane,
Siemens, Honeywell), the bidder shall produce complete engineered
schematic drawings of the all systems, operation manuals and factory
training as outlined in Section 3.2 of the "Facility Improvement" document.

BIDDING REQUIREMENTS:
1. Mandatory pre-bid meeting will be on Thursday, May 4, 2006, at 1:00 P.M.
at Five Sullivan Brothers Convention Center, seminar room.
2. Bids will be due Monday, May 22, 2006, 3:00 P.M., in the City Clerk's
Office, First Floor, City Hall, 715 Mulberry Street, Waterloo, IA 50703.
3. Only sealed bids will be accepted.
4. A five percent (5%) bid bond shall accompany the bid in a separate
envelope.
5. The exterior of the bid envelope shall be marked "FACILITY
IMPROVEMENT FIVE SULLIVAN BROTHERS CONVENTION CENTER,
MECHANICAL UPGRADE."
6. Bids will be opened at the City Council meeting May 22, 2006, at 5:30 P.M.
7. The project will be awarded to the lowest responsible bidder.
8. Award of project will be June 5, 2006.
9. Completion will be on or before September 30, 2006.
CONDITIONS:
1. Bidder shall provide a payment/performance bond for the total bid price.
2. Work shall be performed with the least disruption to facility business.
3. Bidder shall coordinate work and work schedule with Dennis Law, Ramada
manager, at 319-233-7650.
4. The owner will not accept partial sections as the project is completed.—The
owner will accept the complete project as a whole after all requirements, as
outlined in the R.F.P., have been met and the system has demonstrated
complete function and reliability.

5. After manufacturer warranty/guarantee has expired, the bidder shall provide
in writing an additional 24-month warranty of labor and material on all
equipment installed under this contract.
ALTERNATES:
Under "General Requirements" item 5 — guidelines for alternate submittal are
outlined.
PAYMENT:
1. A five percent (5%) retainage will affect all billings.
2. Retainage shall be paid within thirty (30) days after the complete acceptance
of the project. Acceptance includes complete coordination with existing
system.
