HomeMy WebLinkAboutREQUEST FOR PROPOSALS r WATERLOO REGIONAL AIRPORT(ALO) REQUEST FOR PROPOSALS AIR SERVICE CONSULTANT The Waterloo Regional Airport is requesting proposals from firms interested in, and qualified to provide a comprehensive Air Service Consulting based upon the existing market at the Waterloo Regional Airport (ALO). The objective of the Air Service Consultant is, at a minimum, to provide the following: ➢ Informational support for specific domestic routes upon request. ➢ Preparation of an annual action plan diagnostic analysis focused on domestic air service department. ➢ Preparation of an annual action plan diagnostic analysis focused on air cargo development. ➢ Development of air service proposals and associated documents targeted at specific air service providers. ➢ Other air service development projects as requested by the Waterloo Regional Airport from time to time. The firm will be selected on its ability and experience to develop the objectives stated above and to give recommendations on how to implement the necessary actions needed to grow the air service activity at ALO. Firms should prepare a concise but detailed narrative showing its proposed approach to providing the services stated herein. 1 of 4 0 • .. MARKET SEGMENTS: Firms will be asked to make recommendations on the following market segments: ➢ Commercial Air Service — Consists of domestic services to include scheduled and chartered passenger service by airlines. ➢ Air Cargo Service — Consists of domestic and international overnight services to include express mail, air freight and parcels carried via scheduled or chartered passenger service by airlines and air cargo operators. EVALUATION CRITERIA 1. Proposed fees to provide the consultant service. 2. Original, creative and strategic approach to develop the proposed objectives stated in the RFP. 3. Capabilities of firm to utilize its resources, strengths and amount of experience in air service and air cargo development, including background on projects similar to the scope of the RFP. 4. Quality of presentations and how effectively firm communicated its ideas and answered questions, if applicable. The Waterloo Regional Airport reserves the right to ask for presentations to assist the evaluation team in making a decision. EVALUATION OF PROPOSALS AND AWARD OF CONTRACT Following submissions, the RFP will be reviewed to determine whether the interested Consultants have met the minimum requirements of this invitation. The Waterloo Regional Airport reserves the right to conduct interviews or require presentations of any Consultant before selection. Such interviews or presentations will be scheduled at the Waterloo Regional Airport Board's convenience. The Waterloo Regional Airport will not be liable for any costs incurred by the Consultant in connection with such interviews and/or presentations. The Waterloo Regional Airport reserves the right to accept and reject any and all proposals. There is no obligation on the part of the Waterloo Regional Airport to award the agreement to the lowest proposed proposal. The Waterloo Regional Airport reserves the right to award the agreement to the firm submitting a responsive proposal, which is most advantageous, and in the best interests of the Waterloo Regional Airport. The Waterloo Regional Airport will be the sole judge of the proposals and the resulting agreement that is in its best interest and its decision will be final. The Waterloo Regional Airport is under no obligation to contact a Proposer to obtain information required to evaluate their proposal. 2of 4 V . TIMELINE Request for Proposals distributed - Monday, November 1, 2004 Request for Proposals due — Friday, November 12, 2004 @ 2:00 pm Selection — Wednesday, December 1, 2004 DELIVERY OF PROPOSALS Interested firms are requested to indicate their interest in providing the requested services by submitting an original and five (5) copies of RFP in a SEALED package and filled in to read "Air Service/Cargo Consultant, 2:00 pm, November 12, 2004". Facsimile Statements will not be accepted. Any Statement of Qualifications and Experience received after the stated time and date herein, will NOT be accepted and/or evaluated. Each Proposer is fully responsible for ensuring that its Proposal is timely received, and shall assume the risk of non-delivery or untimely delivery caused by its chosen delivery method, whether by US mail, public carrier or otherwise. Late proposals, as solely determined by the Waterloo Regional Airport's clock, will not be opened or considered. TERM OF CONTRACT The Contract term will be for an initial period not to exceed three years, with two, one- year renewal options available at the sole discretion of the Waterloo Regional Airport. The contract may be terminated at any time with 30 days written notice, with or without cause, by the Waterloo Regional Airport. PROPRIETARY INFORMATION All proposers should be aware that the RFP's and responses thereto are in the public domain. However, the proposers are requested to identify specifically any information contained in their proposals, which they believe to be exempt from disclosure, citing specifically the applicable exempting law. 3 of 4 The Waterloo Regional Airport shall not be obligated to concur in such opinions, and shall have no liability to a proposer for making public any information contained in a proposal. All proposals received from proposers in response to the RFP will become the property of the Waterloo Regional Airport and will not be returned to the proposers In the event of the contract award, all documentation produced as a part of the contract will be the exclusive property of the Waterloo Regional Airport. ADDENDA — CHANGES WHILE PROPOSING No interpretation of the meaning of any part of this RFP, nor corrections of any apparent ambiguity, inconsistency or error therein, will be made to any Proposer orally.
