Compensation
A. Compensation for services for the Design Phase shall be a lump sum fee of Ninety-Nine Thousand
Five Hundred Dollars ($99,500.00).
General Conditions
Except as specifically amended by this agreement, services shall be provided in accordance with the
Consultant Services Agreement for the Waterloo Regional Airport between Earth Tech, Inc., and the
Waterloo Airport Board dated December 1, 2008.

PROJECT DESCRIPTION
The project is described as the Rehabilitation of the Airfield Lighting Vault at the Waterloo
Regional Airport, Waterloo, Iowa. The project involves the construction of a new electrical vault
and demolition of the existing electrical vault. The rehabilitation of the electrical vault will include
a new lighting vault, airfield constant current regulators, airfield lighting control system, airfield
lighting emergency generator and demolition of the existing lighting vault.
II. GENERAL PROJECT SCOPE
The work to be performed by the Consultant shall encompass and include detailed work,
services, materials, equipment and supplies necessary to provide design, develop final plans,
develop specifications, provide utility coordination, provide construction cost estimates, and
provide bidding services. Construction-phase services will be determined after the project has
been bid and prior to issuance to a federal grant. Work shall be divided into the following tasks:
A. Design Phase
1. Design Conference-This task consists of a pre-design conference called by the
City of Waterloo, Iowa (hereinafter referred to as Sponsor), and held between the
Sponsor, the Consultant, the FAA and any other participating or regulatory
governmental agency. The purpose of this conference is to define project
requirements, finances, schedules, phasing and other pertinent data that affects
the scope of work, design standards, presentation of preliminary and final plans
and documents. The requirements set forth in this design conference will be
confirmed in writing by the Consultant to the Sponsor, with copies to each
participating unit of government. A final design and bidding schedule will be
identified after this conference.
2. Data Collection and Review - This task consists of the collection of existing
data applicable to this project and related to the proposed work site. The Airport
Master Plans, record drawings of completed projects, pavement design data,
previous soil borings and soil data, and utility information will be compiled as
background information for the project.
3. Subsurface Information and Investigation -This task consists of the review of
previous subsurface information and the collection of additional information for
the determination of foundation design for the electrical vault. It is estimated that
four (4) borings will be required. Subsurface investigation will be done by a
subconsultant.
4. Field Survey - This task consists of a field survey to collect topographic,
horizontal and vertical data to assist in the preparation of the plans for the
project. Property surveys are not included in this task.
5. Base Mapping - This task consists of the preparation of a topographic map
including features, elevations, utilities and contours of the project site. This map
will be prepared from the field survey and record documents of completed
projects.
6. Preparation of Design Documents -This task consists of the preparation of the
final design documents for this project. The design will include architectural,
structural, mechanical, electrical, heating and air conditioning, and civil. The final
plans will set forth in detail the requirements of the design phase, together with
the common practice of design and ethical practice of professional engineers.
Plans will be prepared in compliance with current Central Region Federal
Aviation Administration requirements in effect at the time the plans are prepared.
This task includes the preparation of the following:
a) Title Sheet
b) Site Plan
c) Elevations
d) Footing and Floor Plan
e) Structural Details and Sections
f) Electrical Plan and Details
g) Plumbing Plan and Details
h) Heating Plan and Details
i) Airfield Lighting Control Plan and Details
j) Demolition Plans and Details
7. Final Project Specifications - This task consists of the preparation of
specifications for the project. The specifications will be in compliance with
current Central Region Federal Aviation Administration requirements in effect at
the time the specifications are prepared. The specifications will be in compliance
with local code requirements in effect at the time the specifications are prepared.
8. Estimate of Probable Construction Cost -This task consists of the preparation
of a detailed estimate of construction costs based upon the detailed plans and
specifications. This statement of probable construction cost prepared by the
Consultant represents the Consultant's best judgment as a design professional at
the time the estimate is drawn. It is recognized, however, that neither the
Consultant nor the Sponsor has any control over the cost of labor, materials or
equipment; over the contractor's method of determining bid prices; or over
competitive bidding or market conditions. Accordingly, the Consultant cannot
and does not guarantee that bids will not vary from any statement of Probable
Construction Cost or other cost estimates prepared by the Consultant.
9. Engineering Report - This task consists of the preparation of an engineering
report which relates to the Sponsor and participating governmental agencies, the
fundamental considerations and concepts used in design of the project.

Deviation in design and construction standards will be included in the
engineering report.
10. Users' Conference - This task consists of assisting the Sponsor in a meeting
with the airport users. The final design users' conference will include a
presentation of the plans, the schedule, the safety plan and the project
sequencing.
11. DBE Program - This task consists of assisting the Sponsor in verification of the
status of the existing DBE program and the preparation of an update to DBE
program for this project, specifically the setting of goals for this project.
12. Quality Review-This task consists of the quality review of work elements on the
project. During the course of this project, quality reviews will be conducted by
senior technical personnel that are not directly involved in the project.
13. Conferences and Meetings -This task consists of conferences and meetings in
addition to the users' conference that will be attended by the Consultant for the
purpose of coordination with the Sponsor, information exchange and general
understanding of the status and direction of the project.
14. Bid Assistance - This task consists of assisting the Sponsor in advertising for
and receiving bids, analyzing the bids received and preparing a recommendation
to the Sponsor for award of contract.
15. Pre-Bid Conference - This task consists of attending and conducting a Pre-Bid
Conference at the project site for prospective bidders.
16. Bid Document Interpretation - This task consists of answering bid document
interpretation questions from bidders, preparing and issuing any required
addenda.
17. Grant Application -This task consists of assisting the Sponsor in preparation of
grant application.
18. Project Administration - This task consists of office administration and
coordination of the project. Interoffice meetings, general day-to-day
administrative responsibilities, and typing of interoffice memoranda and minutes
of meetings are included in this task. Preparation of 25 sets of contract
documents for distribution to Sponsor, FAA, plan rooms, suppliers and potential
bidders are included in this task.
